Atiq, M.D. Pine Bluff, AR It s Coming, RENEW YOUR LICENSE ON-LINE! Over the past year, the Board has been developing an online service system for our licensees. Currently the Board offers instant notification of announcements, public hearings, and licensure changes. Beginning January 2012, all license renewals may be submitted on-line. This is one of many services being developed for the licensees in this state as well as those being recruited to work in your town and hospital. Although online services will be an option over the next year as a method to increase efficiency as well as save time and money, these services will become the norm in the future. The advantages of processing your renewal on-line include: View and manage your upcoming renewals through a simplified, faster exchange of information Update, pay, and submit information electronically through our secure and easy to use system Reducing paper, postage and other resources which helps to save the environment. Trice, III 211 Spring Street Regulation -7 Governing the Use of Stimulants The Board reviewed letters from physicians expressing confusion regarding the recent changes to Regulation 7 governing the prescribing and use of stimulants. As a result, the Board voted to remove the word subsequent from Section 2 of the regulation. A public hearing will be conducted early next year for the Board to take testimony and possibly adopt this proposed amendment. Be sure to check our website for information of the date and time for this public hearing. The Board also welcomes and encourages additional feedback regarding any other areas of this regulation that you feel may be confusing. Your written concerns should be forwarded to the Medical Board office by November 15, 2011 to ensure the information can be presented to the Board at the December 2011 meeting. 2 Page 2 Continued from page 1 Regulation - 7 Governing the Use of Stimulants For reference, the current Regulation 7 is printed below: REGULATION 7 - GOVERNING THE USE OF STIMULANTS Schedule II controlled substances are drugs that have a legitimate medical indication, but also have a high potential for abuse that may lead to severe psychological or physical dependence. Included in the list of Schedule II drugs are the stimulants: amphetamines and methamphetamines and their salts and optical isomers (e.g. Adderall, Desoxyn, Dexedrine and Vyvanse) and methylphenidate and its salts and isomers (e.g. Ritalin, Concerta, Focalin and Daytrana). The ASMB believes it is prudent to provide prescribing guidelines to help ensure the safety of patients in the state of Arkansas. Therefore, in addition to the requirement that all prescriptions for stimulants comply with both state and federal laws, this regulation will also require the following: 1. Prescriptions for these drugs may be written by a physician for a legitimate medical indication. Such indications include Attention Deficit Hyperactivity Disorder and Narcolepsy. Other off label uses may be justified with appropriate medical rationale and documentation of evidence-based research and experience. These alternative uses include, but are not limited to, other sleep disorders, augmentation of antidepressants or treatment of post-stroke depression. 2. No second or subsequent prescription for these controlled drugs may be written for the patient until the physician reassesses the patient and documents in the medical record: a. The patient s response to the medication b. Reports from family, educators or counselors as to the patient s response to the medication c. Record of an examination of the patient to identify possible adverse effects secondary to the medication d. An informed judgment as to the overall benefit of the medication versus potential adverse or side effects e. A written plan for providing scheduled refills and return visits. Violations of this regulation may be interpreted by the Board as the physician exhibiting gross negligence or ignorant malpractice and shall subject the physician to all penalties provided by Arkansas Code Ann It s Coming, RENEW YOUR LICENSE ON-LINE! Continued from page 1 To participate, follow the steps listed below: 1) Registration - All users need to register with the Arkansas State Medical Board to obtain a log-in. Register to renew your License by creating a Licensee account with the Board at 2) Log-in - After successfully registering, you will be directed to log in and attest to your account information 3) Request Online Renewals - To renew on-line in 2012, click the Request Online Renewals under Links in your Licensee account. 4) Renewal - After logging into the "Online Licensee" system, click the Online Renewal link (when available) and then enter license renewal information and submit the data to ASMB. 5) Payment - After renewal information has been submitted, a payment web page will be displayed which will allow you to pay by credit card. Physician assistants are required by the following statute to notify the Board within ten (10) days when changing a supervising physician. Since a physician relationship is required for the physician assistant to practice, it is also important that the physician notify the Board they have relinquished their association and responsibility Notification of intent to practice. a) Prior to initiating practice, a physician assistant licensed in this state must submit on forms approved by the Arkansas State Medical Board notification of such intent. The notification shall include: 1) The name, business address, address, and telephone number of the supervising physician; and 2) The name, business address, and telephone number of the physician assistant. b) A physician assistant shall notify the board of any changes or additions in supervising physicians within ten (10) calendar days. History. Acts 1999, No. 851, 11. ASMB & CCVS Workshop Spring 2012!! The workshop tentatively scheduled for October at the Board s new office site has been postponed until early SPRING 2012 to allow more time to complete online changes that can be incorporated into the training session for customers, physicians, office staff or anyone whose responsibilities include licensing recruitment or medical staff credentialing. Please check the ASMB and CCVS websites periodically in the coming months for postings regarding this workshop.
4 Page 4 Random Audits for Physician Assistant CME S Effective immediately, at the time of license renewal the Arkansas State Medical Board will begin randomly selecting physician assistants for auditing of Continuing Medical Education compliance as noted in Section 10(c) of Regulation Continuing Medical Education: a. A physician assistant who holds an active license to practice in the State of Arkansas shall complete 20 credit hours per year continuing medical education. b. If a person holding an active license as a physician assistant in this State fails to meet the foregoing requirement because of illness, military service, medical or religious missionary activity, residence in a foreign country, or other extenuating circumstances, the Board upon appropriate written application may grant an extension of time to complete the same on an individual basis. c. Each year, with the application for renewal of an active license as a physician assistant in this state, the Board will include a form which requires the person holding the license to certify by signature, under penalty of perjury, and disciplined by the Board, that he or she has met the stipulating continuing medical education requirements. In addition, the Board may randomly require physician assistants submitting such a certification to demonstrate, prior to renewal of license, satisfaction of continuing medical education requirements stated in his or her certification. d. Continuing medical education records must be kept by the licensee in an orderly manner. All records relative to continuing medical education must be maintained by the licensee for at least three years from the end of the reporting period. The records or copies of the forms must be provided or made available to the Arkansas State Medical Board. e. Failure to complete continuing education hours as required or failure to be able to produce records reflecting that one has completed the required minimum medical education hours shall be a violation and may result in the licensee having his license suspended and/or revoked. Continuing Educational Units Occupational & Respiratory Therapists Are you aware of the valid dates of your CEU s for each renewal period? A great way to know is to look at the dates listed on your license registration card. Licensure renewals and CEU s go hand-in-hand. CEU s that are obtained during the incorrect renewal period will be denied. Each committee reviews the CEU s and even though yours may have been obtained during the correct renewal period, they are not always approved. The list of acceptable CEU s is located in the Medical Practices Act which is located on our website, For Occupational Therapists, review Regulation 6; for Respiratory Therapists, review Regulation 10. If one or more of your CEU s are denied, you will receive a certified letter from our office. Please be aware that if you receive certified or regular mail from the Board office, make it a priority to address and correct any deficiencies in a timely manner. Failure to comply with a committee s request by the due date will result in your file being submitted to the Board and could result in the inactivation of your license in this state. New Allied Health Applications Licensing Applications for Physician Assistants, Respiratory Therapists, Occupational Therapists and Radiologist Assistants have been updated and are now available on our website at in PDF format. These new versions include not only the application and instructions, but also the supplementary forms and other important information that these healthcare professionals will need to complete the licensure process. Keep your eyes on the website for more upgrades and improvements as the ASMB implements various processes to improve licensee application and renewal processes in the coming months. 5 Page 5 Your Curriculum Vitae or (CV) NCQA Recertification Each year, your ASMB annual renewal requests that an updated curriculum vitae (CV) be returned to the Board with your renewal. Your CV, together with marking changes to your CCVS profile, helps keep your credentialing file up-to-date and your CCVS profile ready to be released to healthcare organizations to which you have granted permission to obtain your information. It informs the CCVS of any changes in education, board certification, licensure and professional affiliations. Here are some suggestions for updating your CV for CCVS: At the beginning or end of the CV, please include the date on which the CV was last reviewed or updated. Teaching positions that were entirely within the scope of your duties as a Resident or Fellow should not be listed separately unless they were Chief Resident duties; For practice history, use the clinic s or practice s actual name, not just Private Practice, and indicate your affiliation with that entity (Staff Physician, Owner, Partner, etc.); Use complete dates whenever possible, or at least the month and year if the exact date is not known; If you have any questions about your CV, you may call Angie Meehleder, Quality Assurance and Customer Service Manager, at (501) or customer service at CCVS@armedicalboard.org. The Arkansas State Medical Board's CVO, Centralized Credentials Verification Service (CCVS), recently underwent their sixth survey process by the certification body for managed care and credentialing verification organizations. Certification must be achieved to comply with the state s mandated requirements for operation. The CCVS received final notification on October 3, 2011 of their recent achievement of recertification under the National Committee for Quality Assurance (NCQA) in the following eight of eight requested credentials elements: Application Processing Education and Training DEA Certification CVO Application and Attestation Content License to Practice Medical Board Sanctions Medicare/Medicaid Sanctions Work History Certification is considered current and in good standing for a period of TWO years and will expire in September 2013.
