1 THE REPUBLIC OF UGANDA HEALTH SERVICE COMMISSION External Advert No. 3 of December, 2017 Applications are invited from suitably qualified applicants to fill vacant posts tenable at Butabika National Referral Mental Hospital (BNRMH), Regional Referral Hospitals (RRHs) Uganda Cancer Institute (UCI) and Uganda Blood Transfusion Services (UBTS). Post: Hospital Director - 1 Post HRM 72/173/01/RH Salary Scale: U1SE Director Health Services (Clinical) Qualifications: MBChB, BDS or equivalent Master s Degree in a health discipline Postgraduate qualification in Administration or Management from a recognized university or institution. Experience: At least nine (9) years working experience, three (3) of which should have been at Senior Managerial or Specialist position in the health sector. Other requirements: Strategic thinking, team building, communication and interpersonal skills. a) Diagnose, treat and manage medical conditions and perform procedures in the area of specialization. Coordinate the development and review of policies, plans, strategies and programmes for the Hospital and monitor their implementation. Provide guidance in strategic, business and operational planning and budgeting for health service delivery activities in the Hospital and its catchment areas. Manage and account for medical, fiscal, human and other resources. Mobilize resources for health service delivery in the hospital and its catchment areas. Periodically audit records and record systems. Ensure confidentiality and safety of records. Avail records/information on patients to authorized persons. Ensure that essential equipment and other supplies are available. Promote observance of the professional Codes of Conduct and Ethics by staff under him or her. Plan, budget, manage, coordinate, monitor, and evaluate medical records activities in the Hospital. Manage and account for allocated resources. Prepare sterile and pathogens free infusions. Advise patients and attendants in the proper use and storage of medicines. Carry out regular equipment servicing and ensure that they are functional. Qualifications: Must have a National Diploma in Medical Laboratory Techniques or its equivalent from a recognized institution. Responsibilities a) Liaise with ward managers in the preparation of patients for laboratory tests. Participate in proper collection, handling and transportation of specimens to the laboratory. Carry out laboratory analysis, interpret results and submit reports to Clinicians. Requisition for equipment and other supplies. Ensure that equipment is functional and well maintained. Ensure safety measures against hazards. Participate in safety assurance to laboratories. Participate in the preparation of Standard Operating Procedures. Participate in research.
