1 TESTIMONIAL CLINICS PROGRAMME PROFESSIONAL DEVELOPMENT CENTERS FOR PSYCHOLOGICAL REPAIR AND TACKLING VIOLENCE Coping with Violence in Democracy Phase Two Announcement for the promotion of professional training centers to develop psychological recovery skills for victims of state violence from the "Testimonial Clinics Programme Professional Development Centers for Psychological Repair and Tackling Violence" Funded by the Amnesty Committee of the Ministry of Justice (CA/MJ) and the Newton Professional Development Programme managed by the British Council on behalf of the Department for Business, Innovation and Skills Eligible Organisations: Brazilian institutions previously selected by the CA/MJ to form Testimonial Clinics 1 on the second call for proposals by the Amnesty Commission of the Ministry of Justice / Amnesty Committee (Process No.: / ) in partnership with researchers institutions from the UK recognized in the fields of psychoanalysis, public and mental health, state violence and/or recovery. OVERVIEW This announcement is part of the Technical Cooperation Project between the Amnesty Committee of the Ministry of Justice (CA/MJ) and the British Council. The goal of the call for proposals is to select Brazilian institutions in partnership with institutions from UK to support the development of the "Testimonial Clinics Programme Professional Development Centers for Psychological Repair and Tackling Violence", funded in this second phase by the Newton Fund, hereafter referred to as the Professional Development Centers for Psychological Repair and Tackling Violence. Each proposal must contain one work plan agreed between one Brazilian institution (previously selected by the CA/MJ to form a Testimonial Clinic) and one institution from the UK (UK partner), 1 In 2012 the Amnesty Commission created the Testimonial Clinics Project. A pioneering initiative, the Testimonial Clinics represent a new step in the large programme of reparations that has been conducted in the Amnesty Commission and a first effort by the Brazilian State to mend and reintegrate to our history understood as both the individual stories of individual victims and the collective memory of society the psychological marks left by the serious violations perpetrated by repressive agents of the State, during the civil and military dictatorial period ( ). The psychological care, professional qualification courses, and production of inputs that serve as a reference to professional use in the treatment of the victims constitute the tripod of the Testimonial Clinics. However, the accumulated experiences and the knowledge acquired and produced by Testimonial Clinics over the last three years created a new challenge to benefit a greater number of people and to amplify the impact and the range of the project in order to benefit a larger public and address current local challenges. Considering all the reasons above, Testimonial Clinics Programme Professional Development Centers for Psychological Repair and Tackling Violence, are proposed in order to use the Second Stage of the Testimonial Clinics Reparation Programme as an opportunity to implement a Professional Development Project on Psychological Reparation for human rights violations in the present. 1

2 detailing the activities and how the necessary funds will be applied to achieve its objectives. Activities will take place in Brazil over a period of 24 months beginning in March 2016, at the Brazilian proponent institution. Each institution may host a Professional Development Center for Psychological Repair and Tackling Violence with the support of a UK partner, unless in the exceptional cases described in item 4.4. The proposal must be submitted all at once, in accordance with the online form available at 2. OVERVIEW OF THE FUNDING OPPORTUNITY This second announcement for the Programme will be funded by the Newton Fund through its Professional Development and Community Engagement funding line. The Newton Fund aims to promote the economic development and welfare of partner countries (eg. Brazil) working with the partner country to address the problems of vulnerable people around the world. It will do so through strengthening science and innovation capacity and unlocking further funding to support poverty alleviation The initiative is based on the principle that: i. The Brazilian government officially recognizes that, during the military dictatorship ( ), serious human rights violations victimized thousands of citizens. These violations persist to this day, as attested to by the National Truth Commission. ii. According to data from SIM/Datasus on deaths due to external causes, the murders of young people are a national public health issue and a serious violation of human rights, reflected in the silent and unbearable suffering of thousands of mothers, siblings and communities. iii. These violations leave serious psychological scars that need to be treated. Moreover, those exposed to situations of serious disregard for human rights tend to reproduce the violations suffered in a seemingly incurable cycle of violence. To break this cycle it is vital that those affected receive the appropriate psychological care to which they are entitled. iv. The Amnesty Committee, through the Testimonial Clinics project, has accumulated significant expertise in the psychological recovery of the victims of state violence. It is essential that every effort now be made to bring this vital knowledge to the highest possible number of professionals, particularly those currently dealing with victims of state violence. v. Human rights violations affect thousands of people across the country and it is only by training professionals from a variety of public and private institutions, with a special emphasis on health care professionals from the Unified Health System (SUS) and the Unified Social Welfare System (SUAS), that this public can be reached. vi. vii. The United Kingdom has substantial importance and tradition in the field of psycho analysis. Psychoanalysts such as Anna Freud, Alfred Adler, Melanie Klein, Wilfred Bion and Donald Winnicott were all decisive in the course of psychoanalytic theory and developed most of their work in London. With regard to public health, the UK National Health Service (NHS) has undoubtedly become one of the world s most successful experiences The partnership between the Amnesty Committee of the Ministry of Justice and the British Council - Newton Fund is therefore a unique opportunity to: (i). Bring the knowledge and expertise accumulated in the United Kingdom in the fields of psychoanalysis and public health to Brazil; (ii). Enhance the training undertaken by the Testimonial Clinics by adopting and disseminating the techniques and theories that underpin Psychological Recovery; (iii). Improve the efficiency of 2 2

3 psychological care for victims of state violence in democracy, breaking the cycle of violence and ultimately contributing to reducing the overall picture of human rights violations in Brazil. 3. OBJECTIVE 3.1. The objective of the Professional Development Centers for Psychological Repair and Tackling Violence is to: Broaden and deepen the psychological care offered to victims of human rights violations in Brazil by exchanging experiences and knowledge acquired by research in psychoanalysis and psychological recovery in the UK public health care system and research and in Brazilian Testimonial Clinics. To contribute to breaking the cycle of violence that victims are subjected to by implementing an extensive Professional Development Project in Psychological Recovery aimed at training different public and private health care institutions in the area of Psychological Recovery, focusing on professionals from the Brazilian Unified Health System (SUS) and Unified Social Welfare System (SUAS). Additionally, specialists from the UK have the opportunity to contribute and learn from a pioneering Brazilian policy vital to meeting human rights requirements that is also relevant for other Latin American countries, and possibly apply learning to situations of dealing with violence in the United Kingdom. 4. ABOUT THE CANDIDATES AND SELECTION PROCESS 4.1 The Professional Development Centers for Psychological Repair and Tackling Violence, funded by Amnesty Committee of the Ministry of Justice and the British Council - Newton Fund will be carried out collectively by Brazilian institutions (Testimonial Clinics) and institutions from the UK (UK partner). 4.2 The British Council will have an external panel of experts selected by an independent Brazilian research agency to assess the proposals. The British Council reserves the right to make the final decision about which centers will fund and how much to invest in each center, according to the feedback given by the external panel. 4.3 The CA/MJ must share with the British Council the assessment criteria used in the Public Procurement Notice and provide the necessary information to enable the external committee to assess proposals and the BC to select institutions capable of establishing the Professional Development Centers for Psychological Repair and Tackling Violence. 4.4 Should the British Council deem any of the institutions selected as Testimonial Clinics incapable of executing the Testimonial Clinics Programme Professional Development Center for Psychological Repair and Tackling Violence, or should any of these institutions not be interested in participating, the funds may be transferred to another eligible clinic up to a maximum of BRL 300, (three hundred thousand reais) per Professional Development Center provided it operates in more than one state of the federation and submit two suitable proposals. Alternatively, the British Council may reduce project funding proportionally The institutions approved by the CA/MJ as Testimonial Clinics that are selected as Centers by the British Council must carry out the activities of both projects collectively and simultaneously. 5. HOW TO PARTICIPATE 5.1 Each Brazilian institution (Testimonial Clinics) will submit a joint application with UK partner to host a Testimonial Clinics Programme Professional Development Center for Psychological Repair and Tackling Violence. 3

4 5.2 Each institution may host one Professional Development Center for Psychological Repair and Tackling Violence. Should an institution operate in more than one state, it may propose up to two centers, provided they are in different states. Organisations that host Centers in the same state where the clinics are based will be prioritized. The UK partner must support the Work Plan presented by the Clinic in writing. The selection process will focus on developing skills to care for victims of state violence in democracy and using UK experience for these programmes. 5.3 Applicants must submit (for each proposal): A Work Plan as stipulated in item 6 of the activities; Predicted budget for the activities, as per item 7; Predicted schedule for the activities, as per item 8; Supporting letter from the UK partner institution or specialist; Confirmation of capacity to manage budget, deliver activities and financial reports in time and in accordance with BC procedures. (Institution should upload reference document aiming to confirm capacity to manage budget, deliver activities and financial reports in time and in accordance with BC procedures. Accepted documents will be: atestado de capacidade técnica; other document evidencing the institution had previous experience managing similar budget (example: convênios with public institutions, grants from international organization); if management is outsourced please submit a document that attests credibility of the organization; if a person will be hired for that purpose please submit professional references). 5.4 Once the application has been submitted candidates will receive an confirmation with an identification number, which must be used in all communication with the British Council. Candidates who do not receive an automatic confirmation should contact the British Council at newton@britishcouncil.org.br. Eligibility criteria: Each proposal must have a principal applicant from Brazil (referred to here as the Main Brazilian Institution ) and another from the United Kingdom (referred to as the UK Partner ); The Main Brazilian Institution must be an institution previously selected by the CA/MJ to establish Testimonial Clinics, pursuant to the Public Tender Notice of the Second Public Announcement for the Amnesty Committee s Testimonial Clinics Project (Process No / ). The UK Partner must be an institution from the UK with a recognized background in psychoanalysis, public health, state violence and/or recovery; The UK Partner may be based at one of the following: - a non-profit higher education institution capable of conducting high quality research - a non-profit research organization capable of conducting high quality research - a non-profit hospital research center, capable of conducting high quality research - in exceptional cases, Non-profit organizations (including non-governmental NGOs) that are able to present a solid track record in high quality research The Principal Brazilian Proponent, referred to here as the Main Brazilian Institution, must be capable of administering the grant; 4

5 All proposals will undergo an external eligibility assessment. Please see Annex 2 for a complete list of the eligibility criteria. 6. ACTIVITIES 6.1. The Work Plan must include the following activities: i. Conception and execution, in partnership with specialists from the United Kingdom, of Professional Development Programmes in Psychological Recovery, such as: Long-term courses, workshops etc., that should be offered free of charge to professionals that deal with the psychological effects of state violence in democracy; Institutional supervisions, with a focus on the psychological effects of state violence in democracy, offered free of charge and preferably to public facilities; Clinical supervisions, with a focus on the psychological effects of state violence in democracy, offered free of charge and preferably to public facilities; ii. Conducting seminars during the project to assess and publicize the results, plan future activities beyond the funding period and disseminate the knowledge acquired from professionals in the Testimonial Clinics and others recognized in their field. iii. Producing printed and online publications with the knowledge acquired during the project, with a special focus on training health care professionals who deal with state violence in democracy; iv. Conception and execution, in conjunction with the UK partner, of innovative clinical devices for application in effectively caring for victims of state violence in democracy; v. Systematization of all the knowledge gained through the Testimonial Clinics and professional Development Centers that will be available to the Newton Fund and Ministry of Justice by irrevocable license; vi. Organization of Visits by Specialists in Mental and Public Health in Brazil and the United Kingdom, which will promote cooperation and the exchange of knowledge between Brazil and the United Kingdom on psychological recovery, public health and professional training initiatives The Professional Development Centers will be supplied by the institutions previously selected by the CA/MJ to form Testimonial Clinics via the Public Tender Notice of the Second Public Announcement for the Amnesty Committee s Testimonial Clinics Project (Process No.: / ). The Testimonial Clinics will: Develop and execute different professional training programmes, whose methodology and content will be informed by and shared with the Centers; Produce resources (articles, book, tool kits, audiovisual material, etc.) aimed at consolidating and disseminating accumulated knowledge. These supplies will be shared with the Centers, serving as possible didactic material for their professional development programmes; 5

6 Offer direct psychological care to victims of state violence, serving as an empirical field for the practical application of knowledge gained in the Centers. Hold three national two-day long meetings with the National Network of Testimonial Clinics in order to adjust common methodologies, articulate an integrated network, reflect on the implementation of public policy and systematize results. These meetings must also include three seminars of the Centers, stipulated in clause 3.1 above. Offer physical and institutional infrastructure for the Training Centers The Visit by Specialists in Mental and Public Health from Brazil and the United Kingdom will support a visit to Brazil by four specialists (UK partner), each of which will become a specialist for each of the four Professional Training Centers in Psychological Recovery, to: Devise, monitor and assess, in partnership with the Brazilian specialists, the Professional Training Centers in Psychological Recovery developed by the Centers: Devise, monitor and assess, in partnership with the Brazilian specialists, the clinical devices developed by the Centers. To that end, these experts will visit Brazil in three different phases: 1. Conception; 2. Implementation, execution and monitoring and 3. Systematization, assessment and closure, which includes future planning Programming the activities stipulated in items 4.1 and 4.3 must be in line with the objectives defined in item BUDGET AND FINANCIAL RESOURCES 7.1. In order to develop the Programme, the Amnesty Committee will conclude agreements with at least two civil society organizations pursuant to the Public Tender Notice of the Second Public Announcement for the Amnesty Committee s Testimonial Clinics Project (Process No.: / ), effecting an investment of up to R$ 2,000, (two million Reais) The Newton Fund commits to allocating institutions selected to establish the Training Centers the same funds provided to them by the CA/MJ for the Testimonial Clinics, with a limit of pounds per Center. 7.3 This support can cover: Travel and subsistence costs in line with Brazilian British Council policies (e.g. economy class travel) Short-term room hire for meetings, training events, seminars and conferences included within the training programme and additional costs pertaining to these activities (e.g. AV costs) Basic catering costs associated with events or meetings relating to the collaboration Publication costs and associated publishing and communications costs (including web page development by external providers, if appropriate) directly related to the training programme Human resources costs if essential, appropriate and relevant to the training programme including but not limited to: staff costs of temporary personnel dedicated to the training programme (not regular staff costs the costs of permanent staff or existing positions cannot be included) Other costs, including: o Essential equipment directly related to the training programme 6

7 o Consumables (including software licenses directly related to the training programme, for the duration of the programme) o Access to facilities or library services, or specialist analytical equipment The total value of these other costs should in principle not be greater than 5% of the total budget of the project (whichever is the greater) costs above that amount should be agreed on a case by case basis Bank charges for transfer of funds from the Lead Institution to partner institutions, to cover travel and other expenses 7.4 This support cannot cover: Staff times, payroll costs, or replacement costs for permanent or existing members of staff. Costs related to the long-term rental of physical infrastructure (e.g. office space, laboratory facilities) Tuition fees at academic institutions Bench fees Purchase or rental of office equipment Mobile phone rental or purchase Entertainment costs 8. In compliance with Brazilian legislation, the beneficiaries must provide the CA/MJ and the British Council with financial reports in accordance with CA/MJ regulations; the British Council will be solely responsible for monitoring the accounts of the Centers. The reports submitted by the beneficiaries will also be available to the Newton Fund and CA/MJ. 9.2 Grant agreements will include a requirement to fulfil a detailed Monitoring and Evaluation process with the British Council. This framework will be the mechanism by which the quality control of the project implementation is achieved. 10. LANGUAGE Proposals for each center must be translated into English. 11. SUBMISSION DEADLINE The final deadline for proposal submission is at 11:59 p.m. on 25 January Proposals submitted after the deadline will not be considered for funding. Proposals submitted without an acceptance letter from the UK, duly signed by partner, will also not be deemed eligible. 12. 10 Annex 2 Quality criteria for proposal assessment The British Council will have an external panel of experts selected by an independent public Brazilian research agency to assess the proposals. The British Council reserves the right to make the final decision about which centers will fund and how much to invest in each center, according to the feedback given by the external panel. Applications that score less than 30 points will not be considered for funding. Similarly, only proposals that have clearly demonstrated their relevance to the social and economic development of Brazil based on coping with state violence will be considered.
