2 On February 28, 2011, the Ontario Hospital Association held a one day conference entitled Nurse Practitioners: Essential Partners in Improving Health Care System. With the implementation of Bill 179, NP scope of practice and prescribing authority in Canada is expanding; with the goal of providing better access to health care for all Ontarians. Topics presented included: The State of Affairs and Bill179 The Excellent Care For All Act 2010 Improving Quality and Care Looking at the relationship between pharmaceutical companies and NPs Liability Issues for Nurse Practitioners Controlled Drugs and Substances Act: Limits and Conditions An update on two recently opened NP-Led Clinics In recognition of CAAPN s collaborative efforts on the planning committee, Lynn Miller (CAAPN secretary) was invited to attend. The event proved to be a valuable opportunity to connect with NP colleagues and other health care providers in Ontario to share CAAPN vision and goals for NPs in Ontario and across Canada. Calling All Clinical Nurse Specialists Canadian CNS Study A recent decision support synthesis of advanced practice nursing in Canada (DiCenso et al., 2010) found that decision-makers, regulators, and healthcare team members poorly understand CNS roles. The number of CNS positions has declined in some jurisdictions. Few studies have been conducted in Canada to examine CNS roles. Dr Kelley Kilpatrick RN, Phd is heading a team of researchers who are preparing to describe the structures, processes and potential outcomes of CNS roles in Canada. They plan to survey CNSs across Canada (n> 2000). The survey has been translated into French and pilot-tested in both languages. Thirty-four survey items focus on CNS demographics, work setting, clinical activities and administrative supports. Outcomes, processes and barriers will be measured using the validated CNS Outcomes and Barriers Analysis (Mayo et al., 2010). They seek to identify all nurses in Canada who see themselves as CNSs, regardless of their title or educational preparation. THIS IS YOUR CHANCE TO HAVE YOUR VOICE HEARD! 3 Update on the CDSA Meetings: Progress in Sight With thanks to provincial partners, CAAPN, and CNA there has been a significant update on the status of the act on Controlled Drugs and Substances. Cynthia Struthers from CAAPN and Josette Roussel from CNA represented our interests and provided us with an update from the latest March 1, 2011 teleconference with Health Canada. The proposed revisions would see the following: All practitioners treated equally with only a few exclusions Elimination of proposed schedules Exclusions of drugs will include: heroin, cannabis, opium, cocoa leaf and anabolic steroids NPs will be authorized to prescribe testosterone NPs will be able to apply to prescribe methadone in the same manner as physicians The definition for nurse practitioner will be a chapeau outlining key characteristics shared by all NPs such as registration under P/T legislation, additional education requirements and extended scope of practice there will be reference to specific P/T legislation in which the term is not explicitly defined. These revisions must go through a predetermined process that included submissions to the Treasury Board in the summer of 2011 and publication in the Canada Gazette in Fall 2011 and winter It is important to note that enabling regulations once in place must be coupled with provincial/territorial implementation plans. 4 President s Message Over the past few years I have been asked many times, what does CAAPN do for me? or Why should I join CAAPN? As you know, CAAPN is a member of the Canadian Nurses Association (CNA) and is an organization consisting of over 500 members, mainly Advanced Practice Nurses, Clinical Nurse Specialist and Nurse Practitioners however there is more... CAAPN has an approved mission statement, to promote and influence the development, growth and integration of advanced practice nursing in Canadian health care systems. In carrying out this mission, CAAPN is focusing on two main priorities: Advocating for all APNs and creating a sustainable organization. Just to let you know how we are doing. Recently, CAAPN attended two meetings regarding the Controlled Drug and Substance Act (CDSA). The CDSA issue has been on everyone s agenda for over ten years and remains a high priority for CAAPN. A meeting with the Controlled Drug and Substance Office provided an update on the current regulatory amendments and more importantly, gave CAAPN an opportunity to identify the urgency of this issue and the impact that it is having on patient care. In addition CAAPN participated in a round table discussion with the CNA Board on the CDSA. CAAPN is working with the CNA and NP Council to deliver a political advocacy workshop in Ottawa, May CAAPN has received financial support from Pfizer Canada to offset some of the cost of this workshop. The workshop will be facilitated by Michael Villeneuve and will provide the NP and CNS Council representatives an opportunity to advance their skills and understanding of the processes of developing and influencing public policy. The workshop will provide participants the opportunity to discuss a range of public policy concepts, from idea to legislation, and they will leave the workshop equipped with practical tips and workable ideas to begin influencing policy agendas. CAAPN has been working with the Nursing Chair in Advanced Practice Nursing (APN), Dr. Alba Dicenso and Dr. Kelly Kilpatrick, a post-doctoral fellowship student, to disseminate a Clinical Nurse Specialist (CNS) Survey to CNSs across the country. It is important that we engage as many CNSs in this work as possible. A recent decision support synthesis of advanced practice nursing found that decision-makers, regulators, and healthcare team members poorly understand CNS roles. The aim of this particular study is to describe the structures, processes and potential outcomes of CNS roles in Canada. During every CAAPN meeting provincial and national issues, trends in health care and society, various reports and documents are discussed, that information is then used to identify priorities, which can be addressed by the CAAPN Executive or through the NP or CNS Councils and with other key stakeholders. CAAPNs sustainability is healthy and it is truly the national voice for all advanced practice nurses in Canada. We are now over 500 strong and continue to grow. We have provincial partners from almost all jurisdictions in Canada including our most recent addition of Manitoba NPs. The Clinical Nurse Specialist and the NP Councils are both working on key priorities for each group. Meetings are held regularly with excellent and participation. CAAPN s biennial meeting is only months away and we encourage all members to attend and become engaged. 5 Diversity in Advanced Nursing Practice: Boundless Horizons! CAAPN s 2011 Biennial Conference is being held September 28 th 30 th in Saskatoon! The conference promises to provide exciting and educational presentations of interest to all Advanced Practice Nurses! The tentative slate of speakers includes two preconference workshops on Suicide Risk Assessment and How Effective Leaders Solve Complex Problems. The opening keynote address will be delivered by Dr. Marlene Smadu, RN EdD. On Day 1, CAAPN will host a panel discussion on Clinical Nurse Specialists in Canada - From Research to Action featuring a review of ongoing research on CNS roles by Denise Bryant-Lukosius, Kelley Kilpatrick, Beverley McIsaac. The Future of APN and Advanced Practice Education will be discussed in a Day 2 panel presentation featuring various experts in the field of advanced practice education in Canada. The conference closes with Motivational Speaker Patrick Blais. Concurrent sessions and poster presentations are planned both days highlighting presentations by APNs from across Canada topics to be confirmed soon! 6 CAAPN Biennial General Meeting 2011 Call for Resolutions Canadian Association of Advanced Practice Nurses invites members to submit resolutions on the subject of Advanced Practice Nursing that fall within a Pan-Canadian jurisdiction for the Biennial General Meeting on Friday September 30, 2011 Resolutions: should be submitted in or fax copy and deal with only one subject area, should deal with a policy matter of national or regional scope or with the internal operations of CAAPN, should fall with in the broad jurisdiction of Advanced Practice Nursing and should request a specific action on part of CAAPN. The resolution should contain a short title names of sponsor and seconder both members in good standing of CAAPN should contain 2 recital clauses starting with the word Whereas one operative clause starting with the phrase Therefore be it resolved and may be accompanied by a background note of up to 250 words explaining the origin of the resolution Example Short Title: Promoting CAAPN Sponsor s name: Mary Smith, seconded by Bob Jones Whereas; CAAPN is insufficiently understood by the general public; And Whereas: Visibility is the first step in building awareness Therefore be it resolved: that CAAPN Executive wear bright orange t-shirts with organization mission statement emblazoned on the back. 7 CAAPN Political Advocacy Workshop CAAPN working with the Canadian Nurses Association (CNA) and with financial support from Pfizer Canada, is planning a Political Advocacy Workshop for NPs, May 8-10th in Ottawa. One representative from each of CAAPNs provincial groups is funded to attend. In addition, all provincial groups are able to fund additional members to attend. The two-day interactive workshop, facilitated by Michael Villeneuve will provide NPs with an opportunity to advance their skills and understanding of the processes of developing and influencing public policy. NPC Chair Maureen Klenk and Ralph Goodale,MP Provincial Partner Updates Submitted by: Laura Johnson (NPAM President) & Annabelle Reimer (NPAM President-Elect) NPAM President, President-Elect, Secretary, & Treasurer met with the Minister of Health and members of the legislative unit in January, 2011 to review Nurse Practitioner role sustainability, the Regulated Health Professions Act, prescriptive authority, alternative funding models, and current barriers to NP practice in MB. In addition, NPAM has been asked to participate and advise the Manitoba Government on the implementation of the recently announced Quick Care Clinics. The first meeting was in December The first pilot clinic is set to launch in later spring with four others scheduled to open over the remainder of the year. NPAM is presently waiting for a second meeting in regards to this issue. 7

8 NPAM President & President-Elect met with CRNM in February 2011 to review NP practice hours, prescriptive authority, practice auditors in relation to continuing competence, and social marketing/role promotion. NP Advocacy- Building upon the initial work done by Manitoba and Saskatchewan at the October workshop in Regina, a working group has been struck consisting of 12 NPAM members. We are working on developing a tool kit that highlights our key issues of role clarity and sustainability. This tool kit will be used in our advocacy strategy with key stakeholders. Submitted by: Kelly Power-Kean, NLNPA President NLNPA All NLNPA executive positions are now all filled with the recent acceptance of the Communications Director position by Donna Daley. Recruitment has also been successful for membership on the various internal and external NP related committees. The NLNPA executive has been working to enhance marketing of the NP role in NL. An update to their webpage is underway to provide added information for both the public and members of the NLNPA. The community partnership between the NLNPA and NL Heart and Stroke Foundation has been cemented with a donation to the Restart a Heart AED program. An AED will be purchased on behalf of the NLNPA to present to a community in the Central Region of NL. The committee is also excited to be able to send a representative from the NLNPA to the upcoming May NP National Advocacy Workshop taking place in Ottawa. The NLNPA Conference committee has been busy preparing for the Annual NLNPA Conference which will take place on September 22 nd -23rd, 2011 in Grand Falls-Windsor. A call for abstracts has been extended with a deadline of March 15, We would like to encourage all NPs to consider attending during the beautiful month of September...it promises to be a fabulous event. 8

9 Lynn Guengerich - President The political unrest in British Columbia has recently been compounded with the resignations of Gordon Campbell as Premier, and Carol James as Leader of the Opposition. Along with the March 14, 2011 swearingin of Christy Clark as the new Premier of the province, a reshuffled and downsized cabinet has been announced, which included Mike de Jong as the new Minister of Health Services. Throughout the recent government turmoil, BCNPA has been assured by the Ministry of Health that the work continues to move forward on developing sustainable funding models to increase access to care for British Columbians. The BCNPA executive has continued to work collaboratively with the Ministry and looks forward to increasing engagement of physicians and other care providers to develop models of care that support the healthcare needs of British Columbians. Latest MOHS proposals include a fee for service structure and a multidisciplinary clinic model, similar to the model proposed by the BCNPA in late We continue to acknowledge the value of a variety of models for optimum utilization of nurse practitioner skills to meet the needs of British Columbians. The BCNPA Communication committee has done a great deal of work to produce our first newsletter, now available on our website. In addition to this new communication tool, a Facebook page has been created in collaboration with one of our student BCNPA members. This page will be used as a push site for now, to be launched more fulsomely in the future. Our website continues to be revised and updated regularly. Our Strategic Direction committee has been working diligently meeting face to face with numerous MLAs to provide information on the NP role and highlighting the multiple settings in which NPs can and do provide much needed access to healthcare. Discussion includes raising awareness on the need for funding to facilitate sustainable and increased access to this valuable care provider resource. We are very excited about the upcoming BCNPA conference that will be held June 15-17, 2011 in Richmond, BC. This year s conference promises to be another fantastic event that will include a wide variety of workshops, plenary sessions and concurrent presentations, along with fabulous social events to ensure plenty of opportunity for learning, fun and valuable networking experiences. She has worked collaboratively with the Provincial Cervical Screening Initiatives Program to focus on increasing opportunities for women of Labrador City and Wabush to be screened. Each year, the number of women screened in her clinic increases and in 2010, of the 1338 women screened in Labrador West, Karen screened 689, and for the second consecutive year, she is the highest screener within the Labrador-Grenfell Region. 12 Karen Antoni Research Bursary Award Spring is in the air! Cross Canada Conference Details In support of research by Advanced Practice Nurses (APN), CAAPN has established the Karen Antoni Research Bursary of $ The intent of the bursary is to assist APNs with costs associated with a research project approved by a relevant Research Ethics Review Board. Application Requirements a. Applicant must be a regular CAAPN member in good standing for at least one year. b. Complete the official Karen Anton Research Bursary application form (Appendix A), including references. Only the official application form will be considered. Other documents will not be accepted. c. The CAAPN Secretary MUST receive the completed application by May 31 st of the year of the CAAPN Biennial Conference and BGM. d. Applicants will be notified by the Secretary (or delegate) within 72 hours to confirm that the application was received. Research Bursary Award Presentation a. The bursary award shall be presented at the Biennial General Meeting, which takes place alternate years at the Biennial CAAPN Conference. b. The bursary award is given in good faith that the research project for which the award was received will be completed. In the event the candidate withdraws from the research project prior to completion: It is incumbent upon the candidate to notify the Chair of the Research Bursary Committee of the situation. The Chair of the Research Bursary Committee will notify the Executive. Unused funds shall be returned to CAAPN, so they can be awarded to the next highest candidate. The Executive shall review the circumstances that led to the withdrawal and determine whether the candidate shall return all of funds. Presentation of research results The successful candidate, on completion of their research project, shall: Notify CAAPN in writing of the project completion. Submit an article summarizing the research project for CAAPN newsletter. Present findings at the next CAAPN conference. 12

13 INPAPNN 2012 CALL FOR ABSTRACTS The INP/APNN Conference steering committee invites abstracts related to identified conference themes but will consider all abstracts of significance to advanced nursing practice. The committee is keen to receive abstracts which reflect the contemporary global diversity of advanced nursing practice and in particular those with a focus on how nurses working in advanced/specialist roles are expanding the scope of clinical practice.
