3 WELCOME Thank you for your interest in joining Healthwatch Wolverhampton as Chair of the Healthwatch Advisory Board. I hope that the information in this pack will give you a feel for the organisation and a sense of what an exciting opportunity this is. Healthwatch Wolverhampton, was established in April 2013 with the primary aim of improving the services offered to local people in the areas of health, adult and children s social care in conjunction with a wide range of partners and stakeholders. This in itself presents the organisation with some exciting challenges. Healthwatch Wolverhampton is delivered by Engaging Communities Staffordshire (ECS), a not for profit Community Interest Company that is also responsible for Healthwatch Staffordshire, Healthwatch Walsall and Healthwatch Solihull. The ECS Board has overall oversight and accountability for the delivery of the Healthwatch Wolverhampton service, and is committed to having a strong and vibrant Healthwatch Wolverhampton Advisory Board, rooted in the local Wolverhampton community, to do so. Annex A shows the respective responsibilities of the ECS Board and the Healthwatch Wolverhampton Advisory Board. Annex B shows the ECS Staff Structure as of September We are therefore looking for someone of the highest calibre to become Chair of the Healthwatch Wolverhampton Advisory Board who shares our passion for developing Healthwatch Wolverhampton as the consumer champion for NHS, public health and adult and children s social care services across the City. You will need huge amounts of drive, energy and enthusiasm and the ability to play a leading role in maintaining our vision. You may not have a background in health or social care but you will certainly be able to demonstrate that you have the knowledge, experience, skills and abilities required and that you can deliver exceptional results through effective leadership of your Board and great team work. The role of the Chair in maintaining strong working relationships with key stakeholders is essential, whilst also maintaining the independence of Healthwatch and its ability to hold the system to account on behalf of the public. So if you want to play a leading part in shaping the future of a vital organisation, then we d be delighted to hear from you. 3

4 WHAT IS HEALTHWATCH? Healthwatch is the independent consumer champion for the public -locally and nationally - to promote better outcomes in health for all and in social care for adult and children. Healthwatch seeks to represent the diverse communities in Wolverhampton. It provides intelligence including evidence from people s views and experience to influence the policy, planning, commissioning and delivery of health and social care services. Healthwatch is covered under legislation to Enter & View a range of care establishments to view the quality of services that are provided. Locally, Healthwatch provides information and advice to help people access and make choices about services as well as access independent complaints advocacy to support people if they need help to complain about NHS funded services. Healthwatch Wolverhampton (in line with national guidance) seeks to: Influence By shaping the planning and delivery of NHS, public health and adult and children s social care services. This includes scrutinising the quality of services, particularly in response to public concern, holding them to account, representing the voice of the public and patients, contributing to the work of the Health and Wellbeing Board, contributing to the Joint Strategic Needs Assessment (JSNA) and working in partnership with commissioners of NHS, public health and adult and children s social care services. Signpost To help people to make choices about their care by providing evidence based information about local services and supporting patients and the public to choose the most appropriate service. Advise To empower and enable individuals to speak out, including supporting them to access NHS complaints advocacy services. 4

5 WOLVERHAMPTON SCENE Wolverhampton is a vibrant city in the West Midlands with a documented history dating back to 985AD. It is a city of many cultures that thrives on its diverse communities. The city has a very active voluntary and community sector that works in partnership with the public and private sectors in the city to ensure that our shared priorities for the city are achieved. Health care in the city is provided by two key NHS providers, acute hospital care and community health care in the city is provided via The Royal Wolverhampton Trust, and specialist mental health and learning disability health services for children and adults are provided by Black Country Partnership Foundation Trust. About the people of Wolverhampton (source 2011 Census): Population: 249,500, with a total of 102,200 households in the city. Number of people by age: 0-14 years = 46,200; years = 162,600; 65 years and above = 40,600 Diversity: White British 63.5%; Black, Asian and Minority Ethnic (BAME) 36.5%. Health: 42% of residents said that their general health was very good; 35% said it was good; 16% fair; 6% bad; 2% very bad Provision of unpaid care: 11% of residents in the city provide unpaid care for someone with an illness or disability. 5

6 Strategic Objectives Healthwatch Wolverhampton strategic objectives are as follows: - 1. Fulfil statutory duties and functions, holding providers and commissioners of health and social care services to account 2. Act as a local consumer champion, representing the collective voice of patients, service users, carers and the public through its statutory seat on the Health and Wellbeing Board and providing robust challenge and scrutiny in the interests of the citizens of Wolverhampton 3. Make people s views known, including those from excluded and underrepresented communities 4. Exercise real influence on commissioners, providers, regulators and Healthwatch England, using its knowledge of what matters most too local people 5. Report concerns about the quality of local health and social care services to Healthwatch England which can then recommend that the Care Quality Commission take action 6. Provide information to patients and public who need to access health and care services and promote informed choice in health and social care services 7. Support individuals to get information and independent advocacy if they need help to complain about NHS services Equality and Diversity Wolverhampton Healthwatch will be committed to and be required to demonstrate the fair treatment of its staff, potential staff and service users in accordance with the Equality Act

8 City of Wolverhampton Council, primarily Public Health, Adult and Children s Social Care Engaging Communities Staffordshire (ECS) Board Main Tasks Promoting good governance: Oversee governance of the organisation, working with the Board to: Provide strategic leadership to the Board ensuring a collective vision is in place and that the Board, staff, volunteers and wider beneficiaries understand it With the Chief Officer, ensure strategies are in place that promote the work of Healthwatch Wolverhampton effectively to external stakeholders. Ensure the organisation has effective strategies and processes in place that ensure a local voice on the key issues that affect people who use health and care services. Ensure that Healthwatch Wolverhampton will actively seek views from all sections of the community not just from those who shout the loudest, but especially from those who sometimes struggle to be heard. Key issues are discussed by the Advisory Board in a timely manner with appropriate information. With the Chief Officer, to develop appropriate and relevant agendas for meetings, ensuring all matters requiring Advisory Board review are discussed. To chair meetings of the Board, ensuring that it functions effectively and carries out its duties. Representing Healthwatch Wolverhampton: 1. Build and maintain good relationships with key stakeholders, including members of the public, patients, service users, carers, Healthwatch England, the Department of Health, Care Quality Commission, Wolverhampton City Council, Monitor (Regulator of NHS Foundation Trusts), NHS funded providers, Clinical Commissioning Groups, health and social care providers, Trust Development Agency. 2. Act as an ambassador and representative for Healthwatch Wolverhampton, upholding the reputation of Healthwatch Wolverhampton and its values. 3. Network and promote the achievements, purposes and benefits of Healthwatch Wolverhampton. 8

9 4. Ensure that Healthwatch Wolverhampton is represented at key forums and plays a proactive role in influencing the policy, planning, commissioning and delivery of health and social care. 5. Have a strong commitment to equality and diversity and to forming effective working relationships across Wolverhampton s diverse population. Other tasks as agreed by ECS Board in line with the level of responsibility of the post Person Specification Core competencies: 1. Strong communication and interpersonal skills, able to liaise effectively with a wide range of stakeholders and audiences at all levels. 2. Strategic thinking, able to analyse complex information, demonstrate clear analytical intellect and guide rational decision making. 3. Support the values, ethos and objectives of Healthwatch Wolverhampton. Knowledge and experience: 1. Good understanding of health, social care and wellbeing policy issues/ challenges facing the NHS and Local Authorities. 2. Able to demonstrate good awareness and understanding of the current environment in Wolverhampton and how local health, social care and wellbeing services are delivered. 3. Experience of, or good understanding of, working with customer focused organisations and a commitment to high standards of customer care. 4. Strong strategic planning skills, able to develop vision and encourage others to contribute. 5. Able to provide effective challenge and support to the Healthwatch Wolverhampton staff team and Advisory Board; with a wider vision to raise standards across Healthwatch Wolverhampton. 6. Able to challenge health and social care providers and hold them to account on behalf of the public. 9

11 RECRUITMENT PROCESS We are recruiting for the Chair of the Healthwatch Wolverhampton Advisory Board via an open recruitment process. Following receipt of applications, interviews will be held and short listed candidates will be notified as soon as possible after the interviews of the outcome. The interview panel will be drawn from the ECS Board, the Healthwatch Wolverhampton Advisory Board, and the Healthwatch Wolverhampton Chief Officer. The successful candidate will become the Chair of the Healthwatch Wolverhampton Advisory Board from an agreed date. Post interview checks will take place and references may be taken up before an appointment is formally made. Training and support will be provided for the successful candidate as required. How will the recruitment process work? The successful candidate will be employed on the basis of a service contract, and therefore has no employment rights with ECS. Appointment to the Healthwatch Wolverhampton Advisory Board shall be for a period of up to three years, which may be extended for a further three years, if appropriate. 11

12 Remuneration The role of Chair is supported by an Honorarium of 4,000 and additional expenses will also be paid. This is based on approximately four to five days per month. The remuneration will be reviewed on a regular basis by the ECS Board. Location The office base of Healthwatch Wolverhampton is at Regent House, Bath Avenue, Wolverhampton, WV1 4EG and communications will also be put in place to allow the Chair to connect remotely as required by the nature of the role. Indicative timetable STAGE DATES Closing date for completed applications 2 October 2017 Interview date 9 October 2017 Enhanced Data and Barring Service check (formally CRB) and references: The formal appointment of the Chair will be subject to the completion of an enhanced DBS check and two satisfactory references. Eligibility criteria: The following circumstances would make a person ineligible to apply for this role: someone who is employed in a senior management capacity by the NHS or City of Wolverhampton Council, or who currently holds a political position; someone who is or becomes bankrupt or makes any arrangements with their creditors; someone who is incapable by reason of medical disorder, illness or injury in managing and administrating his/her property and/or affairs; someone who is subjected to a court order disqualifying him or her from serving as a board member; and/or someone who has or is convicted of a serious criminal offence (in particular any offence involving dishonesty or any other in relation to promotion, formation, management or liquidation of a company). Note: that the Chair may be dismissed if (s)he fails to declare circumstances which make them ineligible to take up this role and these subsequently come to light. 12

Identify and agree training needs to facilitate Board development Local Healthwatch Advisory Boards Decides on local Healthwatch priorities, and Healthwatch activity such as the Enter and View programme, informed by public feedback and consultation Advises the local Healthwatch representative to the Health and Well Being Board Receives reports on community engagement and communications activity, and decides future plans Consulted on any locally based income generation work to ensure there is no unmanageable conflict of interest Steers and signs off the production of the local Healthwatch annual report and any Healthwatch response to consultations Represents local Healthwatch at public engagement and strategic level meetings Spokespeople for Healthwatch, agreeing press releases as appropriate Follows up on local Healthwatch reports to ensure impact 13
