1 MINUTES David Thompson Health Advisory Council Thursday May 12, :00 p.m. to 4:00 p.m. Conference Room, Stettler Hospital & Care Centre, Stettler Council Members: Alberta Health Services: Public: Regrets: Sandy Doze, Chair, Terry Johnston, Vice Chair, Heather Donald, Janice Lockhart Kerry Bales, Andrea Jackson Five Dr. Evan Lundall, Cathy McDonald, Sharel Shoff Agenda Item Discussion Action Site Tour Diane Palmer, Site Manager, Stettler Hospital and Care Centre, provided council with a tour of the facility in Stettler. Welcome and Introductions Sandy Doze, Chair, welcomed everybody to the meeting. Introductions were made by everyone in attendance. 1. Approval of Agenda Moved by Terry Johnston that the agenda of Thursday, May 12, 2016 be approved. MOTION CARRIED. 2. Approval of Minutes Moved by Heather Donald that the minutes of Thursday, March 10, 2016 be approved. MOTION CARRIED. 3. Presentations 3.1. Fentanyl Update Andrea Thain Liptack, Director, Primary Care & Chronic Disease Management Andrea Thain Liptack presented the following updates about fentanyl use in Central Zone: An overview of what naloxone is and the target population for its use, The Central Zone plan revolves around reactive distribution through emergency departments; and proactive distribution though prescribers and/or dispensers in the community, As of March 15, 21 out of 29 emergency departments in the zone are

2 Central Zone Alcohol & Drug Rehabilitation Services Stacy Hodgson, Director, Community Addiction & Mental Health, Central Zone Darlene Gartner, Program Manager, Community Addiction & Mental Health providing take home naloxone (THN) kits, Community access is through pharmacists, public health, and emergency departments, A media release yesterday indicated there is now third party access to the kits from the emergency room. This means a partner or parent can pick them up for use on a relative. Stacy Hodgson and Darlene Gartner added to the presentation by providing information on Community Addiction and Mental Health Services in Central Zone. An overview was provided of who is affected by mental health and who is affected by substance abuse and addiction. Community Addiction & Mental Health services in Central Zone are divided by North, East, Red Deer and South. There are 350 employees providing services in the zone via co-located offices (both addiction and mental health services provided) and independent offices. Addictions services include both prevention and treatment. These services are available to all ages and include access to consultation, referral, assessment, therapy, specialized services and education. Information was included about the Tobacco Reduction Strategy Old Business 4.1. Business Arising from the Minutes of March 16, 2016 Below are the action items from the minutes of March 16, 2016: Andrea to connect with site managers to determine local advertising avenues. Ongoing. Andrea and Kerry to formalize a process for committee work for council. Andrea sent an example document to Kerry April 18. It will be discussed further in coming months. Ongoing. Andrea to find and provide contact information of Leona Thoroughgood, former member who resides in Stettler, to invite to May meeting. Sandy will then connect with Leona. Complete. Andrea to values statements to council. Complete. Request an update from Sharel re: dissemination of information to Mayor Yemen in Drumheller from January meeting. Complete. 2 P a g e

3 HAC to connect with Addiction and Mental Health PAC to show support for bringing Empathy Project back to Red Deer area. Sandy will connect with AMH PAC chair at May 4 meeting. No timelines for implementation as yet. Council will maintain contact and determine course of action in the future. Long range planning core committee. Who wants to sit on this? On hold. When planning resumes; council will be asked for representation. Central Zone Staff Medical Association - their forum is twice a year and members will continue attending. If there is need for committee work, Sandy will ask council who wants to sit on this committee. Ongoing. Andrea to invite Stettler Town Council to May meeting. Complete. 5. New Business 55.1 Central Zone Executive Leadership Update Kerry Bales, Chief Zone Officer, Central Zone Kerry Bales provided the following updates: There has been a robust provincial response to the Fort McMurray wildfire situation, including from Central Zone; There has been a significant response of volunteers in Central Zone for the wildfires, ready to go at any time; Sundre Long Term Care Status Update Reiterated that beds are not being lost with the opening of the new continuing care centre. The community would like consultation with AHS about what the old space will be used for. Kerry advises the space could be used for restorative beds which would allow for flexibility to move people in and out on an ongoing basis. Everyone in the current facility who moves to the new facility will have their needs met; Red Deer after the recent water release event, AHS shifted many of the hospitals procedures to rural sites, including Stettler. This demonstrated there is capacity in rural areas to pick this type of workload up, if needed. All operating rooms at the Red Deer Hospital are now up and running, sooner than anticipated. Three final in-patient rooms will be ready shortly. The waitlist focused on critical cases first, then non-life threatening cases. Some capacity was lost during the closure procedures. 3 P a g e

4 AHS is considering options to attend to these procedures in a timely manner. Sylvan Lake re: urgent care, the goal is to look at extended hours within the existing facilities, not to open a new centre. AHS is working with government to determine what can be done. Kerry anticipates there will be further conversations over the summer with the community and he will be talking with Susan Samson, Chair, Sylvan Lake and Area Urgent Care Committee, next week. 5.2 Performance & Planning Joyce Buzath Director System and Service Planning, Central Zone, Planning and Performance Leann Meronek Senior Planner, Planning and Performance 5.3 Council Member Roundtable & Voices of the Community Joyce advised that AHS is in the process of working on its objectives. The Planning and Performance team would like input from each council on what they recommend as priority objectives. Once Planning and Performance has completed its consultation with various groups within AHS they will collate the data to bring forth as priority objectives. There will be new measures developed that will be linked to priority actions of AHS; There are four goals - patient experience, health outcomes, our people, financial health; Council would like to focus on patient experience (access) and patient and population health; Council is asked to provide input on the priority issues from within their communities and Joyce will collate the responses at a later date; and, An example provided was to decrease time spent on non-urgent ambulance transfers in rural areas (efficiency). How do we have services in the right place in the right time? How are we using our services optimally and also considering staffing? This area of focus could be financial and one could be accessibility. Sandy Doze David Silverstone, Workplace Health and Safety, requested David Thompson HAC membership participation in a surgical wait times engagement session that took place on May 10 in Edmonton. Sandy participated as a judge at the Transform-athon. The purpose was to gather ideas about surgical wait times. The event was a success as numerous ideas were generated. Joyce will submit a summary to council of the work captured today. Council will work within the next two weeks or so to complete follow-up as needed. 4 P a g e

5 Janice Lockhart Minister of Seniors and Housing, Ms. Lori Sigurdon, has advised that Wetaskiwin will receive a Points West Living, supportive living complex. Heather Donald Heather is quite pleased with the news from Kerry Bales about Urgent Care in Sylvan Lake. In addition, Heather is grateful for all that s being done with and for Fort McMurray due to the wildfires. Public One member of the public advised that the Town of Stettler hopes for more beds in its facility in the future. Another member of the public emphasized the hospital in Stettler is a great facility. When discussing efficiencies, Kerry Bales stated that Alberta has the lowest management numbers in the country. The public member suggested decreasing top management and increasing frontline workers as another possible solution. A member of the public acknowledged there are a number of hospitals in the Stettler area that face similar issues as that of Stettler. DRAFT - PENDING COUNCIL APPROVAL Two members of the public informed of a circumstance whereby a physician misread information that was input to NetCare. Since then the two people have worked to have the information corrected. This process is ongoing and not yet resolved. Council advised the family appeal the MRI reading. Kerry will connect with the public members present to get more information and see if he can help them get the problem resolved. Kerry to follow up with public members and will follow-up after the meeting Good News Stories from Council 5.4 Report from Council Chair, Sandy Doze Council of Chairs - May 4, See Janice Lockhart and Heather Donald s comments above The Council of Chairs will connect to the AHS board through the Community Engagement Sub-committee; Brenda Hemmelgarn, an AHS Board member, is Chair of the Community Engagement Sub-committee of the Board. 6 5.4.2 Community Meeting with Deputy Minister, Dr. Carl Amrhein April 8, Primary Care Networks, new group formation DRAFT - PENDING COUNCIL APPROVAL Recruitment to fill 100 vacancies is occurring for health advisory councils; The successful applicant for the position of President and CEO for AHS will be announced in June. Three David Thompson HAC members were in attendance, as well as Central Zone AHS leadership, local physicians, local Primary Care Network representatives and the Mayor of Sylvan Lake; The meeting started with a brief tour of the operating rooms that were impacted by the water event at Red Deer Regional Hospital After the tour, Dr. Amrhein provided a brief presentation then took questions. Primary Care Networks in David Thompson Health Region have formed a group that will look at issues and potential solutions, as well as share ideas and programs. Dr. Amrhein is interested in meeting with the new group as they represent both larger urban PCNs and smaller ones. 6. Advisory Council Officer Report Andrea Jackson, Advisory Council Officer Andrea advised council of the following: Recruitment information included current numbers, where we need to be, application deadline, and how members can help. Two public in attendance expressed interest in becoming a member. Andrea to provide public members with Expression of Interest forms. 7. Ideas for Future There were no new ideas presented at this meeting. Presentations 8.
