6 The Forum Objectives To share and exchange healthcare ICT/eHealth knowledge and experiences among Japan and ASEAN Member States (AMS). The forum focus on sharing the experience of Japan and AMS ICT technology in health and non-health Japanese healthcare policies and measures related to National Health Information Systems development Telehealth: tele-radiology, tele-pathology, and other related topics. 11 Forum outputs 3. Key messages that emerged during conferences : To develop national healthcare ICT systems, countries need to work on 4 important fundamental topics. The GAPS framework

12 The GAPS Framework Governance: ICT applications in healthcare needs to be governed by the highest accountable officials. This means they define the expected benefits, the risks to watch out for, and allocate resources. Architecture: ICTs in healthcare needs a clear blueprint so all stakeholders in a country will know how they can contribute to the structure as a whole rather than silos. People and program management: ICTs in healthcare requires capacity-building of key sectors (clinical, IT, and administration) working together to make it work seamlessly. Standards and interoperability: ICTs in healthcare works are best if standards are adopted and reused by all stakeholders.

13 Forum outputs 4. Participants call for Action: for regional health ICT capacity building in support of Universal Health Coverage (UHC), non-communicable diseases (NCD) and disaster management in the ASEAN NOTE WITH CONCERN THAT; 1. The Sustainable Development Goals provide clear directions on how healthcare can contribute to improving the lives of ASEAN citizens; 2. Universal health coverage is a strong theme in the SDGS for health; 3. Non-communicable diseases (NCDs) greatly undermine national development with substantial socio-economic burden and as such would require political commitment of the government to coordinate the whole society to fight against NCDs and risk factors; 4. Disaster management and preparedness is high in the ASEAN priorities. 5. There is an influx of various information and communication technologies in countries that are generating health data but without adding value to strengthening the larger health system; 6. That there is increasing concern about the privacy of ASEAN citizens amidst the influx of these technologies.

14 WE ACKNOWLEDGE THAT: 1. Information is a key resource for health systems strengthening. If used effectively, information can support health program planning, implementation and monitoring; 2. Low-cost and cost-effective technologies for prevention and control of NCDs already exist; 3. Successful models for the use of ICT to achieve universal health coverage can be found is some ASEAN counties; 4. Disaster management requires good ICT infrastructure and connectivity; RECOGNIZE THAT: 1. From the 1 st ASEAN-Japan Health ICT Forum in February 19-20, 2017 in Tokyo, Japan, ASEAN Member States have identified health ICT as an important resource for health systems strengthening; 2. The Republic of the Philippines had released a Call to Action for a Shared ehealth Agenda at the Digital Health Conference in the Asia-Pacific at the Asia ehealth Information Network General Meeting, Nay Pyi Taw, Myanmar March 8-9, The ASEAN Post-2015 Health Development Agenda lists maternal and child care (MDGs 4, 5), noncommunicable diseases, universal health coverage, and disaster health management as priority areas; 4. The Master Plan for ASEAN Connectivity 2025 (MPAC 2025), which succeeds the Master Plan on ASEAN Connectivity 2010, focuses on sustainable infrastructure, digital innovation, seamless logistics, regulatory excellence and people mobility; 5. ASEAN ICT Masterplan for 2020 draws a vision to propel ASEAN towards a digitally-enabled economy that is secure, sustainable, and transformative; and to enable an innovative inclusive and integrated ASEAN Community 6. The ASEAN Regional Guideline for Minimum Requirements for Training and Accreditation of Skilled Birth Attendants demonstrates how the ASEAN community can develop minimum standards for capacity building.

15 CALL upon all stakeholders of ASEAN to: 1. Develop capacity for health ICT in the ASEAN through: a. The creation of an ASEAN Regional Guideline for Minimum Requirements for Training and Accreditation of Health ICT Professionals in the healthcare, ICT and administration; b. Integrate appropriate and ethical use of Health ICT in enhancing existing health programs in the Post-2015 Health Agenda; 2. Organize regular annual fora on health ICT to allow governments to collaborate with counterparts from other countries, development partners, and private sector and obtain benchmarks in the industry; 3. Engage in a common collaborative health ICT/telehealth project that will allow all member countries to apply their learnings in health ICT and increase collaboration and communication; 4. Anent to the common health ICT project, to craft a regulatory framework for health ICT that will clearly define the roles and responsibilities of all stakeholders including government in nurturing health ICT for national development;

26 Lesson learned Taiwan ehealth is relatively more advance than most AeHIN member countries. The country has invested on developing foundation of national health information systems/ehealth, such as national health ID, health information standards (Taiwan electronic Medical records Template, ICD, HL7,IHE, CDA, LOINC) since circa The success of implementation of single player universal health insurance system both need and contribute to the country effective integrated national health information systems Centralised remuneration system and health data standardization are important in ensuring compliance among stakeholders Inter agency communication (MoE and MoH etc) are important in implementation of important health initiatives Conducive ecosystem involving regulators (Ministry of Health), single payer (Taiwan National Health Insurance Administration), healthcare providers, high literate health consumers and IT industries play important roles to drive e-health achievements in Taiwan
