3 Intent Director Corrigan wanted to adapt the robust curriculum and educational/literacy resources of MCTI out of its bricks and mortar facility into the community; to reach out to Partnership. Accountability. Training. Hope. (PATH) participants in Benton Harbor. 3

4 Hypothesis Many PATH participants remain compliant in PATH but struggle to meet their required hours or to obtain sufficient employment leading to increased economic independence. The hypothesis: for many this struggle is related to learning disabilities and/or the need for remediation and literacy skills. In addition, many participants in PATH do not meet the testing criteria to be enrolled in a training program, at the MWA, at their current testing levels Re:Con November 5,

5 Program Design The pilot paired the CNA curriculum with a three week pre-prep (Step Up) and assessment course, as well as providing additional educational and literacy supports built into the MCTI CNA curriculum. DHS and MWA collaborated to select PATH participants who met this criteria for enrollment in the pilot. Within the three week Step Up prep program, it was determined that all thirteen participants met MCTI criteria for enhanced support services (reading and testing assessment and intervention) in the pilot, as well as upon completion of the training Re:Con November 5,

6 Pilot Thirteen PATH participants were enrolled in the three week Step Up program and the eight week CNA program. The training was held on site at the MWA office in Benton Harbor. MCTI provided the curriculum and instructions. MCTI and the MWA collaborated to cover the other associated costs. Twelve of the participants completed the training and a graduation ceremony was held on 7/9/14, at the Benton Harbor MWA. Director Corrigan, Deputy Director Berger and many others participated in and attended, such as State Senator John Proos. Of this class, seven have already secured employment and two more are in the interview process. Many in the class indicated that they are going to continue their education to pursue nursing and other medical related careers. 6

7 Replication Since the initial pilot, MCTI has delivered two additional graduating classes in Benton Harbor for a total of 37 graduates in the three classes. Of the 37 graduates, 26 or 70% were working as of September Word has travelled fast within Benton Harbor about this program. Friends of family members talk about the impact this program has had in their lives. We now have a waiting list of close to 100 individuals interested in that change, that better life. MCTI s CNA also expanded into Detroit with 12 graduating in June 2015 and another class beginning in July During this past year, Traverse City MRS asked if we could replicate the program in Northern Michigan. On July 13 th, Char-Em ISD began the MCTI CNA program, in partnership with the Bay Bluffs Nursing Facility, in Harbor Springs. This was MCTI s first employer-based initiative. The results have been life-changing. Intermediate School District, Care Facility, team up to offer life-changing educational program 7

10 Michigan Rehabilitation Services (MRS) The Project Manager (PM), under the direction of the Site Manager, will: Actively participate in meetings before program roll out to ensure the full scope of the program is understood Actively provide updates and feedback to the MRS Site Manager Create a list of interested participants for the CNA program Facilitate the initial screening/interviewing of interested participants Be the point person between MCTI, MRS, Michigan Works and other interested parties Facilitate timely communication to responsible sponsors throughout the tenure of the program Assist customers in obtaining employment 10

18 FY16-17 The Governor allocated $800K to DHHS for this work project for FY 16. The funds are appropriated on the one time line titled Employment and Training Support Services. The program will target PATH and MRS participants in selected prosperity regions. MRS will leverage funds to draw down additional resources for FY17 Michigan Gov. Rick Snyder "revolutionizing how government operates to move all Michiganders into the mainstream "river of opportunity. He further stated that too many citizens face barriers to that "river of opportunity," due to poverty or family issues, sickness or disabilities, or a lack of access to transportation Michigan must move to a system focused on people, not programs; dealing with root causes, not symptoms; maximizing results, not bureaucracy; and measuring results Re:Con November 5,

19 Goals for FY The primary goal of the MCTI Community Expansion Project is to expand the CNA training into selected Prosperity Regions leading to CNA certification and employment. Expected Results The goal is to train 200 students with the following outcomes: Student retention % Student pass rate 80% or higher Job placement 80% or higher 19

20 Goals FY16-17 Increase collaboration and improve effectiveness within the workforce development system (employment, training, adult education, and vocational rehabilitation) for serving individuals with disabilities and employers. Provide technical assistance and professional development for workforce development partners and educational institutions to better serve individuals with low levels of workforce literacy. Provide professional development and training to MRS s vocational rehabilitation counselors to understand the MCTI evaluation-career readiness model. Develop and sustain employer involvement (field trips, training sites, interview panels, clinical sites, employment) with the program. To collect customer data including: referral source, financial assistance (including SSI/SSDI), (type/significance), educational status (HS, GED,), demographics (age, sex, ethnicity, married, dependents), work history, request for accommodation, referral to MRS, and eligibility determination. To collect and report outcome data including classroom retention rate, program completer, length of training, cost of training, licensure pass rate, employment rate, earnings, employment retention, and customer satisfaction. Pilot a 10 week manufacturing program that includes safety, quality, measurement, and print reading leading to employment. Programs chosen must be able to articulate with MCTI s Advanced Manufacturing Program. 20
