2 This document is for training and reference purposes. In an actual emergency, immediately call Security at (951) Security will provide you detailed instructions and call 911 if appropriate. Security personnel are trained for crisis situations. If you believe It is intended that every department have a copy of this document and review germane pages on a routine basis. It is further recommended that this document be reviewed by each new hire. In a major crisis, members of the Business Emergency Action Team will convene to discuss the situation and determine a response. Response instructions for the crisis will be sent via text and messages to the campus. All faculty, staff, and students are recommended to register their cell phones through the MyCampus portal in order to receive these text messages. Please Note

3 Active Shooter The person who witnesses an armed individual: Call Security at (951) If the individual is acting in a Be careful not to make any changes to the scene, law enforcement authorities will investigate the area. Get as far away from the building as possible. Remember there may be more than one active shooter, so avoid open spaces. 4 Assault/Abuse/Crimes The person who witnesses the Assault/Abuse/Crime or whom it was reported to will: Call Security at (951) Ensure the safety of the victim Remain with the victim until Security or the police arrive Notify Dean of Students Notify Counseling Center Dean of Students will: Assign a staff member to supervise the victim Notify the emergency contact of involved victim(s) with the consent of the victim Assault/Abuse/Crimes

5 Blood Born Pathogens The instructor or staff member will: Call Security at (951) Keep students away from the exposed area water if needed Notify administrator on duty Health Services will: Dispose of contaminated materials following proper procedures Human Resources will: applicable

6 Bomb Threat the building (including but not limited to securing, into the building). Under any circumstance do not touch or remove any suspicious objects, such as a box, cylinder, briefcase, etc. at the school after you evacuate the room where the object was found. All bomb threats should be taken seriously and immediately reported to police. The person who receives the bomb threat will: Keep caller on the line as long as possible Complete the Bomb Threat Checklist (posted on next page) As soon as the caller hangs up, IMMEDIATELY call 911 Evacuate the building after the routes of egress and evacuation site have been surveyed by the police/ administration Call Security at (951) If a written threat is received it should be given to Security immediately Notify Dean of Students Contact Safety Building Coordinators to assist in evacuation The Safety Building Coordinator will: Evacuate to a previously designated area (at least 500 feet from the building) Take head count of building occupants Make sure staff and students: Leave doors and windows open DO NOT turn lights on or off DO NOT turn on any other electrical power sources Students may take backpacks only if they have been in their possession Bomb Threat

8 Death on Campus The person making the discovery will: Call Security at (951) Keep anyone from disturbing the body Contact police Remain on the scene Keep the area secure Send out an e2campus alert Secure the location and direct staff and students to remain in assigned areas until further notice Document all statements made by witness(es) Ensure proper supervision in all areas The Counseling Center will: Convene the Crisis Management Team Death on Campus

9 Emergency Guidelines imperative that these procedures be followed to permit an orderly evacuation for the protection of all in the buildings. All staff members should be alert to the needs of non-ambulatory students and take appropriate measure to ensure their safe evacuation in an emergency. Fire Drill or Other Emergency: Students, instructors, and all staff immediately evacuate the building to nearest clear exit according to the evacuation routes posted in each room (instructors Call Security at (951) Students, instructors, and all staff move away from building at 500 feet in a speedy and orderly manner. Instructors take their attendance sheets with them and remain with their classes. Take attendance making sure that all students are accounted for. All students should stay 500 feet away from building until the all clear signal. Department and/or Security. 14 Hostage Situation When you are taken hostage: Stay calm, the captors in all probability do not want to harm persons held by them Obey all instructions. Treat the hostage taker as normally as possible. Be respectful to hostage taker Don t speak unless you are spoken to and then only when necessary The hostage taker(s) are likely in a highly emotional state of mind. Keep eye contact, but do not stare Do not behave in a threatening manner If hostage taker(s) are unaware of you, do not intervene Note several items for the police: Number of hostage taker(s) Appearance of hostage taker(s) (descriptions of clothes, weapons, demographics, age, height, weight, hair color, scars, tattoos) Demands made by the hostage taker(s) Statements made by the hostage taker(s) The person who observes that someone else has been taken hostage will: Call Security at (951) Be prepared to provide police with: Number of hostage taker(s) Description of hostage taker(s) (descriptions of clothes, weapons, demographics, age, height, weight, hair color, scars, tattoos) Type of weapon hostage taker(s) have Number and names of hostage(s) Demands and instructions hostage taker(s) have given Type of vehicle (license plate, make, model, color) Hostage Situation

16 Medical Emergency/ Pandemic The persons on scene will: Call Security (951) Remain calm Maintain safety until EMS arrives Advise spectators to disperse immediately Direct EMS to the scene Notify Dean of Students or designee Complete incident report The Dean of Students will: Assess the emergency incident Notify the appropriate personnel Notify emergency contact Medical Emergency/

17 Mental/Emotional Distress Academic Indicators work and grades Repeat absences or presentations more personal rather than academic counseling during Safety Risk Indicators Unprovoked anger or hostility Implying or making a direct threat to harm self or others Academic assignments dominated by themes of extreme hopelessness, despair, acting out, suicidal ideations/violent behaviors - a for help Marked changes in physical appearance including deterioration in grooming, hygiene, or weight loss/gain Excessive fatigue/sleep disturbance Intoxication, hang-over, or smelling of alcohol Disorientated or out of it Self-disclosure of personal distress - family problems, contemplating suicide, grief Excessive tearfulness, panic reactions, irritability or unusual apathy Verbal abuse (e.g. taunting, badgering, intimidation) Expressions of concern about the student by his/ her peers See Somthing: distress. 19 Missing Persons An individual who suspects that a person is missing will: Call Security (951) of missing person, missing person s cell phone number and any other pertinent information) Ask the reporting party the following: Student name and description including clothing worn that day Advisor Address Names of friends and classmates Cell phone number of the missing person Try to determine the presence of strangers around the area where the student was last seen Notify the police, assist as needed Notify Dean of Students and residential hall dean, if a dorm student Notify emergency contact Notify Emergency Response Team as needed for assistance

20 Off Campus Activity The instructor/leader/coordinator will:, if necessary, and provide the medical release forms for EMS Complete Accident Investigation form with Risk Management : Consult with Health Services, as needed Contact University Relations, as needed If driving a university vehicle and an accident occurs: Exchange information with the other parties (license plate number, make, model, color, year, name, date of birth, address, phone, insurance, drivers license number) If injury occurs, call 911 Get a witness statement and contact information, if possible Take photo of damaged vehicles Report accident to Risk Management for claims processing Off Campus Activity

21 Out-of-Control Person The person who observes the out-of-control individual will: Call Security at (951) Isolate the out-of-control person by removing other persons from the area Try to avoid physical contact, physical restraint is NOT recommended Remain calm and speak in a slow, calm voice DO NOT threaten whether threatened or not DO NOT threaten with legal or police action DO NOT laugh or joke with out-of-control person Make sure the situation is under control and that everyone is safe and secure Notify police if necessary Notify Dean of Students Notify Counseling Center The Dean of Students will: Notify emergency contact of any victim

22 Suicide Attempt The person who becomes aware of the Suicide Attempt will: Call Security at (951) Ensure that the individual is NOT left alone Call Dean of Students and resident hall dean for a dorm student Call Counseling Center Dean of Students will: Notify emergency contact, if permitted by individual Notify Crisis Management Team Suicide Attempt

23 Suspected Drug/ Alcohol The person suspecting instances will: Report all suspicions of drug or alcohol possession, use, or distribution to Security and/or Dean of Students immediately Continue to observe person until help arrives Contact the police, as necessary Contact Dean of Students Disciplining party will: Reform, and any other pertinent laws Notify the police if the individual is in possession Suspected Drug/Alcohol

24 Universal Safety Precautions for Educational Settings Universal precautions refer to the usual and ordinary steps all school staff need to take in order to reduce their risk of infection with HIV, the virus that causes AIDS, as well as all bloodborne organisms, such as the Hepatitis B virus.
