1 Wilmington Regionally Increasing Baccalaureate Nurses (RIBN) Dual Admission and Continuation Criteria Cape Fear Community College and University of NC Wilmington Selective Admission Process Application Period January 7, 2013 through April 1, 2013 Thank you for your interest in Wilmington RIBN. Students admitted to Wilmington RIBN must meet dual admission requirements set forth collaboratively by Cape Fear Community College (CFCC) and University of NC Wilmington (UNCW). Please read this information thoroughly. Admission to Wilmington RIBN is highly competitive. **Please note that CFCC has a traditional two year nursing program and UNCW has a traditional four year nursing education track. Each of those options has a separate admissions process from the Wilmington RIBN dual admission nursing option. If you wish to apply for either of those traditional tracks, you must complete the individual admissions process for the CFCC or UNCW track and meet the admissions criteria for that specific nursing track.** Please see below for requirements for Dual Admission to Wilmington RIBN: APPLICATION CRITERIA FOR FALL 2013 THE APPLICATION PROCESS CFCC and UNCW are collaborating on a dual admission process. We want to ensure you have the best possible chance of being selected by completing all processes and submitting all necessary application documents completely, correctly and by the deadline. 1. Interested applicants must first apply to UNCW. The UNCW freshman application must be submitted by February 1, 2013 (for more details, see page 2). Transfer application must be submitted by March 1, 2013 (for a detailed description of UNCW s transfer criteria, see page 4). 2. Once accepted into UNCW, the RIBN applicant then must apply to CFCC. Once accepted by both CFCC and UNCW, the RIBN applicant must complete the application for the RIBN program. The RIBN program application must be submitted by April 1. We want to ensure you have the best possible chance of being selected by completing all processes and submitting all necessary application documents completely, correctly and by the deadline. 2 NORTH CAROLINA RESIDENCY Preference is given to North Carolina residents. If you are not a NC resident you will only be considered in the event that vacancies occur after April 1, Please be advised that this rarely occurs. Applicants who (1) have lived outside NC during all of the 12 months immediately preceding the start of the fall semester 2011 or (2) are claimed as a dependent by a parent/guardian who is not a NC resident are generally not considered to be residents. Please refer to the links provided for information about resident status. Wilmington RIBN is not open to applicants who are not U.S. citizens unless the applicant is: (1) a permanent resident alien with an alien registration receipt card ( green card ) or (2) a nonimmigrant alien with an employment authorization card and a visa type which permits establishment of NC residency. Questions regarding this should be directed to the Wilmington RIBN advisor. UNCW ADMISSION PROCESS First Year Freshman Admission Process To be considered for admission, you must have earned a high school diploma or its equivalent and satisfy the following UNC minimum course requirements. 1. All applicants to an institution in the University of North Carolina system must meet the minimum course requirements. Unfortunately, we cannot make exceptions. State law does not allow us to admit students who do not meet the minimum requirements. The minimum course requirements are mandated by the University of North Carolina Board of Governors and are required of all students applying to a public university in North Carolina. Students accepted into UNCW most often exceed these minimum requirements. Four course units in English Two course units in social studies (one must be U.S. history) Four course units in mathematics (algebra I, algebra II, geometry, and a higher level of math for which algebra II is a prerequisite) Three course units in science (one must be a life or biological science, one a physical science, and one additional science; at least one of these must include a lab) Two course units in the same foreign language 2. Applicants must submit scores obtained on standardized testing for admission to UNCW. Applicants may take the SAT Reasoning Test or the ACT with Writing SAT Testing 2

3 The middle 50 percent of admitted students scored an 1130 to a 1250 on the math and critical reading sections of the SAT in UNCW will also Super Score your results, taking your highest math and critical reading subscores from any test date provided. UNCW s SAT number code is Score Choice We strongly encourage you to opt-in for SAT Score Choice (the ACT has a similar service), which eliminates test-taking anxiety by allowing you to review your scores before submitting them to the colleges and universities you are considering. Be mindful that if you present a strong score on one standardized test and a considerably weaker score on another, these may negatively impact your competitiveness for admission. Only send the scores you wish to be considered in your admission decision. ACT with Writing The middle 50 percent ACT with Writing composite score was a for admitted students in UNCW requires the writing portion of the ACT (scores reported without the writing section will not be considered). Since we review your composite score, UNCW will not calculate a new score based on subscores from various test dates. UNCW s ACT number code is Writing Scores for both SAT and ACT Again, for either standardized test, a writing score is required. While not included in our averages reported for admitted students, your writing scores is considered only separately. The writing score is an increasingly important factor in the admission process and can serve to distinguish two applicants with otherwise identical scores. 3. Meeting minimum course requirements does not automatically gain you admission to UNCW. Students most competitive for admission will exceed these minimum standards. In addition to the minimum requirements, the admission committee will consider: The difficulty of the coursework you have taken Your grades, GPA, and/or class rank Your standardized test scores (SAT, ACT) Completion of written essay and short answer question Your extracurricular, school or community activities, talents, interests, work experience or life experiences Your letter(s) of recommendation 4. Transfer students are students that have graduated from high school or completed the General Educational Development (GED) test or an Adult High School diploma and are attending, or have previously attended, either a two- or four-year college/university. 2. UNCW will consider several aspects of your application in making our admission decision. Your academic performance from all institutions you have attended is the largest decision making factor. Minimum Requirements for Consideration Meet Minimum Course Requirements refer to #1 under first year admission (for applicants under the age of 24) Graduated from an accredited high school or have obtained a General Equivalency Diploma (GED) or received an Adult High School Diploma Eligibility to return to the last institution you attended A cumulative 2.5 GPA on a 4.0 scale on all transferable work attempted from all institutions you have attended. The average GPA of UNCW transfer students admitted in fall 2011 was At least 24 semester hours of transferable college-level coursework, including: At least 6 hours of college-level English At least 3 hours of college-level mathematics The average number of credits transferred into UNCW was 48 transfer hours for the transfer students admitted in Fall Complete and submit online Extension (RN to BSN) student application indicated in the required short essay that you are a RIBN candidate, non-refundable $60 application fee, and advanced placement standardized test scores if applicable 4. Transfer application deadline is March 1 for fall admission ADMISSION TO RIBN PROGRAM 1. Complete online application for UNCW. First Year student Transfer student 2. Following notification of acceptance of admission to UNCW, complete the application process for CFCC. Submit a free, online application to Cape Fear Community College. Please be aware, this is not an application to Wilmington RIBN or any other Health Science program) Declare your major at CFCC as Pre RIBN Submit official high school and college transcripts to CFCC. The Wilmington RIBN coordinator will facilitate the process of receiving applicable documents from UNCW admissions office for example, official student transcripts, application, official SAT or ACT scores. 3. Once you have received a letter of acceptance from UNCW and CFCC, applicant must notify the RIBN Advisor, Celeste Connelly, cconnelly@cfcc.edu apply to the Wilmington RIBN program by April 1,

5 Application to RIBN 1. Attend an information session. Information sessions are being offered to share information about the RIBN program and application process. Dates are as follows: Thursday, October 25, :30 pm 6:30 pm Room L-305 Tuesday, January 22, :30 pm 6:30 pm Room L Meet with the Wilmington RIBN advisor during the application period to complete the Intent to Apply form and schedule an appointment to take the Psychological Services Bureau (PSB) Exam. The Intent to Apply form is not an application to the Wilmington RIBN Program. PSYCHOLOGICAL SERVICES BUREAU (PSB) NURSING ADMISSIONS TEST Students who meet the minimum requirements will schedule an appointment to take the PSB Nursing Admissions exam during the application period. Nursing applicants may take the PSB one time per application period. More information about the PSB will be provided when the applicant is scheduled for the PSB. There are several resources that can be used to help prepare for this exam such as a dictionary, 8 th grade arithmetic textbooks, high school science textbooks, GED Study Guide, SAT Study Guide, and the ARCO Nursing School & Health Science Entrance Exams by Marion F. Gooding, R.N., Ph.D. The CFCC Learning Lab (910) offers resources to help prepare for the PSB. A study guide for the PSB Exam can be accessed at: (use lower case letters). A $25.00 fee will be charged to take the Registered Nurse PSB exam. Applicants must appear in person at Cape Fear Community College. The PSB exam fee must be paid by check, cash or credit card at the time the PSB exam is scheduled. If there are circumstances beyond the applicants control and he/she misses the scheduled test date and provides documentation of the extenuating circumstance, the Director of Counseling MAY choose to issue a Stand By Pass for testing. A Stand By Pass does not guarantee admission to the test; Admission to the test may be determined by seat availability. In order to apply to the RIBN Program, a student must meet the minimum score requirements on the PSB of the 30 th percentile in each of the following six (6) areas: Verbal, Arithmetic, Non-Verbal, Spelling, Reading Comprehension, and Natural Science. Those who have taken the PSB in previous years should be aware that only those scores from the two most recent attempts within the last 5 years will be considered. The highest score in EACH AREA will be considered for points. NURSING SELECTION PROCESS Qualified RIBN applicants will be ranked based upon PSB scores and the students with the highest PSB scores will be accepted. If two or more students have the identical scores, the date that the Intent to Apply Form was completed in the Counseling Office will be the determining factor. 5

6 SPECIAL NOTES: BIO 168 and BIO 169 must have been taken in the last five (5) years of start date of the second year of the RIBN program. Humanities/Fine Arts Elective: This requirement may be met by taking any Humanities or Fine Arts elective that states in the course description that This course has been approved to satisfy the Comprehensive Articulation Agreement for transferability as a pre-major and/or elective course requirement. This course may meet the SACS humanities/course requirement for AGE, AAS, DIP, or CER programs. (See Course Descriptions on pg 212 through pg 331 of the catalog.) If choosing a foreign language, the elective must be a third level course; i.e. FRE 211, GER 211 or SPA 211. All applicants who meet the minimum requirements in all six (6) areas will be invited in to discuss their ranking with a counselor. APPLICANTS WHO FAIL TO ATTEND THIS MEETING, WILL WAIVE THEIR RIGHT TO CONTEST THEIR ranking. Applicant s ranking is confidential. To protect your privacy, ranking will not be discussed on the telephone. You will receive an official copy of your scores 3 to 5 days after you complete the PSB exam. If you have met the minimum scores of the 30 th percentile in the six required areas, you will be invited to review your point count assessment after the application deadline and after all point counts are completed. You should expect to hear from the Counseling office late April of NOTIFICATION PROCEDURE Ten new students may be admitted to the RIBN Program each fall semester. Alternates are admitted to the program only if someone who was originally accepted declines the offer of admission or if someone who was originally accepted becomes disqualified (refer to disqualifying factors). A. PROGRESSION POLICY Students admitted to the RIBN Program must achieve or have achieved a C in each course in the curriculum in order to progress semester by semester. Grading Policy A Excellent B Good C Average D Poor Credits in the RIBN Program are determined as follows: Class 1 hour credit for each hour class Lab 1 hour credit for three hours lab Clinical 1 hour credit for three hours lab A semester credit hour is equivalent to 16 hours of classroom instruction or 48 hours of laboratory or clinical instruction. 6

7 B. PHYSICAL AND COGNITIVE EXPECTATIONS OF A STUDENT NURSE Nursing is a practice discipline with cognitive, sensory, affective, and psychomotor performance requirements. For purposes of nursing program compliance with the 1990 Americans with Disability Act, a qualified individual with a disability is one who, with or without reasonable accommodation or modification, meets the essential eligibility requirements for participation in the nursing programs. If a student believes that he or she cannot meet nursing program requirements without accommodations, the Disability Support Services office will determine on an individual basis, whether or not the necessary accommodations or modifications can be reasonably made. Further information regarding the physical and cognitive expectations of a student nurse and CORE performance standards may be found in the student policy manual for nursing. CFCC provides reasonable accommodations to otherwise qualified students with disabilities, as long as such disabilities, as determined on a case-by-case basis, do not preclude the student from meeting the qualifications considered essential to the program. The essential functions (Core Performance Standards) are listed below. Responds to patient in need. Observes patient/client responses (i.e. detects changes in skin color). Draws correct quantity of medicine in syringe. Tactile Tactile ability sufficient for physical assessment Perform palpation, functions of physical examination and/or those related to therapeutic intervention, e.g. insertions of a catheter 7

8 C. DISQUALIFYING FACTORS Students may be denied admission to or continuation in the nursing programs for any of the following reasons: A. Physical or emotional health, which indicates impairment in ability to provide safe nursing care to the public. B. Conduct not in accordance with the standards of a registered nurse: 1. has given false information or has withheld material information; 2. has used any drug to a degree that interferes with his or her fitness to practice nursing or that the individual has deceived or defrauded the public. 3. has used any drug to a degree that interferes with his or her fitness to practice nursing; 4. has engaged in conduct which endangers the public health. Accepted applicants will be required to take a nine (9) Panel drug screen and a criminal background check prior to starting the program. The college follows agency protocol regarding drug screening and criminal background checks. Without access to the clinical facilities, students will be unable to satisfactorily complete the nursing courses. Students who register for nursing classes after acceptance and then withdraw before classes begin or during the first semester will be given the opportunity to apply ONLY ONCE MORE. D. LEGAL LIMITATIONS OF LICENSURE Students who enroll in the Associate Degree Nursing Program should be aware that the application for licensure at the completion of the program might be denied or restricted by the North Carolina Board of Nursing for the following reasons: The student practiced fraud or deceit in attempting to procure a license to practice nursing. The student has been convicted of a misdemeanor/felony (excluding a minor traffic violation). The student is mentally or physically incompetent or uses any drug to a degree that interferes with fitness to practice nursing. The student engages in conduct, which endangers the public health. 8

9 NORTH CAROLINA BOARD OF NURSING LICENSURE APPLICATION WITH PRIOR CONVICTIONS AND/OR DISCIPLINARY ACTION As the regulatory agency, the Board of Nursing does not become involved in reviewing the applicant s conviction record until such time as application is made to take the national examination. On the application, the question is asked whether or not the applicant has ever been convicted of a misdemeanor/felony. If the response is yes, a certified copy of the criminal record and a detailed written explanation must be submitted. In addition, as of January 1, 2002, criminal background checks including fingerprints are required. Review of the record is made by the Board staff in accordance with guidelines established by the Board. The applicant may take the exam as scheduled; however, the license may or may not be issued upon passing the exam. After the Board staff reviews the record, one of several actions may occur. 1. There may be a request for additional information 2. The license may be issued once the exam is passed. 3. The applicant may be notified that it will be necessary for him/her to appear before the Board of Licensure Committee. This may be necessary if: A felony conviction occurred after the applicant entered the nursing program The conditions of the conviction have not been satisfied The type and/or number of convictions bring into question the applicant s ability to safely and competently practice nursing If an appearance before the Licensure Committee is required, the committee will make a decision and one of several actions may be taken. 1. The license is issued when the applicant is successful on the exam 2. The license is issued with a probational status and the applicant will be told the reason and will have the right to address the Board concerning the decision. 10 YEAR 1 WILMINGTON RIBN STUDENT INFORMATION BEGINNING CFCC Non Clinical year with foundation courses in Math, English, Foreign Language and the Sciences with one online class each semester with UNCW. YEAR 2 CFCC Nursing Clinical year with nursing and science course with one online class each semester with UNCW. For the fall of your second year, a criminal background check and drug screening may be required by certain clinical sites for students entering Cape Fear Community College. These screenings will be conducted at the student s expense by a professional and independent vendor. Prior to entering the second year of the RIBN program, the 10 selected students will be notified when to complete the following information: 1. Medical Reports All completed health/medical reports must be received by the specified date noted in acceptance letter. 2. Drug Screen Nine (9) panel urine drug screen is mandatory. Methadone will be included in the urine drug screening. Testing positive on the drug screening, or evidence of tampering with a specimen, will disqualify a student from participation in the clinical assignment, thus result in dismissal from the ADN program.. Information on obtaining a drug screen will be provided at orientation. For further information, students should see the Drug and Alcohol Policy in the CFCC Student Handbook (pgs ). For all WILMINGTON RIBN students, a twelve (12) panel urine drug screen will be required by UNCW prior to entering year 4 baccalaureate nursing courses in the RIBN curriculum. 3. CPR Students must also submit documentation of current CPR certification. Certification must be current two-year CPR certification for health care providers (must include infant, child and adult). No online courses accepted. 4. Criminal Background Check Clinical sites require a drug screening and a criminal background check prior to allowing students into the clinical setting (Any associated fees will be the responsibility of the student). In addition, certain criminal activity, as evident by a criminal background check may also disqualify a student from clinical participation. Please be aware that failure to participate in a clinical assignment based on either the drug screening or criminal background check will result in dismissal from the Associate Degree Nursing Program. For all WILMINGTON RIBN students, criminal background checks will be required by UNCW prior to entering year 4 baccalaureate nursing courses in the RIBN curriculum. 10

11 Information on obtaining a criminal background check will be provided at orientation. All documents that you submit with your application for WILMINGTON RIBN must be true, correct and complete. Falsification of documentation may result in denial of admission or dismissal after admission. Admission criteria are subject to change from year to year. COMPETITIVE READMISSION POLICY The following readmission policy applies to students who receive an unsuccessful grade in the Wilmington RIBN program, or who voluntarily withdraw from the program. Unsuccessful grades are defined as D, F, or WF. 1. If you receive an unsuccessful grade in the Wilmington RIBN program, you may not proceed to any subsequent course, which has the course in question as a prerequisite. You must repeat the course in question before proceeding to the next higher course in the program. 2. Most Wilmington RIBN courses are offered only once annually. 3. Students who receive an unsuccessful grade in the Wilmington RIBN program will be required to meet with the Wilmington RIBN Student Success Advocate for specific readmission guidelines. 11

13 Special note regarding Financial Aid: The Financial Aid office monitors a policy that is based on federal regulations that establishes a maximum time frame for completion of a program of 150 percent of the published length of an educational program. This means that as a student majoring in Pre-Nursing or a Pre- Health Science program, you will need to pay careful attention to the number of hours you attempt prior to actual admission into your program of choice. Depending on the number of hours that you have attempted prior to admission into Nursing or a Health Science program, you may not be eligible for enough financial aid to complete the program after you have been admitted. To make sure you understand this policy and that you plan ahead in order to use your financial benefits in a wise and timely manner, please consult with the financial aid office located in the Galehouse building (Downtown) or the McKeithan Center (North Campus). UNCW Tuition Payment Notice RIBN students will be responsible for paying UNC-W tuition and fees and bookstore purchases from personal funds in advance of the UNC-W payment deadline and in advance of receiving financial aid funds from CFCC. The amount of each semester s financial aid award processed by CFCC will be based on CFCC costs and will include the total number of registered credits at both CFCC and UNC-W. However, because CFCC releases excess financial aid checks during the sixth week of each semester, these funds will not be available to satisfy UNC-W charges before the UNC-W payment deadline.
