2 Oriana House, Inc. Our Mission Oriana House provides quality and humane chemical dependency treatment and community corrections services to clients while contributing to safer communities. Oriana House accomplishes its mission by providing treatment, rehabilitative services, aftercare, and supervision to clients in the local community. Services are offered through residential and nonresidential programs. You will also find a chart at the beginning of the publication of the Continuum of Sanctions in Summit County, illustrating how Oriana House programs and services fit into the criminal justice system. Because of unique circumstances it is impossible to map out which programs and services are going to be most appropriate for every individual. 7 SUMMIT COUNTY ADM CRISIS CENTER DETOXIFICATION AND DROP-IN SERVICES 15 Frederick Avenue Akron, Ohio (330) TTY/TDD: (330) PROGRAM GOAL To provide a cost effective and humane point of entry to comprehensive services for Summit County residents determined to be under the influence of alcohol and/or drugs. DETOXIFICATION UNIT TARGET POPULATION Adult Summit County residents who are intoxicated and/or experiencing withdrawal symptoms. SCREENING PROCESS Clients may be self-referred, referred by family or friends, physicians, community agencies, police, court personnel, or probation and parole officers. Admission is based on the result of a nursing assessment that suggests an applicant for admission is experiencing or is expected to experience acute withdrawal symptoms. DESCRIPTION OF SUPERVISION AND SERVICES Detoxification services will be available to appropriate clients without restriction. Appropriate medical support is provided by a physician and 24-hour nursing coverage during the detoxification period. Individual and group counseling are available. An assessment of Substance Use Disorder(s) is done on all clients admitted to the Detoxification Unit. Recovery Coaches: these volunteers are trained to serve as personal guides and mentors for people seeking or in recovery. Family Programming is designed to educate, support, and promote family relationships and healing. FINANCIAL OBLIGATION Cost is based on a sliding scale. SUCCESSFUL RELEASES Clients will be considered successfully released from the Detoxification Unit if they have completed the medical regimen. UNSUCCESSFUL RELEASES If an individual leaves the Unit before completing both the medical regimen and alcohol and drug assessment it will be considered an unsuccessful discharge. Revised 9/14 4

8 DROP-IN CENTER PROGRAM GOAL To provide a safe environment for individuals who need to recuperate from the acute effects of alcohol and/or drugs. TARGET POPULATION Adult Summit County residents who are self-referred, brought to the facility by local law enforcement agencies, or referred by community agencies. SCREENING PROCESS Appropriateness for services is based on staff evaluation of the client's needs. DESCRIPTION OF SERVICES Clients may remain in the Drop-In Center until they are no longer under the effects of the drugs and/or alcohol. Based on each client s needs, showers, laundry and meals are available. Observation and monitoring for withdrawal symptoms and other medical problems. Assessment and referral services are available to willing participants. Recovery Coaches: these volunteers are trained to serve as personal guides and mentors for people seeking or in recovery. Family Programming is designed to educate, support, and promote family relationships and healing. FINANCIAL OBLIGATION There is no cost for this program. SUCCESSFUL RELEASES Clients will be considered successfully released if they have a negative alco-sensor test and/or have been medically cleared by medical staff. UNSUCCESSFUL RELEASES If clients leave the facility while intoxicated or under the influence it will be considered leaving against staff advice. Oriana House, Inc. provides the alcohol and substance abuse treatment services at the ADM Crisis Center through a contract with the Summit County Alcohol, Drug Addiction and Mental Health (ADM) Services Board. 11 INTENSIVE OUTPATIENT PROGRAM (IOP) 40 East Glenwood Avenue Akron, Ohio (330) PROGRAM GOAL To provide an intensive, nonresidential substance abuse treatment program for adults with alcohol or other substance abuse problems. TARGET POPULATION Clients participating in Oriana House programs who are in need of substance abuse treatment or are court ordered to attend Oriana House's treatment program. SCREENING PROCESS Clients are sentenced to an Oriana House program by the court. Clients are assessed to determine the nature and extent of their substance abuse, misuse and/or addiction. DESCRIPTION OF SERVICES A six-week, 18-session program. Individual and group counseling sessions. Conjoint counseling sessions. Referrals for urine drug screens and alcohol tests are made as necessary. Full, nonresidential treatment allowing participants to maintain home, family, and employment. Participation in weekly self-help groups. A 6-12-week Aftercare Program consisting of weekly group sessions and individual counseling to help clients practice and integrate newly acquired social skills and relapse prevention skills. Recovery Coaches trained to serve as personal mentors for people seeking or in recovery. Family Programming designed to educate, support, and promote family healing. FINANCIAL OBLIGATION The program fee is negotiable, based on the client s ability to pay. SUCCESSFUL COMPLETIONS 30 day period of verified sobriety. Completion of Individualized Treatment Plan. No new criminal charges or re-arrests. Evidence of internalizing newly acquired skills through demonstration of prosocial behavior and adherence of overall program rules and policies. Regular attendance and participation at all Substance Abuse Treatment Groups. Participation in the conjoint and family component. UNSUCCESSFUL RELEASES Failure to achieve a 30 day period of verified sobriety after appropriate treatment extensions. Failure to complete objectives of Individualized Treatment Plan. New criminal charges and rearrests. Failure to participate: If a client refuses to complete the required homework, role plays, and Individualized Treatment Plan client may be discharged from Substance Abuse Treatment. Failure to attend treatment groups: if a client fails to attend three treatment groups his treatment episode will be reviewed. Revised 9/14 8

12 AFTERCARE PROGRAM P.O. Box 1501 Akron, Ohio (330) PROGRAM GOALS To provide continuing support for recovering individuals who have completed a treatment program. To maintain and, if possible, enhance the gains made during the initial treatment experience. To build a foundation for continued recovery that allows for lifestyle and behavioral changes that support sobriety. To continue to practice skills necessary to promote recovery. TARGET POPULATION Individuals who have completed an Oriana House substance abuse treatment program and are committed to their recovery. SCREENING PROCESS Clients are referred by their individual treatment counselor after completing an Oriana House substance abuse treatment program. DESCRIPTION OF SUPERVISION AND SERVICES Weekly, 90-minute group sessions for six, nine, or 12 weeks based on ORAS score. Individual treatment plans developed between the counselor and the client. Individual counseling sessions. Recovery Coaches trained to serve as personal mentors for people seeking or in recovery. Family Programming designed to educate, support, and promote family healing. FINANCIAL OBLIGATION There is no cost to the client for this program. SUCCESSFUL COMPLETIONS Conforming to program rules and completing the prescribed course of treatment will result in a successful completion. Revised 9/14 9

13 SUMMIT LINK 15 Frederick Avenue Akron, Ohio (330) PROGRAM GOAL To identify, assess, and recommend eligible offenders for substance abuse treatment services, thereby providing the court system a method to divert appropriate offenders to treatment. TARGET POPULATION Court-referred adult, male and female, misdemeanor or traffic offenders in Summit County in need of assessment and treatment for substance abuse services who have been referred by the court system. SCREENING PROCESS Screening process utilizes a standardized screening tool (Substance Abuse Subtle Screening Inventory-3) and an assessment interview to determine eligibility for services. DESCRIPTION OF SUPERVISION AND SERVICES Substance Abuse assessments (incarcerated and non-incarcerated individuals). Case Management (for monitoring of compliance/treatment and coordination of services). Urine drug screens and alcohol tests are required. Referrals to appropriate levels of care consistent with standardized placement criteria. Timely communication with the Akron and Summit County court systems regarding clients. Recovery Coaches trained to serve as personal mentors for people seeking or in recovery. Family Programming designed to educate, support, and promote family healing. FINANCIAL OBLIGATION Clients are charged for a substance abuse assessment received in the central assessment department. SUCCESSFUL COMPLETIONS Complying with the mandates of the referring court will result in successful completion. Revised 9/14 10

14 SUMMIT COUNTY ADM CRISIS CENTER CENTRAL ASSESSMENT 15 Frederick Avenue Akron, Ohio (330) TTY/TDD: (330) PROGRAM GOAL To provide substance use evaluations with treatment recommendations and referrals to clients seeking alcohol and substance abuse treatment services. TARGET POPULATION Adult Summit County residents who are in need of a substance use assessment and referral to treatment services. Referrals for Central Assessment services are initiated by the person seeking services and may be facilitated or encouraged by family, friends, community agencies, probation and parole officers, police, or court personnel. SCREENING PROCESS The screening process consists of an interview and standardized inventory testing to determine eligibility and appropriateness for services. Walk-in assessments are available Monday through Friday from 7:45 a.m. to 1:45 p.m. DESCRIPTION OF SERVICES Substance abuse assessment. Referrals to appropriate level of care using standardized placement criteria. Recovery Coaches trained to serve as personal mentors for people seeking or in recovery. 17 DRIVER INTERVENTION PROGRAMS (DIP) 885 East Buchtel Avenue Akron, Ohio (330) PROGRAM GOALS To reduce further incidents of drunk driving by providing substance use screenings, education and treatment referrals. To provide a cost-effective sanction for clients who have been convicted of driving under the influence (DUI) of alcohol. TARGET POPULATION First-time male and female DUI clients sentenced to either a mandatory three-day (72-hour) term or a mandatory six-day term as required by Ohio law. SCREENING PROCESS Clients are sentenced to the program by the court. Court completes a registration form and sends it to Oriana House's Admissions Department. Clients are given approximately two weeks to pay the program fee. Upon receipt of payment, clients are scheduled for their incarceration. DESCRIPTION OF SUPERVISION AND SERVICES Both the three-day (72-hour) and the six-day program begin Thursday at 5:00 p.m. The three-day program ends Sunday at 5:00 p.m. Clients who are required to serve six days are accommodated in this program for the first three days, then transfer to a corrections facility. Clients receive alcohol/drug screenings and alcohol and other drug education accomplished through tests, lectures, films, and a one-on-one interview. Clients receive 25.5 hours of substance use education and prevention programming. Clients assessed to be in need of drug/alcohol treatment are referred to a specific community agency for treatment. The courts require clients to follow through on their treatment recommendations. FINANCIAL OBLIGATIONS Cost of the 72-hour Driver Intervention Program is $300 and cost of the six-day program is $420. The cost of the out-of-county, six-day program is $492. Indigent funds are available for those clients who qualify. Clients unable to pay the full fee are required to pay a negotiated fee determined by the court. SUCCESSFUL COMPLETIONS Individuals not referred for treatment are considered successful upon completion of all program requirements. Individuals referred for treatment must complete all program and referral requirements. Revised 9/14 14

18 UNSUCCESSFUL RELEASES Failure to follow through with any referral will result in notification, by letter, to the sentencing court for further action. Failure to adhere to program rules may result in dismissal from the program. Revised 9/14 15

19 GLENWOOD JAIL - DUI MULTIPLE OFFENDER PROGRAM (MOP) 40 East Glenwood Avenue Akron, Ohio (330) PROGRAM GOALS To alleviate jail crowding while providing a comprehensive substance use assessment and treatment program. To provide a cost-effective sanction for clients who have been convicted of driving under the influence (DUI) of alcohol. TARGET POPULATION Male and female clients with previous DUI convictions who are sentenced to municipal and county jails. SCREENING PROCESS Clients are sentenced to the program by the court. A registration form is completed by the court and sent to Oriana House s Admissions Department. Clients are given approximately two weeks to pay the program fee. Upon receipt of payment, clients are scheduled for their session. DESCRIPTION OF SUPERVISION AND SERVICES Operated according to Ohio Minimum Security Jail Standards. The program is comprised of three components: completion of a mandatory jail sentence; participation in and completion of a substance abuse treatment program; and participation in and completion of a 60-day aftercare program. Substance abuse treatment is a 48-hour, in-house, Ohio Mental Health and Addiction Services certified, intensive, outpatient program. Treatment includes 16 group counseling sessions of three hours over four weeks, and four individual counseling sessions per treatment episode. All clients will begin treatment at the beginning of the first week s session. Clients with sentences of less than 60 days may be scheduled through normal procedures or placed in the program on an accelerated basis as determined by the court and Oriana House s Admissions Department. All clients must be available for lab work on the first Saturday of the program. Urine drug screens and alcohol tests are required. In-house services may include: Case Monitoring Crisis Intervention Counseling Substance Abuse Education and Prevention 12-Step Programs Substance Abuse Treatment Stress/Anger Management Substance Abuse Aftercare Recreation Program Relapse Prevention Recovery Coaches Revised 9/14 16

Clients sentenced to the Multiple Offender Program by courts outside of Summit County are required to pay an out-of-county fee. Clients, referred by a Summit County Court, who are unable to pay the full program fee, are required to pay a negotiated fee as determined by the court. Indigent funds are available for those clients who may qualify. SUCCESSFUL COMPLETIONS Clients who complete the required incarceration and treatment are successfully discharged. Individuals who are incarcerated for 10 days are required to continue to attend the full fourweek treatment program in order to receive a successful completion for the program. UNSUCCESSFUL RELEASES Clients who fail to adhere to the correctional or treatment requirements are terminated from the program. Revised 9/14 17

21 GLENWOOD JAIL JAIL OVERFLOW/DIRECT PLACEMENT 40 East Glenwood Avenue Akron, Ohio (330) PROGRAM GOALS To alleviate municipal and county jail crowding while providing a comprehensive substance use assessment and treatment program. TARGET POPULATION Male and female misdemeanor and felony (F4 and F5) offenders who otherwise might be sentenced to municipal and county jails. Eligibility is determined by the Summit County Sheriff s Office standards SCREENING PROCESS Clients are directly sanctioned to the program by the court. A registration form is completed by the court and sent to Oriana House s Admissions Department. DESCRIPTION OF SUPERVISION AND SERVICES Operated according to Ohio Minimum Security Jail Standards. 22 HALFWAY HOUSE PROGRAM Cuyahoga County Males/ Females: 1829 East 55 th Street, Cleveland, Ohio (216) Summit County Males: 40 & 55 East Glenwood Avenue, Akron, Ohio (330) Summit County Females: 222 Power Street, Akron, Ohio (330) North Central Ohio Males: 1845 Superior Street, Sandusky, Ohio (419) PROGRAM GOALS To divert clients from local jails and prison systems and provide the courts with a direct sentencing option to a community sanction. To reduce recidivism using evidence based practices in a highly structured, residential setting. To facilitate re-entry into the community by assisting offenders in changing behavior. TARGET POPULATION Adult male and female felony, misdemeanor and traffic offenders and parolees in need of long-term rehabilitative programming. Clients must be screened by Oriana House s Admissions Department to determine eligibility. Admission criteria is determined on a case by case basis. Transitional Control clients referred by the Department of Rehabilitation and Correction for a maximum placement of 180 days. Federal clients referred by the Bureau of Prisons, federal probation, and pretrial. SCREENING PROCESS Clients are directly referred from court, probation, the Ohio Department of Rehabilitation and Correction, the Federal Bureau of Prisons, and the Adult Parole Authority. Perspective clients are screened and approved by the Oriana House, Inc., Admissions Department based on risk and need. Clients should be referred to enter and successfully complete the program. DESCRIPTION OF SUPERVISION AND SERVICES Programming is assessment driven, evidence based and addresses criminogenic needs. Clients program needs are assessed through standard risk/needs assessments used to develop an individualized program and community plans. Length of stay is determined by risk level, areas of need, compliance with programming, and demonstration of learned skills. Clients gradually earn privileges and advance through a multi-phase program as they attain their program goals and demonstrate skill acquisition. Frequency of programming and duration of placement are determined by assessment and client performance. Urine drug screens and alcohol tests are required. Revised 9/14 19

23 In-house services may include but are not limited to: Assessments o Risk/Need o Substance Use o Employment o Responsivity o Education o Mental Health Case Management using Effective Practices in a Correctional Setting (EPICS) Cognitive Behavioral Programming Social Skills Substance Abuse Treatment including Aftercare Recovery Coaches Education Services Employment Services Family Programming Crisis Counseling Stress/Anger Management Transition Skills Life Skills Programming Recreation Child Support Education/Assistance Religious Services Coping Skills 12-Step Programming Motivation for Success Short Term Offender Program (STOP) - Clients in Summit County who are sentenced for 60 days or less will receive the following limited services through the Short Term Offender Program (STOP) component of the halfway house program: Case monitoring Drug/alcohol testing An ORAS Community Supervision Screening Tool (CSST) is completed upon intake to identify needs and direct community planning for client referral upon release. Clients involved in less then 32 hours of employment and/or education per week are required to participate in supervised community services activities. Employed clients are monitored through on-site job checks, phone contacts, and/or payroll records. Approved leave for employment, education, job searches, medical/psychological appointments FINANCIAL OBLIGATIONS When employed, the client pays per diems equaling 20% of gross income. Transitional Control clients pay 25% of their gross income. Federal clients pay a 25% subsistence fee mandated by the Federal Bureau of Prisons. Client must address financial obligations, such as court costs, child support, fines, restitution, and Oriana House incurred expenses. SUCCESSFUL COMPLETIONS Clients are required to complete a specified number of days based on risk assessment and/or as determined by the referral source. Completion of all program and court requirements and an ability to demonstrate acquired skills. Obtain required dosage hours. Demonstration of newly acquired skills that facilitate behavior change. Satisfied all court requirements. UNSUCCESSFUL RELEASES Failure to adhere to the rules of Oriana House or the referring agency. New arrest may result in termination. Failure to achieve Individual Program Plan goals and objectives. Failure to demonstrate use of new skills. Revised 9/14 20

24 RESTRICTED HALFWAY HOUSE PROGRAM Summit County Males: 40 & 55 East Glenwood Avenue, Akron, Ohio (330) Summit County Females: 222 Power Street, Akron, Ohio (330) PROGRAM GOALS To divert clients from local jails and prison systems. To provide the courts with a direct sentencing option to a community sanction. TARGET POPULATION Male and female adult felony, misdemeanant, and traffic offenders in need of a restrictive community corrections sanction of 60 days or less. SCREENING PROCESS Clients are sentenced by the court and probation departments. Perspective clients are screened and approved by the Oriana House, Inc., Admissions Department. DESCRIPTION OF SUPERVISION AND SERVICES All clients are assessed using the Ohio Risk Assessment System (ORAS) during their placement. Additional assessments may be done based on need and length of sentence. Case monitoring, including referrals to community resources to address client s program needs. Clients are only permitted to leave the facility for medical, psychological, and treatment appointments. Clients are required to attend employment class. Clients are required to perform community service under staff supervision. Regular and random drug and alcohol tests are administered to determine program compliance and substance abuse treatment needs. In-house service may include but are not limited to: Assessments: Risk/Need Crisis Counseling Substance Use Recreation Employment Child Support Education/Assistance Referrals to Community Resources Life Skills Employment Services Religious Services Education Services 12 Step Programming Recovery Coaches Family Programming FINANCIAL OBLIGATIONS Clients are required to address financial obligations, such as court costs, child support, fines, restitution, and any outstanding fees owed to Oriana House, Inc. SUCCESSFUL COMPLETIONS Compliance with program rules and guidelines within court imposed timeframe. UNSUCCESSFUL RELEASES Failure to adhere to program rules and/or court imposed rules. 25 WORK RELEASE/EMPLOYMENT PLACEMENT PROGRAM Summit County Males: 40 & 55 East Glenwood Avenue, Akron, Ohio (330) Summit County Females: 222 Power Street, Akron, Ohio (330) PROGRAM GOALS To reduce the jail population by providing a court ordered community corrections sanction for unemployed clients to job search and secure employment. TARGET POPULATION Summit County male and female adult felony, misdemeanant, and traffic offenders who are currently unemployed or in school. SCREENING PROCESS Clients are sentenced by the court and probation departments. DESCRIPTION OF SUPERVISION AND SERVICES All clients are assessed using the Ohio Risk Assessment System (ORAS). Assistance is provided in securing employment. Clients do not earn pass time away from the facility. Case management. DESCRIPTION OF SUPERVISION AND SERVICES CBCF program placements are confined to the facility upon intake for a minimum of 30 days with the exception of a medical or mental health emergency, which requires a supervised staff transport. Clients program needs are assessed through standard risk/needs assessment used to develop individualized and community plans. Clients gradually earn privileges and advance through a multi-phase program as they attain their program goals, and demonstrate skill acquisition. Phase I Assessment & Confinement Phase II Community Involvement Phase III Maintenance and Community Placement Clients who are residents of Summit County or a contiguous county may be eligible or required to participate in Transitional Services, a non- residential component of CBCF up to 180 days based on risk levels. TARGET POPULATION Adult male and female felony offenders residing in Summit County and misdemeanants residing in Summit County arrested by the Akron Police Department; clients must have a diagnosis of opioid dependence in need of long-term rehabilitative programming and voluntarily agree to receive medication assisted treatment, primarily Vivitrol. Clients must be screened by Oriana House s Admissions Department to determine eligibility. Admission criteria are determined on a case by case basis. Clients must meet CBCF eligibility criteria. SCREENING PROCESS Clients are directly referred from court or probation. Perspective clients are screened and approved by the Oriana House Admissions Department based on risk and needs (ORAS-CST), as well as having a verifiable diagnosis of opioid dependence. DESCRIPTION OF SUPERVISION AND SERVICES CBCF program placements are confined to the facility upon intake for a minimum of 30 days with the exception of a medical or mental health emergency, which requires a supervised staff transport. Clients program needs are assessed through standard risk/needs assessment used to develop individualized and community plans with an assigned caseworker. Clients gradually earn privileges and advance through a multi-phase program as they attain their program goals and demonstrate skill acquisition. The overall length of the program is dependent on specific client needs. The residential component may last up to 180 days. The non-residential transitional control phase may last an additional 180 days. All time lines are dependent on specific client needs and court requirements. Phase I Assessment & Confinement o Clients will undergo a chemical dependency assessment (prior to admission); education, employment, and mental health assessments; as well as a medical examination. o Specialized screens/assessments such as a Trauma Screen, Anger Assessment, and Criminal Thinking Scale will also be used. o Frequency of programming and duration of placement are determined by assessment and client performance. 30 dependency needs with specialized attention to trauma and anger management issues if appropriate. o Other programming is assessment driven, evidenced based, and addresses criminogenic needs. Cognitive Programming will also be introduced to the clients during this phase. Phase II Community Involvement o Initially, community access will be supervised for events such as community service. o Upon completion of five weeks of Aftercare, clients may be eligible for unsupervised community access such as passes. (This will likely occur in Phase III.) o Employment and job searching activities will be determined by the interdisciplinary team as a case review after successful completion of IOP. o Clients are expected to continue to address all other programming needs as well. Phase III Maintenance and Community Placement o Clients may begin to focus on employment needs. The CBCF residential component is up to 180 days. o Primary programming is assessment driven, evidence based, and addresses criminogenic needs. o Clients are required to submit to urine drug screens and alcohol testing. o Upon completion of the residential program, all clients will be referred to Transitional Services (a non- residential component of CBCF) for up to 26 weeks based on risk levels. The Staff Physician will assist the clients in obtaining medication assisted treatment with a physician in the local community. o While in Transitional Services, clients will focus on continuing recovery support needs, cognitive programming and employment needs. They will be assigned to work with a Caseworker at a minimum of one time per week. The Caseworker will monitor compliance with the IPP. The clients will continue to meet with the chemical dependency counselor for individual sessions as well as periodic meetings with a Recovery Coach. FINANCIAL OBLIGATIONS When employed, the client pays per diems equaling 20% of gross income. Client must address financial obligations such as court cost, child support, fines, restitution, and Oriana House incurred expenses. SUCCESSFUL COMPLETIONS Successful completion is determined by continued demonstration of newly acquired skills, participation in Booster sessions, negative alcohol and urine drug screen test results and completion of court requirements. Once released from the program, each client will be released to the Probation Department on Community Control with a specific Community Plan which will outline all the goals and steps that have been determined effective for that specific client in continuing a successful sober lifestyle as well as a relapse prevention plan while living in the community. TARGET POPULATION Adult felony and misdemeanor offenders from Summit (males and females), Portage (males), and Medina (males) counties with a diagnosis of mental illness. Adult male and female felony, misdemeanor and traffic offenders and parolees in need of long-term rehabilitative programming. Clients must be screened by Oriana House s Admissions Department to determine eligibility. Admission criteria is determined on a case by case basis. SCREENING PROCESS Intake staff conduct personal interview and administer Ohio Risk Assessment System (ORAS). Verify mental health diagnosis. Verify client is actively involved or eligible for involvement with a mental health services provider. Verify compliance with mental health medications. Eligibility is determined based on: Severity of mental illness Use of collateral information Previous program failures History of violence History of sex offenses (Tier III sex offenders with community notification will not be accepted.) DESCRIPTION OF SUPERVISION AND SERVICES Client program needs are determined through the ORAS screening. Individual treatment plans are developed between the client and the caseworker. Clients gradually earn privileges and advance through a multi-phase program as they attain their program goals and demonstrate skill acquisition. Frequency of programming and duration of placement is determined by assessment and client performance. Primary programming is assessment driven, evidence based, and addresses criminogenic needs. Urine drug screens and alcohol tests are required. Mental health services are provided by Portage Path Behavioral Health Center or Community Support Services based on the client s needs. TARGET POPULATION Pretrial status adult male and female offenders with developmental disabilities who receive services from the County of Summit Developmental Disabilities Board. SCREENING PROCESS Intake staff conduct personal interviews and assessments while client is held in the Summit County Jail. Verify County of Summit Development Disabilities Board provides services to the candidate. Eligibility is determined based on: Current County of Summit Developmental Disabilities Board client. Ability to participate in programming. History of sex offense Offenders currently identified as Tier III sex offender with community supervision are ineligible. Prosecutor and Pretrial Services approval. BEDS Male (3) and Female (1) DESCRIPTION OF SERVICES Individual treatment plans based on existing Individual Service Plan are developed between the client and caseworker. Programming and treatment strategies focus on Individual Service Plan goals and targeted criminogenic needs. Urine drug screens and alcohol tests are required to assess program compliance and substance use treatment needs. Program and release decisions are made jointly with program staff, Summit Psychological Associates staff, County of Summit Developmental Disabilities Board and Board authorized providers, and the court. Competency assessment and counseling services are provided by Summit Psychological Associates staff. TARGET POPULATION Adult male and female felony, misdemeanor, and traffic offenders referred by the court or probation departments of Cuyahoga County Court of Common Pleas; Berea, Rocky River and Shaker Heights Municipal courts. Program eligibility will be in conjunction with the individual s risk level of reoffending as determined by the Ohio Risk Assessment System (ORAS) or the Cuyahoga County 13-pt. risk assessment. Moderate risk with a PV in the last five years, high and very high risk males and low/moderate risk with a PV in the last five years, moderate and high risk females all at risk of supervision failure at the beginning of supervision. Exclusionary Criteria: o Day Programming Any client unable to participate in the program due to physical and/or mental health reasons. SCREENING PROCESS The referring agency may specify the type of supervision and programming. The journal entries for offenders should read To enter and successfully complete the program. Length of stay in the program is determined by risk level, areas of need, compliance with programming, and demonstration of learned skills. DESCRIPTION OF SUPERVISION AND SERVICES Programming and Case Management: Assessment, programming, and case management services designed to target referrals from local courts and probation departments. In-person program participation and reporting is required between 5 and 20 hours per week and as often as five days per week. Daily phone calls may be utilized to monitor clients. Urine drug screens and alcohol tests are required. Electronic Monitoring and Residential Placements are available if closer supervision or an increased level of treatment is needed.
