(c) Die Kommissie het hierdie hoofstuk met belangstelling gevolg en stem volkom e saam met die beginsels wat daarin vervat word. 17. H O O FSTU K VI. D IE O PLEID IN G VAN N1E- B LANKE KAND1DATE. Dit is niters buitengewoon onder die huidige vakleerlingskap stelsel dat 'n nie-blanke kandidaat 'n aptekersbaas sal viral om hom as apteker op te lei. Onder die skemas uiteengesit deur die Komitee sal dit moontlik wees om die akademiese kursus aan a lie rasse te gee wat wensom tot die apteekwese toe te tree en die praktiese kursus in hospitale vir nie-blanke persone. Die Kommissie stem saam dat die voorgestelde stelsel die deur wyd sal oopm aak vir nie-blanke studente deur hulle toe te laat tot 'n universiteitskursus, m aar hy wil daarop wys dat die aannem ing van leerlinge in die apteke van goedgekeurde hospitale die posisie van die nie-blanke kandidaat verbeter het. Geen beperkings word deur die Wet o f die Kommissie op die opleiding van daardie persone geplaas nie. Die beperkings word opgele deur die land se sosiale stelsel. 18. H O O FSTU K VII. VOORSTELLE EN AAN- BEVELINGS VIR 'N NUW E STELSEL VAN O P L EID IN G VIR A PTEK ERS IN SU ID -A FR IK A. (a) Die Komitee bevind dat, met die oog op die wve omvang van die leer plan en die moderne vereistes van die professie waarvoor daar in ander lande voorsiening gemaak word, m ins tens twee jaar voltvdse studie, na die een jaar vir die intermediere eksamen, die minimum periode moet wees vir die wetenskaplike, akademiese en praktiese vereistes, wat gevolg moet word d ew die periode van leerlingskap." Die uitdruklike bewering dat geen deel van die praktiese opleiding die akademiese kursus moet voorafgaan nie, word nie deur die getuienis in die grafiek van bylae VI van die rapport bevestig nie. Ondersteuning kan ook nie vir daardie beginsel in Hoofstuk III gevind word nie, behalwe in die geval van die Verenigde State van Am erika. Selfs daar vind die finale eksamen na die praktiese opleiding plaas. Die huidige leerplan vir die Kwalifiserende Eksamen is nog m aar vir n kort tydjie in werking en die eerste eksamen wat daarvolgens afgeneem is, is in Junie 1951 gehou. Die Kommissie het die verlenging van die studietydperk oorweeg en stem saam met die Komitee se voorstel in hierdie opsig. 'n Verlenging van die studie tydperk vir die Kwalifiserende Eksamen sal moontlik gereel moet word, en dan kan dit m oontlik wees dat die vakleerlingskapstydperk as gevolg daarvan in heroorweging sal geneem moet word. (b) Die opleiding van aptekers moet uiteindelik deur universiteite onderneem word, by voorkeur die met mediese skole op die leerplan soos uiteengesit. Sekere universiteite het hulle bereidwilligheid te kenne gegee om vir sodanige kursusse te reel, mils die aanvraag voldoende is, en dit is bemoedigend om te rind dat daar so 7/ gretige ondernemingsgees is vir die voorsiening van die heel beste en mees geskikte agtergrond vir sodanige opvoeding. Die Komitee beveel aan dat vier sentrums die m aksimum aantal inrigtings sal wees wat vir baie jare vir sodanige opleiding vereis sal word. Indien die Universiteite die kursusse vir die Kwalifiserende Eksamen moet verskaf, is dit noodsaaklik dat elke erkende Universiteit 'n aptekers-fakulteit instel en dat die aptekers -studente nie by die bestaande fakulteite as byvoegsels aangelas word nie. Die Tegniese Kolleges wat sulke Uitstekende dienste gelewer het, het farmasie-afdelings met spesiale lektore en fakulteite en het hoogsopgeleide professionele m anne gelewer van so n tipe as wat voldoen aan die vereistes van 'n apteker soos vermeld op bladsve 26 en 27 van die rapport. (c)..dit sal ooreenkomstig moderne gebruik wees en sal, in geval van die universiteitsopleiding, lei tot 'n B.Sc. graad in die apteekwese met die moontlikheid dat die student hoer grade in die apteekwese sal neem, waarvoor voorsiening in die universiteite gemaak moet word." D aar is geen rede waarom daar onder die huidige stelsel geen hoer kwalifikasie as die huidige Kwalifiserende Eksam endiplom a gemaak kan word nie as die aanvraag d aar is. (d) Alle eksamens in farmasie, soos in die geval van die mediese en tandheelkundige eksamens, behoort deur die universiteit tesame met eksterne eksaminatore gehou te word. Die Suid-Afrikaanse Aptekerskommissie behoort die reg te he van inspeksie van alle eksamens wat deur die universiteit gehou word. Dit word as hoogsnoodsaaklik en in die belange van die publiek beskou dat d aar een gelykvormige eksamenstandaard moet wees vir alle persone wat vir toelating tot die aptekers beroep wil kwalifiseer. So n gelykvormigheid kan nie bereik word deur interne eksamens in vier verskillende universiteite af te neem nie. Die reg van die Kommissie om inspeksie te hou, sal nie gelykvormigheid bewerkstellig nie. (e) Daar is op die oomblik heelwat meer as 5 apteke waarin vakleerlmge besig is om hulle drie jaar vakleerlingskap te dien. Daar behoort derhalwe geen moeilikheid te wees om aptekersmeesters vir leerlingskap doeleindes vir een jaar in apteke te vind nie, en goedgekeurde hospitale en fabrieke., vir diegene wat uit uni versiteite k walifiseer. Dit is nie logies om aan te neem dat die aantal leerlinge aanm erklik sal toeneem as die tydperk van vakleerlingskap na een jaa r verm inder word nie. (Sien ook Paragraaf 15 (c) hierbo.) ( / ) Die Komitee doen 'n her same stelling van die Suid- Afrikaanse Aptekerskommissie aan die hand om voorsiening te maak vir die verkiesing van ses aptekers deur lede van die professie ; vir twee aptekers en een mediese praktisyn en een leek wat deur die Minister tot die Kommissie benoem word, en vir een verteenwoordiger van elke universiteit waar kompleet aptekersopleiding aangebied word. Hierdie voorgestelde verandering sal 'n Kommissie saamstel bestaande uit tien lede plus een wat elke universiteitskool van apteekwese verteenwoordig. Hierdie voorgestelde her-samestelling van die Aptekerskommissie is nie n saak w aaroor daar op hierdie tydstip kom m entaar gelewer kan word nie, aangesien dit afhang van die besluit van die M inister en van die wetgewing wat gebaseer is op die ander voorstelle van die Kom itee van Ondersoek. Die Aptekerskom m issie is op die oom blik by magte om met die opvoedkundige aangeleenthede van die beroep, die belange van die aptekers in alle vertakkinge en die belange van die publiek en die land as n geheel te handel. 19. H O O FSTU K VIII. W Y SIG IN G S VAN D IE W ET O P G EN E E SH E R E, T A N D A R T SE EN A PTEK ERS 1928 (W et 13 VAN 1928). 2 die woorde pharmacist,',leerling' en Jeerlingskap' vervang word.".,, Die Kommissie is gekant teen die vervanging deur n ander benam ing van die naam..chemist and druggist soos dit in die Wet op Geneeshere, Tandartse en Aptekers (b) Met leedwese merk die Kommissie dat geen aanbevelings in hierdie hoofstuk gedoen is om die W et op Geneeshere. Tandartse en Aptekers 1938 te wysig m e om sodoende die menings van uitgespreek en die voorstelle wat gedoen is in H oofstuk V van die rapport ten uitvoei te bring nie. (Sien Paragraaf 16 (b ) hierbo.) (c) Met die oog op Paragraaf 19 (b) ag die Kommissie dit nie gerade om enige verdere kom m entaar te lewer oor die verdere voorstelle en aanbevelings wat in hierdie hoofstuk gedoen is nie. (G tkn.) PHARMACY BOARD TO THE MINISTER OF HEALTH FOLLOWING ON THE BOARD S CONSIDERATION, DURING OCTOBER, OF FURTHER PROPOSALS MADE TO THE BOARD BY THE MINISTER ARISING FROM THE RECOM MENDATIONS MADE IN THE REPORT OF THE COMMITTEE OF ENQUIRY INTO THE TRAINING OF CHEM ISTS AND DRUGGISTS IN SO UTH AFRICA. A t its Interim M eeting in East London during October the President o f the Board reported on an interview which had taken place with the M inister oj Health at his request in Pretoria on October 6, The Report made to' the Board by the Registrar reflected the proposals ou,timed by the M inister arising from developments to date. J hi letter which follows records the Board s reactions to suggestions put forward by the Minister. The H on. the M inister o f Health, U nion Buildings, Pretoria. 2nd O ctober, D e T h e l B oard met on M onday, the 15th O ctober to consider the suggestions put forw ard by youi a t a m eeting held in Pretoria, on Saturday, the 6th O ctober for the revision of the system of training of chemists and druggists. The B oard has accepted in principle subject to tne conditions set out herein and for a trial period o f ten years as suggested by you, the following proposals which you subm itted for its consideration University Degrees in Pharmacy The B oard will recognise a Bachelor in Pharm acy degrees aw arded by an approved university. Parallel Systems of Training The B oard accepts in principle the training and qualification o f chemists and druggists through courses at anoroved Technical Colleges leading to the acquisition ot the B oard s diplom a and also through courses a t approved universities leading to the degree o f Bachelor of Pharm acy. E ach o f these courses to be of three years duration. Length of Apprenticeship Period The B oard accepts the proposal to reduce the peiiod of apprenticeship to two years provided th at the courses of training referred to above are not less than three years. Period of Apprenticeship The B oard will require th at the apprenticeship period m ust be served after the student has passed the first year University exam ination or the Interm ediate exam ination as the case m ay be. Part-time Academic Training The B oard agrees to the abandonm ent of all part-tim e training for chemists and druggists. Recognised Training Institutions The Board agrees to recognition being restricted, for the time being, to the C ape Technical College, Cape Town, N atal Technical College, D urban, W itw atersrand Technical College, Johannesburg, as institutions at which courses of study for the B oard's exam inations for chem ists and druggists may be undertaken. The foregoing is subject to your acceptance o f the following : 1 Reciprocal recognition by recognised universities and recognised Technical College o f the exam ination held after the first year o f study. 2. The B oard wishes all recognised universities to grant recognition to the Chem ist and D ruggist D iplom a granted by the B oard to candidates who passed the exam inations for chem ists and druggists conducted under the B oard's existing regulations. Such persons should be perm itted to write the exam ination for the Bachelor o f Pharm acy degrees at the recognised universities w ithout being required to undergo a further course o f study. Those chemists and druggists who obtained the chem ist and druggist diplom a under the old regulations before 195 should be adm itted to the Bachelor o f Pharm acy Exam ination after attending at the university for one academic year. 3. C oncurrently with the recognition of a Bachelor of Pharm acy degree the B oard will subm it for your approval am endm ents to its exam ination rules which will bring its exam ination system as nearly as possible into line with the system which will be employed in the recognised universities. T hat is to say, subjects will be graded as m inor and m ajor subjects and the m inor subjects will be disposed of in the early stages while the m ajor subjects, which will be studies throughout the course, will be exam ined at the end o f the course. The Interm ediate and Qualifyihg exam inations will be retained. The course for the Interm ediate exam ination will correspond to the first year university course. It is realised by the B oard that negotiations w ith the universities will be necessary, before any arrangem ents for the degree course can be finalised, and requests th at you will not proceed with legislation em bracing am endm ents to the M edical, Dental and Pharm acy Act N o. 13 o f 1928 to bring about the required changes, before agreem ent with the universities has been reached. It appears to the Board that the following am endm ents to the M edical, D ental and Pharm acy Act N o. 13 o f 1928 will be necessary :

3 1. Section 15 o f Act N o. 13 o f 1928 to be am ended to provide for the establishing of a register o f pharmacy students. 2. Section 25 to be am ended to provide for the registration o f pharm acy students and the m aking of regulations relating to the standard of general education required o f students before registration, the duration of their curricula, the m inim um ages of persons eligible for registration as chemists and druggists, the m inim um curricula and standards of pharm aceutical education and exam inations which shall be m aintained at every university in the Union a t which a Pharm acy Faculty becomes lawfully established, in order to secure the recognition under the A ct o f the degrees granted by such university. Such regulations shall provide for the appointm ent by the B oard o f exam iners for such exam inations and for the presence at and report upon any such exam inations by persons appointed by the Board. 3. A m endm ent o f Sub-section 2 o f Section 25 to provide for the m aking of regulations prescribing (a) the nature and duration o f the practical training to be undergone by persons studying for a B achelor in Pharm acy degree to be presribed under Section 22, {b) the experience o r conditions which may entitle persons to exem ption from apprenticeship. 4. The am endm ent of Section 26 o f Act N o. 13 o f 1928 to extend it so that it applies equally to universities whose degrees will entitle the holders thereof to registration as chem ists and druggists furnishing the B oard with the inform ation it requires, and giving the B oard powers equivalent to those which the Section now gives to the Council. 5. Section 27 (1) (a) o f Act N o. 13 o f 1928 to be am ended to provide for the recognition o f a period of apprenticeship o f two years. 6. Section 27 (1) (ft) to be sim ilarly am ended. The B oard w ould be glad to have your authority to publish for the inform ation o f the chem ists and druggists o f the country the R eport o f the Com m ittee o f Enquiry, the B oard's C om m ents thereon and this letter, as soon as possible.
