September 19, 2013 Eric Clark, MS, Safety Officer, Los Angeles County, Downey, CA Eric Clark earned his MS in Analytical Chemistry from Oregon State University. He is also a Certified Chemical Hygiene Officer and Certified Hazardous Materials Manager. He is currently working at the Los Angeles County Public Health Laboratory as the LRN-C Level-3 Coordinator, as well as assuming the duties as the Chemical Hygiene Officer and Safety & Compliance Officer. Prior to the LRN-C program, Eric worked as a hazardous waste inspector for the State of Oregon and conducted more than 500 inspections. Objectives At the conclusion of this program, participants will be able to: Explain the changes in the hazard communication in regard to specific criteria for classification of health and physical hazards, as well as classification of mixtures. Discuss the changes that suppliers and employers are required to provide on the new standardized label. Outline the specified 16 section format for the new Safety Data Sheets (SDS). Continuing Education Credit The Association of Public Health Laboratories (APHL) is approved as a provider of continuing education programs in the clinical laboratory sciences by the ASCLS P.A.C.E. Program. Participants who successfully complete each program will be awarded 1.0 contact hours. P.A.C.E. is accepted by all licensure states except Florida. She is generally credited with establishing the discipline of Occupational Medicine in the United States. The Brief History of the Hazard Communication Rule In 1970, the Occupational Safety and Health Administration (OSHA) was established to standardize worker safety in the US. Many states later created their own Occupational Safety agencies to include enhanced standards. 5 6

3 The Brief History of the Hazard Communication Rule On November 25, 1983, OSHA's Hazard Communication Standard (HCS) was first adopted in the United States with limited scope. On August 24, 1987, the HCS scope was expanded to cover all industries where employees are potentially exposed to hazardous chemicals. The Reason for the Rule Change Several countries around the world had their own labeling standards. So the US entered into a United Nations negotiation to help create a Globally Harmonized System (GHS). To be fully implemented by June 1, Three Changes Occurred Hazard classification: The definitions of hazard have been changed to provide specific criteria for classification of health and physical hazards, as well as classification of mixtures. Labels: Suppliers and employers are required to provide a standardized label. Safety Data Sheets (SDS): Will now have a specified 16-section format. Can include mixtures and organisms. [Not MSDS anymore.] The Transition Timeline for Suppliers June 1, 2015: Comply with all modified provisions of the final rule, but can still ship old stock with old labels until December 1, 2015: All manufacturer labeling must comply with GHS standards The Transition Timeline for Employers December 1, 2013: Train employees on the new label elements and safety data sheet (SDS) format. What suppliers labels must have June 1, 2016: Update alternative workplace labeling and hazard communication program as necessary, and provide additional employee training for newly identified physical or health hazards

E.g., Sulfuric Acid and Cyanide Salts both use the same pictogram, Acute Toxicity (severe) Corrosive And be careful about storing Corrosives based on the Pictogram Corrosive for ph means o Acid, LOW ph (< 2.0) and o Base, HIGH ph (>12.5) Acids and Bases both use the same Pictogram. Be sure to let everybody know about these kinds of incompatibilities
