1 KARNATAKA STATE NURSING COUNCIL Information furnished under RTI Act 2005 Section 4 (1) (a) :- OBLIGATIONS OF PUBLIC AUTHORITIES:- The required information as requested is provided with the available and maintained records. However, more information is available on the website of Karnataka State Nursing Council Section 4 (1) (b) :- OBLIGATIONS OF PUBLIC AUTHORITIES:- Section 4 (1) (b) i) The particulars of its organization, functions and duties: The Karnataka State Nursing Council was constituted in the year 1971 under the authority of Karnataka Nurses, Midwives & Health Visitors Act of The council is an Autonomous Statutory Registration Body for qualified Nurses, Midwives, ANM s and Health Visitors. Its functions are:- a) Regulating training programme of the Diploma, Graduate and Post Graduate Courses. b) Supervision of the practice of the profession by its Members. c) Granting recognition to the training institutions and periodical inspection there on, as the council is governing authority of physical and clinical facilities in almost all the nursing courses conducted in the institution. d) Prescribing syllabus and curriculum for various nursing courses. e) Registration and granting certificate to qualified persons to practice their profession. Section 4 (1) (b) (ii) :- The powers and duties of its Officers and employees: Duties of Registrars: Registrar Administration & Finance : 1) All matters of administration and finance of the nursing council. 2) Convening Nursing Council meeting 3) Registration, renewal 4) Recognition of Nursing Schools, Licensing of Nursing Establishment. 5) Legal matters. 6) Conducting Elections.

2 Nurse Registrar 1) All matters connected with the Examinations of General Nursing Midwife, ANM, Health Visitors etc. 2) Convening Examination Board Meeting & declaration of results. 3) Setting up of syllabus, conducting workshop & seminars and implementation of new syllabus. 4) Preparation of guides, curriculum and other rules of all nursing education, INC, prepared syllabus approval etc. 5) Issuing of examination certificates. 6) All other technical matters connected with nursing services and education in the state. 7) Defining the job responsibilities of each and every category of Nursing. 8) Admission Approval. Duties of employees: 1) Office Superintendent: Maintaining of Accounts of the Council + any other work assigned by the Council. 2) First Division Clerk: Allotting Registration Numbers, Renewal of Recognition of the institutions + any other work assigned by the Council. 3) Second Division Clerk cum Typist : Typing + any other work assigned by the Council. 4) Second Division Clerk: Verification of Foreign letters, giving applications + any other work assigned by the Council. 5) Class D : Tappal and class D work. Section 4 (1) (b) (iii) :- The procedure followed in the decision making process, including channels of supervision and accountability:- The Council meets under the Chairmanship of Director, Medical Education, Bangalore and take decision on the matters covered by its statutory functions. The President of the council is the Head of the Department. In the absence of President, Vice President shall exercise the powers and duties of President. The Registrar is Head of the Office Section 4 (1) (b) (iv) :- The norms set by it for the discharge of its functions: The norms followed to discharge the functions is bye-law of the Karnataka State Nursing Council and the Karnataka Nurses, Midwives & Health Visitors Act of Section 4 (1) (b) (v) : The rules, regulations, instructions, manuals and records, held by it or under its control or used by its employees for discharging its functions: Bye-law of the Karnataka State Nursing Council and the Karnataka Nurses, Midwives & Health Visitors Act of 1961.

3 Section 4 (1) (b) (vi) A statement of the categories of documents that are held by it or under its control: 1) Registration Files 2) Recognition. 3) Renewal of Recognition 4) General Administration & Accounts etc., Section 4 (1) (b) (vii):- The particulars of any arrangement that exists for consultation with, or representation by, the members of the public in relation to the formulation of its policy or implementation thereof: The council has got a elected body consisting of professionals in nursing field and the members nominated by the Government, they are the members of public represent in relation to the formulation of policy and implementing. Section 4 (1) (b) (viii) :- A statement of the boards, councils, committees and other bodies consisting of two or more persons constituted as its part or for the purpose of its advice, and as to whether meetings of those boards, councils, committees and other bodies are open to the public, or the minutes of such meetings are accessible for public:- The meeting is held by the council in its Board room. The minutes of such meetings can be obtained by public on making an application. Meetings are held according to Bye law 26 of the Karnataka State Nursing Council. Section 4 (1) (b) (ix) :- A directory of its Officers and employees: Registrar 1 post Nurse Registrar 1 post Office Superintendent 1 post First Division Clerk 1 post Second Division Clerk 1 post Second Division Clerk cum Typist 1 post Class D 1 post Section 4 (1) (b) (x) :- The monthly remuneration received by each of its officers and employees, including the system of compensation as provided in its regulations: 1) Registrar - Rs.16800/- + usual allowances as per govt rules in force. 2) Nurse Registrar - Rs.16800/- + usual allowances as per govt rules in force. 3) Office Superintendent - Rs.13,000/- + usual allowances as per govt rules in force. 4) First Division Clerk Rs.8600/- + usual allowances as per govt rules in force. 5) Second Division Clerk cum typist Rs.6500/- + usual allowances as per govt rules in force. 6) Second Division Clerk Rs.6000/- + usual allowances as per govt rules in force. 7) Class D - Rs.6950/- + usual allowances as per govt rules in force. Section 4 (1) (b) (xi) :- The budget allocated to each of its agency, indicating the particulars of all plans, proposed expenditures and reports on disbursements made; All the expenses are met by council fund.
