1 Job Description Job Title: Department: Accountable to: Responsible for: Health, Safety, Fire & Compliance Manager Bursar Bursar No direct reports Purpose of the job: To manage the wider compliance issues and the health and safety policy in order to meet the regulatory requirements of the Health and Safety at Work Act 1974 and the Regulatory Reform (Fire Safety) Order 2005 as well as relevant education legislation including the Education (Independent Schools Standards) (England) Regulations 2010, the Boarding Schools National Minimum Standards (2013) and the Statutory Framework for the Early Years Foundation Stage (2012); to provide guidance on school-wide implementation of health and safety measures; to ensure compliance with health and safety legislation and best practice; to provide competent guidance and advice to Heads of Department and staff on health and safety and related issues; and to be a named Competent Person under HSG 65 with regard to the Health and Safety at Work Act 1974, and the responsible person under the Regulatory Reform (Fire Safety) Order 2005; to procure appropriate health and safety advice from others, where required. Context: Clifton College is a 3-18 boarding and day school with approximately 1300 pupils across the Upper School and the Preparatory School (Pre). There are around 500 full and parttime staff with 25 staff and their families living on site. Key Responsibilities and Accountabilities: Review and continue to develop the College s Health and Safety and compliance framework through ownership of the College Health and Safety, and Fire, policies and assisting with individual departmental and related policies, checklists and risk assessments, all of which should be reviewed and signed annually. Advise management of the impact of current and emerging legislation relating to all aspects of Health and Safety including HASAW, Boarding Standards, Fire, Transport, Minibus driving, COSHH, Manual Handling, Working at Heights and the 1

2 Equality Act (in relation to disability anti-discrimination and reasonable adjustments). Ensure College-wide Health and Safety performance by developing and applying appropriate techniques including audits, inspections and record-keeping. Actively to promote Health and Safety awareness throughout the College. To provide termly and Annual Reports on Fire, Health, Safety and safeguarding compliance to the Bursar, Head Master and Governors. To provide support to the College on compliance. Key Tasks: Main Tasks 1 To prepare for inspections by maintaining a log of relevant information and compiling reports for the Deputy Heads in all three schools as required by: the Education (Independent School Standards) (England) Regulations 2010 (as amended); National Minimum Standards for Boarding Schools (2013); the Statutory Framework for the Early Years Foundation Stage (2012); Working together to safeguard children Safeguarding Children and Safer recruitment in Education (amended 2013). 2 To provide support and information to the Compliance Committee and to manage the Central Policy Register. 3 To develop good personal relations with all Heads of Department (Teaching and Non-Teaching), Housemasters/ Housemistresses, and staff to embed Health and Safety in all that is done at Clifton. Provide Health and Safety guidance and advice to departmental heads and staff. 4 To work with the Estates Bursar who is responsible for the testing and inspection of all fire safety equipment in the College, where appropriate through the Works Manager. 5 To write Fire and other Risk Assessments and carry out inspections as required. 6 To liaise with external agencies (for example: HSE; Fire Authorities; Local Authority; consultancies; insurance broker) including the Ministry of Defence Safety Training Advisers. 7 To develop and maintain Fire Marshal training and fire evacuation procedures and carry out a regular programme of practised fire evacuations. 8 To manage First Aider requirements including training and College-wide coverage. 9 To identify and manage Health and Safety training needs, including for new employees, and deliver appropriate training including induction. 10 To manage the Health & Safety Budget, liaising with the Bursar in regard to training budgets. 11 To provide professional support to departmental heads who have particular health and safety responsibilities or issues in their areas of responsibility. 12 To manage a budget of 40,000 for health and safety support, training and equipment procurement. 2

3 13 To be involved in Educational Visits, providing advice and risk assessment support to co-ordinators of these. 14 To be able to identify where specialist input is required and to make arrangements undertaking due diligence where contractors need to be selected. Accidents and Incidents 15 To develop, implement and monitor the School s accident and incident reporting and investigation policy and procedures. 16 To maintain the School s central accident and incident records. 17 To investigate accidents and incidents and where necessary to liaise with our consultants, legal counsel and insurers, and produce suitable written reports for the Bursar, Head Master and Governors. 18 To fulfil the requirements of the Reporting of Injuries, Diseases and Dangerous Occurrences Regulations 1995 (RIDDOR), including the reporting of all reportable accidents and diseases to the National Incident Contact Centre. 19 To produce quarterly and annual accident and incident statistics and reports for the Bursar, Head Master and the Health and Safety Committee. Fire Safety 20 Ensure compliance with the Fire Regulatory Reform (Fire Safety) Order 2005 as amended and guidance documents relating to this, including awareness of the Building Regulations (Approved Document B and Building Bulletin 100). 21 To conduct and review Fire Risk Assessments as necessary. 22 To provide competent fire safety advice, guidance training and technical support to the staff and pupils, monitoring and advising on the provision of suitable fire fighting equipment in all School buildings through Fire Risk Assessment. 23 To develop and implement suitable Fire Safety policies and procedures, in conjunction with relevant Heads of Department to ensure compliance with current and new legislation and recognised best practice. 24 In conjunction with relevant Heads of Departments to review and, where appropriate, revise Fire Safety and other policies and fire risk assessments to ensure they remain valid, but specifically: - Annual review or following any relevant changes - On changes to legislation - Following major incidents 25 To ensure that inspection, testing and maintenance of fire fighting equipment is carried out by liaising with the service engineer. 26 To ensure the annual inspection and servicing of fire fighting equipment takes place and that suitable records are kept and maintained. 27 To develop and implement in conjunction with relevant HODs and other personnel suitable building evacuation procedures - Ensure that fire drills are undertaken in accordance with the School s Policy. 3

4 Wider Compliance Issues As the College seeks to develop its risk management strategies and policy, there will be a requirement for support across all departments in identifying strategic risks and developing appropriate mitigations. It is likely that many operational risks will relate to Health and Safety but there will be wider compliance issues that the post holder will need to take on as compliance requirements increase. Recently issued guidance on safeguarding children and young people highlights the measures that Schools are expected to take in discharging their responsibilities for safeguarding. This guidance includes an element of health and safety compliance, and the Health, Safety, Fire and Compliance Manager is required to work towards achieving full Health and Safety compliance for the School. This also extends to welfare and boarding standards. This job description reflects the present requirements of the post and as duties and responsibilities change/develop, the job description will be reviewed and be subject to amendment in consultation with the post holder. The post holder also undertakes to carry out any other reasonable duties commensurate with the post and as directed by the line manager. Date agreed: July

5 Person Specification The selection of candidates for short-listing will be based on this specification and candidates should bear this in mind when preparing their application and completing the application form: Attributes Essential Desirable Qualifications NEBOSH National Diploma in Occupational Health and Safety or NVQ level 4 in Health and Safety. Membership of the Institute of Occupational Safety and Health (Tech IOSH or Grad IOSH) To be on the HSE register of Occupational Safety and Health Consultants (OSHCR) Chartered membership of IOSH (CMIOSH) NEBOSH Certificate in Fire Safety and Risk Management (or be willing to undertake the coursework and become qualified) Qualified First Aider Educated to degree level Specialist Skills & Experience Personal Qualities Significant experience of health and safety management Knowledge of the applicable law and application in an education context Computer literate in MS office products (Word and Excel), and the ability to utilise external hardware including digital cameras (ECDL standard) Flexible, outgoing and constructive approach Excellent communication skills (including written and presentation skills) 5+ years experience of health and safety management, including board reports Experience of law and its interpretation relating to education Experience in schools or higher education establishments Experience of dealing with regulatory authorities Experience of the provision of health and safety training Computer literate in MS Office products: Excel, Outlook, Power Point. Experience of web-based document linking would be an advantage. 5
