5 1. INTRODUCTION / BACKGROUND As an NHS Foundation Trust our main purpose is to provide excellent, effective diagnosis, care and treatment to people who use our services. In order to do this, patients, visitors, members of the public, partner organisations, and patient groups need to see us as competent, respectful, professional, trustworthy, safe, reliable and caring. This is in part promoted by our appearance. This has highlighted that there is a need for an overarching Uniform & Dress Code Policy, which sets out the principles and criteria that are the basis of the Trust approach and should inform all local uniform and dress codes. 2. PURPOSE The purpose of the policy is to instruct all Trust staff, doctors, volunteers, agency and contracted staff and students / trainees of the standard of dress appropriately for their role/s in accordance with the principles and practice set out in this policy. 3. SCOPE OF POLICY The Policy applies to all Trust staff. 4. DUTIES & RESPONSIBILITIES Duties within the Trust 4.1 Chief Executive The Chief Executive has overall responsibility for the strategic and operational management of the Trust; ensuring suitable procedures are in place for the development of policies/guidelines which assist the Trust in complying with its legal, statutory requirements and good practice. 4.2 Deputy Directors of Operations, Deputy Medical Directors, Deputy Directors of Nursing, Head of Midwifery, Heads of Departments, Specialty Managers, Heads of Nursing, Matrons, Lead Clinicians, Senior Sisters are responsible for Ensuring that all employees comply with this policy. To challenge any employee who is not compliant and manage the situation to ensure compliance. Completion of a uniform request form (Appendix 1) is completed and submitted to the linen room on acceptance of a post. Discussing and gaining agreement of a change or implementation of uniform with the Deputy Director of Nursing and Associate Director of HR. Discussing and agreeing funding for the implementation of uniforms in a previous non uniform wearing area of the Trust. 4.3 Deputy Director of Nursing is responsible for Reviewing this policy in partnership with the Associate Director of HR from a uniform perspective. Providing guidance to Heads of Departments on uniform change / implementation. 4.4 Associate Director of Human Resources is responsible for Reviewing this policy in partnership with the Deputy Director of Nursing from a dress code, equality and diversity perspective. Provide guidance to Heads of department on dress code and uniform issues in relation to aspects involving equality and diversity issues, managing individual members of staff who are unwilling to comply to this policy. 6 Assessing staff or applicants who wear a veil to establish if their communication is affected (see 5.1.6) 4.5 Linen Room Staff are responsible for Ordering the uniform or replacement uniform on the receipt of a completed uniform request form (Appendix 1). Alerting the employee / employee s manager that the uniform has arrived at the Trust. To recycle returned uniforms, those that are in a suitable condition. To assist with any enquires on uniform delivery delays. 4.6 Members of Staff (including Agency Staff) who wear a uniform are Accountable to their manager to comply with this policy. Responsible for ensuring the uniform they wear is clean, well presented and in a good state of repair. Not to wear long sleeved garments under the uniform. Short sleeved t-shirts and vests are permitted but must be v necked and with no design / logo visible through the uniform. Not allowed to wear the uniform beyond Trust premises if not engaged in Trust business. Where available, changing facilities should be used. Staff may travel to and from work in their uniform (this does not include scrubs) but the uniform (tunic / dress) must be fully covered regardless of the weather (RCN, 1999, DH, 2010). To wear their Trust ID badge at all times and it must be visible to all. A full list of Trust uniforms can be found in Appendix Members of staff (including Agency Staff) who wear theatre scrubs are Accountable to their manager to comply with this policy. Responsible for ensuring the uniform they wear is clean, well presented and in a good state of repair. To have all scrubs laundered and provided through the Trust linen services. Not to wear long sleeved garments under the uniform. Short sleeved t-shirts and vests are permitted but must be v necked and with no design / logo visible through the uniform. Not to wear theatre scrubs beyond Trust premises. Not to wear theatre scrubs outside of theatres (including retail and restaurant areas) unless attending to a patient in another area of the hospital. 4.8 Members of staff who do not wear a uniform or scrubs are Accountable to their manager to comply with the dress code aspects of this policy. SUBJECT MATTER OF POLICY 5.1 Uniform & Dress Code The policy recognises that employers have reasonable expectations that their employees appearance will support and promote the values and aims of the organisation. At the same time it takes into account employees expectations that they will be valued as individuals All forms of dress, whether or not a uniform is required must: Comply with infection control policies in clinical areas and in particular must facilitate effective hand washing as per Hand Hygiene Policy. Any members of staff engaged in direct patient care or hygiene related roles must wear short sleeve clothes or uniform, or be bare below the elbows. Comply with Health and Safety Policy. Support good communication between staff and patients, carers and visitors. Support a secure and safe environment. Be respectful and reassuring for patients, carers and visitors. Maintain the dignity of staff and patients. Respect religious requirements, provided this does not conflict with Trust Policy & Procedures Promote the Trust as a professional organisation Professional Image Trust staff are ambassadors for both the organisation and their profession. It is therefore imperative that they adhere to the policy, by setting a good personal example and by supportively challenging colleagues who are not following the Trust policy All staff have the authority to challenge any member of staff (regardless of the area they work in) if they are not adhering to the Royal Surrey County Hospital Uniform & Dress Code Policy and bare below the elbows procedure (Hand Hygiene Policy). Professional image presented by Trust staff is an important component in the way in which staffs are regarded. Staff should project a professional image to encourage public trust and confidence (RCN 2005, DH, 2010). The following sections regarding hair, cosmetics, perfume, aftershave and jewellery are applicable to all staff who work in a clinical environment or enter a clinical environment as part of their role. 9 5.1.4 Hair, Tattoos, Cosmetics, Perfume /Aftershave and Jewellery Policy Rationale Hair colour to be natural (not pink, green, blue etc) Hair must be clean, neatly styled, and securely fastened off the face and collar. Ponytails and plaits (including extensions and hair pieces) must not be hanging down over the shoulder, but should be pinned up. Fastenings should be discreet without adornment. Headscarf/head-dresses can be worn if required for religious obligations, but should be short length, plain coloured (with no tassels and pinned back to prevent them falling over the shoulder). A clean one should be worn each day. Promoting and supporting professional image Hair carries high levels of micro-organisms including staphylococcus aureus which may be readily transferred to the hands and uniforms of wearers on contact. Sharp points, ribbons, scarves and hats are an infection and safety risk. Any exceptions of this for cultural reasons should be discussed with the individual and the line manager. should keep beards / moustaches neatly trimmed, or be closely shaven. Perfumes, aftershave and make-up should be discreet. Patients / clients may find strong smells nauseating One plain flat wedding band ring is permissible. Flat ring if worn, should be cleaned underneath each time hands are washed. Other rings are not permissible. Necklaces must not be worn. Any jewellery, which dangles, must not be worn. One pair of plain non-stoned studs may be worn in the ear lobes. Wristwatches, bracelets, nasal studs and any other facial jewellery must not be worn. Medic alert jewellery should be cleanable, plain, discreet and not worn on the wrist. Line manager should be aware of medic alert. Body piercings that are visible must be removed Hand hygiene Policy- Jewellery has been found to harbour micro-organisms. Studs or rings through the skin can also introduce infection for the wearer and thereby be a source of infection risk to patients. Rings with stones can scratch patient s skin & stones may become dislodged. Loose jewellery is a safety risk to the wearer. This is in line with the Trust Health and Safety policy. Reduce Infection risk. Ensure individuals safety if allergy occurs. Promoting and supporting professional image Finger nails should be short, clean and without nail varnish (including clear nail varnish). Micro-organisms are readily harboured under nails and shorter nails are easier to clean. Nail varnish chips thus contributing to cross infection. No false nails should be worn. 10 handling procedures. Tattoos that are visible must be covered up where possible if they may cause offense to patients, relatives or other staff. Professional judgement should be utilised. Promoting and supporting professional image Staff Identification and Badges Policy Rationale The Trust requires that all staff wear and have visible an official photo identification card name badge at all times whilst on duty, clipped on. Staff who wear uniforms Whilst in uniform, the photo ID badge should be visible to ensure clear view for patients. Staff who do not wear a uniform Non clinical staff may wear the ID security badge on a Royal Surrey County Hospital or trade union issued lanyard Lanyards If worn in clinical areas lanyards must be visibly clean. When undertaking hands on clinical patient care ID badges (on lanyards) must be tucked into clothing / pockets to avoid touching the patient with lanyard or ID badge. For easy identification of Royal Surrey County Hospital employees, for the protection of patients and members of the public. To avoid identification theft and maximise security. Royal Surrey issued lanyards are deemed corporate, unified and meet the safety requirements (in case pulled) This is to protect the patient, so they will not be hit by the lanyard and badge and meet the safety requirements of staff (in case pulled) Staff who wear uniforms Staff may wear two other badges only: their training badge and a union or professional organisation badge. No other badges are permitted. Badge wearing should be minimised, as they may not only injure patients but also the wearer. All staff should ensure that when moving or handling patients any badge worn does not cause injury to themselves or the patient Wearing of a veil To ensure effective communication, clothing which covers the face is generally not permitted for any staff in contact with patients, carers or visitors, nor for staff in other roles where clear face to face communication is essential. Staff in areas who wish to wear a veil for religious reasons when they are not working e.g. during breaks, walking Date of Ratification: January 2014 Page 7 of 24

11 around the Trust, visiting the dining room may do so. However, they must remove the veil for checking against their photo ID badge on request. Where there is disagreement about the impact on effective communication it is good practice for staff from Human Resources to assess the effect before reaching a final decision Religious symbols and medical safety alerts Religious symbols may be worn discreetly provided they comply with health and safety, infection control, bare below the elbows and uniform & dress code policies 5.2 Laundering of Uniforms All elements of the washing process contribute to the removal of micro-organisms on fabric. Detergents (washing powder or liquid) and agitation release any soiling from the clothes, which is then removed by sheer volume of water during rinsing (DH, 2010) Washing with detergents at 30ºC will remove most gram positive micro-organisms, including all meticillin-resistant Staphylococcus aureus (MRSA); and a 10-minute wash at 60ºC is sufficient to remove almost all micro-organisms (DH, 2010). It is therefore recommended that uniforms are washed separately from other garments. Ironing or tumble drying has infection control benefits through thermal disinfection as well as professional ones Laundering of scrubs and lab coats All scrub uniforms worn in X-Ray, theatres, SCBU, DSU and SSSU, lab coats and yellow do not disturb tabards should be laundered through the trust laundry service Laundering of soiled uniforms and scrubs Uniforms and scrubs soiled with blood or body fluids should not be worn or taken outside the immediate work area unbagged. If a uniform or scrubs are accidentally soiled with blood or body fluids it should be changed immediately. It should be put in to a Red Soluble Bag, then into a Clear Polythene Bag with a Return to Sender Linen Form highlighting the name of the member of staff and their work location (please refer to Bagging Procedure for Linen). It should then be delivered to the linen room. The Trust will provide a temporary replacement uniform, if available or scrubs to ensure the member of staff s dignity while at work. Staff can claim tax relief for laundry costs of uniform or clothing worn in the delivery of patient care. Please contact your tax office, payroll or trade union for advice. 5.3 Dress code Staff whose usual role or activity on any particular day does not require uniform are expected to be equally conscious of the need for a professional appearance whilst ensuring that their clothing is of a protective nature. It should reflect the principles of professionalism, tidiness and safety and not be seen to be provocative or offensive. This includes staff that are contractors, agency or on clinical / work experience placement and staff with honorary contracts All own clothing should be modest with no low cut tops, plunging necklines, short cut or cropped tops with revealing midriffs or underwear, see through garments or miniskirts. 12 5.3.2 Casual clothing such as jeans, leggings, jogging bottoms, combat trousers and cropped vest tops are not acceptable nor are footwear which poses a health and safety risk If entering a clinical area, you should ensure you are bare below the elbows (Johnson 2007, Hand Hygiene Policy, 2009) and adhere to the sections of this policy related to shoes, jewellery, hair and make- up (DH, 2010) Generally hats should not be worn unless they are part of a uniform. However in order to meet religious requirements, head covering may be worn and must be a clean one each day. Examples include turbans, head scarves and skullcaps. Staff who work outside may wear a plain sunhat or winter hat, depending upon the seasons. 6. TRAINING There are no training requirements for the objectives of this Policy. However, some aspects are covered in Trust Infection Control training. 7. IMPLEMENTATION No action plan applicable as systems already in place. 8. MONITORING COMPLIANCE WITH & EFFECTIVENESS OF THIS POLICY The effectiveness in practice of all procedural documents should be routinely monitored (audited) to ensure the document s objectives are being achieved. The process for monitoring compliance to this policy will be captured through; 1. Deputy Directors of Operations, Deputy Medical Directors, Heads of Departments, Speciality Managers, Heads of Nursing, Matrons, Lead Clinicians and Senior Sisters to address non compliance to the policy with the individual member of staff in real time. To monitor improvement and address continued non compliance via Trust policies and procedures. 2. Bare below the elbows audits and action plans to meet compliance. All audits will be submitted to the Trust audit department. 9. REVIEW, RATIFICATION AND ARCHIVING The policy will be reviewed every 3 years or earlier if national policy or guidance changes are required to be considered. The review will then be subject to approval and re ratification. The author or Central Policy Officer is responsible for ensuring that archive copies of superseded working documents are retained in accordance with the Records Management: NHS Code of Practice, 2009, refer to Policy Development and Management: including policies, procedures, protocols, guidelines, pathways and other procedural documents. Persons requiring access to an archived policy must contact the Central Policy Officer or the Company Secretary and provide them with the document title, name of author, ratification date and the version required. In addition, an electronic version of this is available on TrustNet under outdated policies. 10. DISSEMINATION AND PUBLICATION Dissemination of the final policy is the responsibility of the author. They must ensure the policy is uploaded to the Trust s Central Library (TrustNet) either via their Local Policy Officer or submitted directly to the Central Policy Officer. 13 The Head of Marketing and Communication is responsible for the trust-wide notification of existence of the policy. DDO s, Clinical directors, Specialty Business Unit (SBU), or supporting services management teams, Ward Sisters/Charge Nurses and Heads of Department are responsible for distributing this policy and ensuring that all staff under their management (including bank, agency, contracted, locum and volunteers) are aware and understand the policy. 11. EQUALITY IMPACT ANALYSIS The author of this policy has undertaken an Equality Impact Analysis and has concluded there is no impact identified. The analysis is available via the Central Policy Officer. 12.
