Advise the Director of Clinical Training (DCT) of the educational needs of medical staff in PGY I and PGY2 in accordance with Postgraduate Medical Education Council of Queensland (PMCQ) accreditation standards, the Medical Practitioners Registration Act 2001 and the Australian Curriculum Framework for Junior Doctors. Advise the DCT (or equivalent) in the management development, implementation, evaluation and improvement in pre-vocational doctor training programs, orientation and other medical education programs and activities within the facility consistent with adult learning principles, accreditation standards and the National Curriculum Framework for Junior Doctors. Identify prevocational doctor s educational needs and advise accordingly. Identify, develop, implement and evaluate educational resource material for the Junior Doctor Training Program in a manner consistent with state-wide medical education strategies. Develop, monitor, review and conduct education programs for supervisors of junior doctors including clinical teacher in-service activities e.g.: Teaching on the Run including collaborating with universities and or other key stakeholders to educate and train clinical supervisors of prevocational doctors in best practice. Advise the DCT (or equivalent) in strategic planning and the prioritising of responsibilities of the Medical Education Unit. Lead and take responsibility for the application and monitoring of an assessment framework that ensures valid methods of effective performance assessment in a manner consistent with National guidelines. Identify, develop and implement resources to improve supervision and assessment processes. Collaborate and advise the DCT regarding the appropriate management of junior doctor issues and the development and monitoring of plans to address issues of performance and clinical competence. Monitor, identify and advise term supervisors to facilitate the provision of effective formative feedback to junior doctors in relation to their performance. Provide advocacy and support to pre-vocational doctors with performance issues or problems in relation to their clinical unit rotation or stage of training. Monitor and undertake report preparation of clinical unit evaluations ensuring compliance with accreditation standards. Advise the DCT and Unit Directors in strategies that improve the Intern Education Program. Direct project and administration staff and in conjunction with the DCT manage the personnel in the Medical Education Unit, including professional development as required. Assist and advise junior doctors with career path development and planning using various consultative processes such as vocational expositions. Provide advice, advocacy and support to pre-vocational doctors. Ensure performance database tracking and reporting systems are maintained and reports are generated. Liaise and advise district workforce allocations in relation to clinical units with junior doctor rotations, including secondments to other facilities, and ensure they are consistent with PMCQ standards and guidelines. Promote a sense of professional responsibility and ethics amongst junior doctors. 2

3 Liaise and advise medical workforce allocations in relation to access of PGY2, 3 and 4 to rural relief preparation training courses and facilitate debriefing junior doctors who have undertaken country relieving as and when appropriate. Identify, advise and support the special needs of International Medical Graduates (IMGs), especially those from non-english speaking backgrounds (NESB), and facilitate educational and support activities for these doctors in their pre-vocational years. Support and lead the functions of the General Clinical Education Committee (or equivalent) and provide high level professional advice on matters relating to medical education and the Junior Doctor Training Program. Negotiate, consult, advise and liaise effectively with individuals, groups and multidisciplinary teams and establish and maintain cooperative and productive working relationships with staff, external stakeholders within and across the health service. Identify, develop and implement activities that promote best practice based on evidence in medical education. Identify and organise research activities that relate to the improvement of medical education and new initiatives for junior doctor training. Manage strategic planning activities and policy development take an active role in the decision making and direction of the Medical Education Unit (MEU) and junior doctor training across the health service. Prepare MEU budgets and funding submissions as required. Provide leadership and advice in medical education at facility, health service, state and national levels. Be responsible for the preparation of documentation to maintain or obtain accreditation of relevant terms/rotations as required by the relevant accreditation authority. Ensure that medical allocations staff are fully aware of Medical Board Australia (MBA) requirements in relation to the accreditation of Intern training as a pre-requisite for unconditional general registration. Identify and actively pursue opportunities to increase medical education capacity within the Clinical Training Network and implement appropriate processes for accreditation of junior doctor training posts within the hospital, community or GP placement. Actively liaise and consult with the relevant accreditation authority in relation to any changes that may impact on the accreditation of PGY I and 2 terms/rotations. Manage the human resource, financial and physical resources allocated to the team and account for their cost effective use (formal budgetary responsibility rests with the Director of Clinical Training or equivalent). Complete performance appraisals and development for subordinate staff. Follow defined service quality standards, occupational health and safety policies and procedures relating to the work being undertaken in order to ensure high quality, safe services and workplaces. Take reasonable care for your own health and safety and take reasonable care to ensure that your acts or omissions do not adversely affect the health and safety of others. Employees who are appointed to the GCHHS are to maintain data quality and manage all information in accordance with legislation, standards, policies and procedures. Mandatory qualifications/professional registration/other requirements Possession of a relevant Bachelor s degree in education/adult education, or a higher qualification in health education, or a related discipline is mandatory. While not mandatory, possession of a higher degree or qualification or progress towards this would be well regarded.
