2 STePS What: A co-funded project by the Ministry of Social Affairs and Health and research institutes, starting from to Continuation to the STePS (1.0) project (monitoring digitalization of social and health care) STePS (1.0) data collection was conducted in 2014, before implementation of the ehealth and ewelfare 2020 strategy, prior to the introduction of national Kanta-services, before the social and health care-reform decisions data collection forms the next data collection point, reporting focuses on monitoring implementation of the strategy, implementation of national Kanta-services, production of information to support social and health care reform regarding status of horizontal and vertical information exchange / impacts in different regions / Hannele Hyppönen 2

How the situation has changed after 2014 To what extent do citizens use social and health care electronic services, what are the citizens' experiences, barriers and needs / willingness to use them? What is the current state of information systems and the capability of organizations to implement the national information system services in social care? How does the situation differ from the 2014 events? What are the use experiences of doctors and nurses of the patient information systems and national information services (their usability and utility), and how they differ from the 2014 situation? How should the monitoring information be made available so that the users can view the results dynamically, to be used in decision-making locally, regionally and nationally? Looks at the compilations of key data on 6 strategy subject areas (Citizen, professional, service system, management, infostructure) for ehealth status of own region compared to other regions. For each subject area, views availability, usage and benefits of different services and functionalities in primary and specialized health care and social care for own region compared to others for decisions on regional development foci. Views use, benefits and needs of e-services for citizens by citizen group in own region for decisions on development foci Looks at Citizen and professional usage and experiences of national eservices, differences by EHRsystem for development of national steering activities.
