1 REQUEST FOR PROPOSALS #03394 Development of Training Materials for Swaziland s MNCH Programme Elizabeth Glaser Pediatric Aids Foundation (EGPAF) And Swaziland Sexual Reproductive Health Program/ MOH in support of ELIZABETH GLASER PEDIATRIC AIDS FOUNDATION ( EGPAF or Foundation ) MTN Office Park Karl Grant Street Mbabane Firm Deadline: February 10th, 12am CAT The Elizabeth Glaser Pediatric AIDS Foundation, a non-profit organization, is the world leader in the fight to eliminate pediatric AIDS. For more information, please visit BACKGROUND & PURPOSE The objective of this consultancy is to develop a curriculum for training nurse midwives in the provision of integrated pregnancy, maternity and postnatal care for the country of Swaziland. This will draw upon existing guidelines and training materials in use in Swaziland, global WHO guidelines for integrated management of pregnancy, childbirth, postpartum and newborn care, and training materials supporting similar work in the region (e.g. Saving Mothers Giving Life curriculum nearing completion Zambia). The consultant will work in consultation with EGPAF country and global technical leadership, MOH/RH training staff and other stakeholders to ensure materials are up to date for current thinking in maternal and newborn care, and will take into consideration the planned transition from Option A to Option B+ in The curriculum is proposed as a 7 day training; as content is developed, the final duration will be determined in consultation with MOH colleagues. SCOPE OF WORK Scope of proposed Consultant activities includes: Attend preparatory meetings to gain an understanding of the MNCH Program and identify priority content for integration. Desk review of existing MNCH curricula, and guidelines in use in Swaziland, global resource materials supporting integrated provision of Integrated Management of Pregnancy and Childbirth (IMPAC) and PMTCT/Option B+ and samples of relevant training curricula from other countries in the southern Africa region. Development of an integrated IMPAC training curriculum which includes pregnancy, childbirth, postpartum and neonatal care, with appropriate content on PMTCT. Curriculum will include a facilitator manual with session plans, and electronic teaching aids; a participant manual will be prepared as well.

2 Conduct a 5 day curriculum review meeting / TOT with selected National Trainers to review the curriculum and identify needs for revision. Revision of the curriculum materials based on feedback from the TOT Finalize the training for wider roll out in the country. Complete a brief final report detailing the process, outcomes and recommendation from the consultancy. CONTRACTOR DELIVERABLES First draft of an integrated IMPAC Training Curriculum to be piloted by MOH trainers (including content, session plans, methodology and training support materials) Final curriculum that will be approved by the Ministry of Health Electronic teaching aids to support didactic content Participant Manual Training Materials One 5-day curriculum review and training of trainer s workshop implemented/completed, and revisions made as needed to curriculum, trainer and participant materials. Final report CONTRACTOR QUALIFICATIONS: years in twenty years of global international health experience Clinical expertise as midwife or the equivalent in the areas of pregnancy, maternity, postnatal and newborn care; broader sexual and reproductive health expertise desirable. Current knowledge of global and regional developments in the delivery of integrated maternal and newborn care, and PMTCT. Experience with national, regional and local/community public health programming in Africa, preferably in the southern Africa context. Experience with curriculum and workshop development, education and training of medical and non-medical staff, quality improvement, developing, and managing and evaluating health programs. Preferred experience with clinical environments supporting delivery of integrated maternal and newborn care, in settings with a high burden of HIV/AIDS. FOUNDATION RESPONSIBILITIES: EGPAF will assist the consultant to locate background materials produced at the local, regional and international levels including previous versions of MNCH curriculum, other relevant stakeholder materials produced in past several years to orient the consultant to Swaziland-specific MNCH situation and to be incorporated into desk review. EGPAF will provide technical review and support to ensure consistency with global MNCH strategy and recent developments in the roll out of Option B+. EGPAF will utilize in-house resources for graphic design/production of curriculum and workshop materials. If unavailable, we will assist in the location of a local resource based on previous in-country experience and knowledge of competitive in-country costs for such assistance.

3 EGPAF will coordinate workspace in the Reproductive Health Unit at MOH or another appropriate location for consultant during in-country work period. EGPAF will cover international and local travel, logistics and lodging/per diem/m&ie costs consistent with USG standards and rates, consistent with global EGPAF standards of practice. CONTRACTOR RESPONSIBILITIES: Consultant will use own laptop, and provide own US-based workspace. LOGISTICS: The consultancy will be undertaken over a 2 month period in Swaziland. The consultant will be working remotely with partial time spent in the MOH Reproductive Health Unit and accoaisional visits to the EGPAF offices to provide updates to the technical team on adapted integrated curriculum. KEY CONTRACT TERMS: This is a cost-reimbursable contract. All deliverables provided to the Foundation must be furnished for the use of the Foundation without royalty or any additional fees. All Materials will be owned exclusively by the Foundation. Contractor will not use or allow the use of the Materials for any purpose other than Contractor s performance of the Contract without the prior written consent of the Foundation.
