Full contact details, information about village resources, skills, etc. are included in the full version but are omitted here. Full versions of the Emergency Plan will be kept by members of the Parish Council (P 3) All major emergencies will be dealt with by the emergency services, local authorities, utilities and voluntary agencies in a combined response. This Emergency Plan is not intended to be a substitute for these services and in an emergency; The first action should always be to:- Contact the emergency services by dialling 999 1

2 Purpose The purpose of the plan is to cater for extreme circumstances that might prevent the emergency services from reaching the scene immediately. In such cases the initial response may rely entirely on Coney Weston residents; this plan describes how such an initial response will be coordinated. The following could be examples of incidents falling into the category of an emergency requiring implementation of the Emergency Plan:- a) Flooding of local streets and damage to property. b) Power failure for extensive period. c) Water supply failure for extensive period. d) Severe weather e) Blocked roadway. f) Major fire. g) Major traffic accident. h) Chemical incident. i) Animal diseases j) Aviation incident Map The map below shows the boundaries and streets, covered by the Coney Weston Emergency Plan. 2

3 Initial Actions If an emergency arises:- The first action should always be to contact the emergency services by dialling 999 If it is not possible to contact the emergency services straight away and further immediate action is required, contact one of the Parish Councillors listed below: Parish Councillors Role Contact Name Number Parish Council Chairman Ben Hogg Parish Council Vice-Chairman Janet Ladell Clerk to the Parish Council Reg Jay Parish Councillor Peter Clarke Parish Councillor Chris Flood Parish Councillor Diana Haycock Parish Councillor Dee Stewardson Incident Assessment Follow-up Actions The impact on the Community to be assessed by the Parish Councillors and appropriate actions determined. Communication with villagers Parish Councillors will communicate emergency details to the wider community, as appropriate, dependent on the type and scale of the emergency. Communication will be by a pre-agreed cascade system. Each Councillor is pre-allocated individual people / residences to ensure that the whole village is covered. Primary Assembly Point All villagers who are willing to help in the emergency should gather at the Primary Assembly Point: Coney Weston Village Hall or, if not accessible, they should gather at The Swan Inn or St. Mary s Church. 3

6 Insurance There is limited cover provided by the Parish Council Insurance Volunteers acting under the direction and control of the Parish Council, would be covered in the event of an emergency plan being implemented, provided the council ensures that volunteers named on/used for the emergency plan are competent in body and mind of carrying out the task they have been allocated, and that they have received any training and been provided with any Personal Protective Equipment and other equipment they may need to carry out the task. A record needs to be kept (can be done at the time see Incident Log on p.5) of who is doing what. Specific Exclusions from the Parish Council Policy The use of mechanically propelled vehicles (e.g if a local farmer uses a tractor/ 4X4 vehicle they would need to check that they had cover on their motor insurance policy) Chain saws Personal Liability There are no known Good Samaritan cases, where anyone, coming to the aid of a fellow citizen, has been successfully sued in this country. -HOWEVER- Volunteers need to be aware that, if they choose to provide practical help (e.g. first-aid) to anyone, they run the risk of subsequently being held personally liable for any resulting damage or injury. 7 ANNEX 1 - COMMUNITY EMERGENCY PLANNING GROUP ACTIVATION FORM Until a Community Emergency Planning Group (CEPG) is activated they operate under their own or the Town/Parish Council s liability insurance. In the event that a CEPG is activated on behalf of a Local Authority, the following guidance about insurance cover should be communicated to all the volunteers within the particular group. From: [Name of LA Officer requesting activation] Date: To: [Coney Weston CEPG] Time of Request: XXX Please confirm receipt by telephoning the West Suffolk ECC on [telephone number] If there is ANY threat to life, dial 999 and alert the emergency services (Police, Fire, or Ambulance). If there is no perceived threat to life, but you have information that may help the emergency services, please dial 101. The Coney Weston CEPG has been activated on behalf of West Suffolk ECC as a result of a Major Incident / local incident at [location] on [date]. The Coney Weston CEPG is now covered by West Suffolk liability insurance providing that the following conditions are met: The Local Authority has requested that you activate the CEPG and your plan. The CEPG is only authorised to carry out the following tasks [amend as necessary 1 ]. The CEPG operates under the direction of the Local Authority (can be remotely) and the Local Authority requires regular updates on the situation, progress of task and any issues arising from the activation. The action or activity is approved by the Local Authority. Volunteers are registered CEPG members and are undertaking activity on behalf of an authorised CEPG. 1 List the potential tasks that the CEPG might undertake from their local plan. Note: Not all CEPG have a village/community hall or trained volunteers that can be used to set-up an Evacuation Centre. 7

8 A record of the activities undertaken and the volunteers used is maintained by the CEPG. Volunteers are registered CEPG members and are undertaking activity on behalf of an authorised CEPG. Activities that volunteers have been asked to undertake must be commensurate to their skills and competency. Appropriate dynamic risk assessments are carried out as the situation evolves. The use of motor vehicles is not covered by the West Suffolk insurance and it is the responsibility of the individual to ensure that they have the necessary vehicle documents, drivers licence, and appropriate insurance cover. If you undertake any work not authorised by the Local Authority or the CEPG self-activate without approval from the Local Authority, then the CEPG must establish whether they are covered by the Town/Parish Council s insurance before undertaking the work. 8
