The graduates will benefit by gaining recognition of transferable skills and knowledge valued across the health and wellbeing sector, and the specific skills and knowledge required to perform a role within the sector. The community will benefit through the provision of high quality health and wellbeing services by individuals who are trained to support people, family/whānau and the wider community. This qualification is stranded to recognise the specific skills and knowledge required for a range of roles and responsibilities in the health and wellbeing sector: The purpose of the Health Assistance strand is to recognise the skills and knowledge required to provide person-centred health care under the direction and delegation of a health professional. The purpose of the Newborn Hearing Screening strand is to recognise the skills and knowledge required to undertake newborn hearing screening. The purpose of the Orderly Services strand is to recognise the skills and knowledge required to support the effective functioning of a health or wellbeing facility. The purpose of the Support Work strand is to recognise the skills and knowledge required to provide person-centred support which maximises independence. The purpose of the Vision Hearing Screening strand is to recognise the skills and knowledge required to undertake vision and hearing screening of children. Graduates of the Orderly Services strand will also be able to: Provide orderly services to support the effective functioning of a healthcare facility. Graduates of the Support Work strand will also be able to: Provide person-centred support to maximise independence. Recognise and respond to change. Graduates of the Vision Hearing Screening strand will also be able to: Carry out vision and hearing screening for children. Education pathway Employment pathway This qualification builds on the New Zealand Certificate in Health and Wellbeing (Level 2) [Ref: 2469] and may lead on to further study in related health and wellbeing contexts, or in leadership and management. Graduates of the Health Assistance strand may be employed as healthcare assistants in a range of contexts including acute care, primary care, aged residential care and therapeutic programmes. Graduates of the Newborn Hearing Screening strand may be employed as newborn hearing screeners. Graduates of the Orderly Services strand may be employed as orderlies. Graduates of the Support Work strand may be employed in a range of roles supporting people in the community including disability and aged support. Graduates of the Vision Hearing Screening strand may be employed as vision hearing technicians. Qualification Reference 2470 Page 2 of 8

3 Qualification specifications Graduates of the Whānau, Kin and Foster Care strand will be able to support children and young people who cannot live with their own parents. Qualification award Evidence requirements for managing consistency This qualification can be awarded by an organisation which has an approved programme of study or industry training programme leading to the qualification. The certificate will display the title of the qualification and the logos of the New Zealand Qualifications Framework, and the name and/or logo of the awarding tertiary education organisations. All tertiary education organisations (TEOs) either arranging training or delivering programmes that lead to the award of this qualification are required to participate, along with the qualification developer, in a scheduled consistency process led by NZQA, in accordance with published national guidelines. This consistency process will involve reviewing evidence associated with graduates achievement of outcomes, agreeing acceptable standards and/or benchmarks for qualification outcome achievement, and identifying areas for improvement. Evidence for programme providers may include: - Assessment information leading to the achievement of the graduate outcomes. - A portfolio of student work relating to the qualification. - Stakeholder feedback on outcome achievement which may include feedback from graduates, endusers, and/or next users. - TEO moderation outcomes which may include moderation/benchmarking across common programmes. - Relevant External Evaluation and Review (EER) data. - The criteria of Consent and Moderation Requirements (CMR) document 0024 for unit standard-based programmes. 4 Credit transfer and recognition of prior learning arrangements Minimum standard of achievement and standards for grade endorsements Entry requirements (including prerequisites to meet regulatory body or legislative requirements) Organisations seeking approval to award the qualification are expected to have policies and procedures in place for managing recognition of current competency (RCC) and/or recognition of prior learning (RPL). To facilitate credit transfer, education organisations must clearly demonstrate the equivalency between each of the outcomes in the graduate profile and the assessment components of their programmes. Credit transfer will be automatic where assessment standards are used for assessment within programmes leading to this qualification. The minimum standard of achievement for the qualification is the achievement of the core outcomes and one of the strands. There are no grade endorsements for the qualification. Employees and volunteers may be required to undergo initial and ongoing checks to ensure they are a fit and proper person to provide support in the health and wellbeing sectors. Current employment in a relevant role is a requirement for entry into the Newborn Screening, Orderly Services, and Vision Hearing Screening strands. Qualification conditions Overarching conditions relating to the qualification Conditions for programme structure Conditions for programme context None. Competency for this qualification will typically be demonstrated in a workplace environment. It is recommended that programmes include a minimum of 100 hours of work experience. Programmes for the Newborn Hearing Screener and Vision Hearing Technician strands will need to have access to appropriately calibrated and well-maintained screening equipment. Other conditions Programmes leading to this qualification should include resources and delivery methods which support learner s achievement, including the development of language, literacy and numeracy skills. Programmes that reflect the cultural and social aspirations of Māori and Pasifika learners should include culturally appropriate resources and delivery methods. Programmes leading to this qualification must adhere to and be consistent with the Health and Disability Commissioner (Code of Health and Disability Services Consumers' Rights) Regulation 1996, the Privacy Act 1993, the Health and Safety in Employment Act 1992, and any other legislative or contractual requirements to which the industry or role is subject. Newborn Hearing Screening strand 5 Carry out hearing screening for newborns. Support Work strand 7 Provide person-centred support to maximise independence. Credit 50 Programmes must include: cultural safety communication screening protocol and tests steps in screening pathway policy and quality standards infection control, risk management and health and safety behaviour management strategies relevant impairments interpretation of results and factors influencing accuracy administration, data and record keeping requirements educating and informing parents about risk factors and options. follow-up and referral procedures administrative requirements. Mandatory Whānau, Kin and Foster Care strand 10 Support the wellbeing and development of children who cannot live with their own parents. Credit 50 child/young person-centred communication cultural, physical and emotional safety impact of past experiences development theory behaviour management advocacy managing change recording/reporting suspected abuse working with agencies to promote the wellbeing of children in their care developing relationships with family/whānau for the benefit of the child. 8 Transition information Replacement information This qualification replaces the following qualifications: National Certificate in Whānau/Family and Foster Care (Level 4) [Ref: 1075] National Certificate in Health, Disability, and Aged Support (Core Competencies) (Level 3) [Ref: 1327] National Certificate in Community Support Services (Residential) (Level 3) [Ref: 1391] National Certificate in Community Support Services (Human Services) (Level 3) [Ref: 1396] National Certificate in Community Support Services (Intellectual Disability) (Level 3) [Ref: 1397] National Certificate in Community Support Services (Vision and Hearing Screening) (Level 3) [Ref: 1483] National Certificate in Health, Disability, and Aged Support (Newborn Hearing Screening) [Ref: 1623] National Certificate in Health, Disability, and Aged Support (Health Assistants) (Level 3) with strands in Dietician Assistance, Dental Assistance, Healthcare Assistance, and Rehabilitation Assistance [Ref: 1677] National Certificate in Health, Disability, and Aged Support (Orderlies) (Level 3) [Ref 1679]. Learners currently enrolled in programmes leading to the replaced qualifications may either complete or transfer their results to this replacement qualification. The last date for entry into programmes leading to the replaced qualifications is 31 December The last date for award of the replaced qualifications is 31 December It is the intention of Careerforce that no existing trainee should be disadvantaged by these transition arrangements. Version 1 of this qualification was republished in August 2015 to update the last date for entry into programmes leading to the replaced qualifications from 31 December 2015 to 31 December 2016 and the last date for award of the replaced qualifications from 31 December 2017 to 31 December Version 1 of this qualification was republished in December 2016 to correct the credits in Outcome 5, the Newborn Hearing Screening strand and to align the qualification outcomes in the specific conditions relating to the graduate profile (page 5) with the outcomes in the graduate profile (page 2).
