3 Introduction Fogo Nursery provides care for a maximum of 30 children aged between two and five years. The service was registered with the Care Commission in April The service operates from Fogo Community Centre, in a rural area of the Scottish Borders. The accommodation consists of two well resourced play rooms with an attractive outdoor area. A wide range of resources are available to all children. The nursery is an education partner provider for the local authority. Aims and objectives for the service are in place. These were displayed for parent s information. Basis of Report Before the Inspection The service submitted a completed Annual Return as requested by the Care Commission. The Self-Evaluation Form The service submitted a self-evaluation form as requested by the Care Commission. Views of service users Eight questionnaires were issued to gather views of service users. Three forms were returned. Regulation Support Assessment This service was inspected after a Regulation Support Assessment (RSA) was carried out to determine the intensity of inspection necessary. The RSA is an assessment undertaken by the Care Commission Officer (CCO) which considers: complaints activity, changes in the provision of the service, nature of notifications made to the Care Commission by the service (such as absence of a manager) and action taken upon requirements. The CCO will also have considered how the service responded to situations and issues as part of the RSA. This assessment resulted in this service receiving a low RSA score and so a low intensity inspection was required as a result. The inspection was then based upon the relevant inspection focus area(s) and follow up on any recommendations and requirements from previous inspections, complaints or other regulatory activity. During the inspection process Staff at inspection Care Commission Officer Karen Robertson undertook the unannounced inspection on 17 October The inspection lasted 1 hour. Evidence Discussion was held with the nursery manager. Child protection policies and information was checked. Staff training records were checked. Inspection Focus Areas and associated National Care Standards for 2007/08 This year's inspection focus areas (IFAs) have been developed from statutory and policy considerations and have been widely consulted upon. Inspection focus areas relevant to this service are: Protecting People SSSC Codes and Staff Training 3/7

4 These IFAs are reported on within the National Care Standards for Early Education and Childcare under standards 3 Health and Wellbeing. 12 Confidence in Staff. Not all elements of these standards have been inspected. Fire Safety Issues The Fire (Scotland) Act 2005 introduced new regulatory arrangements in respect of fire safety, on 1 October In terms of those arrangements, responsibility for enforcing the statutory provisions in relation to fire safety now lies with the Fire and Rescue service for the area in which a care service is located. Accordingly, the Care Commission will no longer report on matters of fire safety as part of its regulatory function, but, where significant fire safety issues become apparent, will alert the relevant Fire and Rescue service to their existence in order that it may act as it considers appropriate. Further advice on your responsibilities is available at Action taken on requirements in last Inspection Report One requirement was made at the last inspection regarding proof of staff mental and physical fitness to work in the service. The Action plan received from the service indicated that this requirement had been met. Comments on Self-Evaluation The self-evaluation document was fully completed and included areas where the manager and staff of the service thought that the service could develop. These were realistic and achievable. View of Service Users Children were observed to be very happy in the service. The relationship with staff was noted as warm and children were confident with the adults present. View of Carers Three parent's using the service returned Care Standard Questionnaires. Parents were asked to comment on whether they thought that the service met the six principles of the National Care Standards. The principles are: Privacy, Dignity, Choice, Safety, Realising Potential and Equality and Diversity. All parents were very happy with the service and satisfied that the service met the principle of the National Care Standards. 4/7

5 Regulations / Principles Regulation : Strengths Areas for Development National Care Standards National Care Standard Number 3: Early Education and Childcare up to the age of 16 - Health and Wellbeing Strengths This report does not include comments on all elements of this standard as they were not applicable to the service at this visit. A child protection policy and procedure was available to staff. All staff had a working knowledge of this policy. The policy had been reviewed by the Board in The Board had been given copies of all policies to ensure that they were aware of their content. The child protection policy included all key information required by the National Care Standards and had been produced by SPPA, a development and support organisation for pre-school services. A copy of the Area Child Protection Committee guidelines were available in the service. The Children s Charter and associated information was available in the nursery. The child protection policy along with all other policies were displayed for service users in the nursery. Areas for Development The nursery staff should continue to increase the level of knowledge they have regarding child protection. National Care Standard Number 12: Early Education and Childcare up to the age of 16 - Confidence in Staff Strengths This report does not include comments on all elements of this standard as they were not 5/7

6 applicable to the service at this visit. All staff had attended a course on child protection. The manager of the service had attended a course aimed at child protection co-ordinators. A range of courses had been attended over the past year. These included: Challenging behaviour, ICT, Sign A Long and Learning Together, Working Together. Staff had information regarding registration with the Scottish Social Services Council (SSSC). The manager had completed her registration with the SSSC. The manager of the service had asked the Board of the nursery to provide a training budget as many of the training opportunities were in the evenings. Areas for Development The nursery should continue to provide the current standard of training opportunities for staff. 6/7
