19 There are three forms: Public Health Law Research16, Interventional public health law: Explicit aim of protecting and improving public health. 2. Incidental public health law: Primarily for purposes other than promoting public health, but nonetheless has positive or negative consequences for health. 3. Infrastructural law: Establishes the powers, duties, and features of public health agencies. 19
