Articulates health concerns of international and national relevance and advocates for the commitment and political will to achieve agreed international objectives such as universal health coverage and universal access to health and the implementation of the International Health Regulations [IHR]. Directs PAHO s responses to health crises (outbreaks and emergencies) in the Americas Region, ensuring timely support to affected Member States. Leads and manages the Organization to ensure that it discharges its obligations as the specialized agency for health within the Inter-American system and supports the achievement of the goals of the Health Agenda for the Americas. Ensures the effective and efficient use of PAHO s resources to tackle priority health issues. Manages PAHO in accordance with the resolutions, mandates and instructions of the Pan American Sanitary Conference, the Directing Council and the Executive Committee of the Organization. Responsible for achieving and reporting PAHO s corporate objectives as set out in its primary accountability instruments (plans, budgets, strategies) submitted to Governing Bodies. Guarantees compliance with the standards established in PAHO s Constitution and basic documents. Accountable for all of the financial resources received and expended by the Organization, ensuring these are managed in accordance with all applicable rules and regulations. 10) PREVIOUS POSITIONS (in reverse chronological order): Assistant Director-General World Health Organization [WHO] Geneva, Switzerland Directed the work of the Health Systems and Services [HSS] cluster at WHO, that included the departments of Health System Governance and Service Delivery, Health Systems Financing, Human Resources for Health, Essential Medicines and Pharmaceutical Policies, and Essential Health Technologies, and the Alliances Global Health Workforce Alliance [GHWA] and the Alliance for Health Policy and Systems Research [AHPSR]. Managed over 300 staff with a budget in excess of US$150 million per biennium. Led the global renewal of the primary health care [PHC] approach within WHO. Led WHO's work on universal coverage, notably the development of the 2010 World Health Report Health systems financing: the path to universal coverage, and the Plan of action for the support of countries. Led the development and implementation of the WHO Global Code of Practice on the International Recruitment of Health Personnel

3 Ensured the global effectiveness and efficiency of WHO's work in the area of health systems and services, including the national and regional levels of the Organization. Worked to mainstream the Paris Declaration on Aid Effectiveness within WHO, notably through a strong emphasis on country ownership, national health planning and donor alignment and harmonization; in this context, responsible for leading WHO s work in the support to countries for national health plans/policy/strategies development. Directed and managed the financial and human resources of the HSS cluster in order to achieve programmatic objectives as mandated by Member States. Led WHO s work on universal access to safe, quality and efficacious medical products. Co-chaired with the World Bank the International Health Partnership Plus (IHP+), a coalition of international health agencies, governments and development partners committed to improving health and development outcomes in developing countries. Led strategic initiatives for the development and sustainability of partnerships including key partners, European Union, World Bank, Global fund, GAVI, Bill and Melinda Gates Foundation and donor countries; oversaw resource mobilization and implementation throughout the cluster and maintained good working relationships with all levels of WHO, Member States, and other stakeholders. Guided the Renewal of Primary Health Care in the Americas at PAHO, mainstreaming the approach across all PAHO programs, and the development of the Strategy of Health Systems based on Primary Health Care. Led the development and implementation of an inter-programmatic approach to PAHO s technical cooperation. Guided the incorporation of new modalities of technical cooperation in the areas under the Assistant Director s Office teamwork within and across programs and levels, sub-regional and country focused approaches, decentralization of technical collaboration, and a renewed approach to working with Collaborating and Reference Centers. Responsible for the strategic policy implementation and coordination of a number of initiatives, Non-Communicable Diseases, HIV/AIDS Initiative of 3 by 5, Access - 3 -

4 to Essential Public Health Supplies and Procurement Mechanisms, and Adolescent Health. Directed PAHO strategy to support the development of multi-sectoral, national pandemic influenza alert and response plans in all Member States, which were instrumental in the response to the 2009, H1N1 pandemic. Guided the process for the definition and adoption by the PAHO Governing Bodies, of several Regional Strategies and Plans of Action ensuring wide involvement of countries, academia, national and regional experts, practitioners, and civil society and appropriate linkages with WHO mandates and strategies. Fostered an inter-programmatic approach in the dialogue with the Member States. Themes included an Integrated Approach to the Prevention and Control of Chronic Diseases, Vital and Health Statistics, Human Resources, HIV/AIDS, Tuberculosis, Malaria, Blood Safety, Oral Health and Nutrition for Health and Development, and the PAHO Gender Policy. Chaired the PAHO Learning Board Consultant, National Planning Team Dominica Working with a Team of consultants, developed and implemented a country-wide process for effective social participation in the development of the National Integrated development Plan for Dominica. Director, Primary Health Care Services, Ministry of Health Dominica Member of the Senior Executive Team spearheading the transformation of health services based on Primary Health Care responsible for: Planning, organization and management of the delivery of primary health care services on the island of Dominica. Administration of all health clinics, centers and district hospitals on the island. Administrative and clinical supervision of district medical officers, nutritionist, health educators, community nursing and district health teams. Implemented innovative strategies for the development of new human resource structures as well as for the deployment of staff for primary care, for health promotion, social participation, and inter-sectoral collaboration. Expanded Dominica s first community health information system. Through this work, Dominica achieved universal coverage for all primary care programs, with immunization coverage rates of 95 percent, 90 percent coverage for prenatal care and deliveries by trained birth attendants, access to continuous care for chronic noncommunicable disease, country-wide community empowerment and participation and health education integrated into community settings. 5 Led and provided strategic direction and overall supervision of the health programs of the Ministry of Health at all levels. Coordinated the development of National Health Sector Plans ( and ) using a broad participatory approach that included the private sector and civil society. Coordinator of the National AIDS Program and Chairman, National AIDS Committee Dominica Provided strategic guidance to the Government of Dominica on measures for the prevention, control and management of HIV/AIDS. Defined, coordinated, implemented programs for the prevention and management of STI/HIV/AIDS. Sourced and managed funds from donors and partners: France, UNAIDS, PAHO, and USAID. Designated National Epidemiologist Dominica Provided leadership and oversight for national disease control and surveillance activities. Led national coordination in relation to initiatives and programs of the Caribbean Epidemiology Center [CAREC/PAHO]. Established a nosocomial infection program at the main referral hospital. Disaster Coordinator, for the Ministry of Health Dominica Led and managed national disaster mitigation initiatives and response for the Ministry of Health, Dominica. Defined and maintained central, departmental, hospital and district disaster plans. Trained health staff in disaster management. Represented the health sector in the National Emergency Preparedness Organization. Founding Member of the Technical Advisory Committee of The Eastern Caribbean Drug Service Provided technical advice for enhancing access, quality, selection, purchase and use of medical products to the Eastern Caribbean Drug Service, a cost containment and pooled procurement scheme for the islands of the Eastern Caribbean

Policy Papers on the Americas, Vol. XVII, Study 1, August ) MAIN CONTRIBUTIONS IN PUBLIC MANAGEMENT AND ADMINISTRATION, PUBLIC HEALTH, INTERNATIONAL HEALTH, AND PUBLIC HEALTH LEADERSHIP (maximum 10): Advocated tirelessly at the global, regional and national levels for all countries to work towards achieving universal health coverage and universal access to health for their populations, including the conceptualization and operationalization of possible options and pathways for optimal financing and for the building of resilient health systems. The results of my contributions are evidenced in the 2010 WHO-World Health Report on Health Financing 2010; the World Health Assembly Resolution WHA64.9 of May 2011 as well as in the Regional Strategy for Universal Access to Health and Universal Health Coverage that was unanimously approved by the PAHO Member States at the 53 rd Directing Council in 2014 (CD53.R14 ). Conceptualized and led global and regional initiatives for the renewal of primary health care resulting in its mainstreaming as an essential pillar for the achievement of universal health coverage and universal access to health. Evidence of this work is presented in the PAHO document entitled, Renewing Primary Health Care in the Americas: A Position Paper of PAHO/WHO. Strongly advocated for equity and equitable access to health especially for marginalized populations and persons living under conditions of vulnerability, in order to ensure that no one is left behind. This explicit position is grounded in core values of equity, solidarity, human rights and community participation and are evidenced in the approaches that PAHO had adopted and pursued for the achievement of the MDGs as well as the future SDGs. Demonstrated and provided effective leadership and coordination regarding the PASB s preparedness and response to disasters, outbreaks and health emergencies with concomitant tangible support to affected Member States and the Americas Region, as a whole. This leadership was evidenced during the 2015 Ebola outbreak as well as in the Zika Virus epidemic of Provided unequivocal support and focused guidance to PAHO Member States to strengthen their core public health capacities under the International Health regulations, paying particular attention to the most vulnerable states. Advocated strongly and assigned resources for the creation of a PAHO Department on Chronic Non-communicable Diseases, given the tremendous and increasing burden and impact of these diseases and their risk factors on the populations and economies of the Member States of the Americas. Continues to be an outspoken advocate at the highest political levels for real investment by Governments in interventions that would reduce the impact of the NCDs and their risk factors

9 Manages the human and financial resources placed under my stewardship at the national level in Dominica in my capacity as the Chief Medical Officer; at the regional PAHO level in my capacity as a former Assistant Director and now as the Director; and at the WHO global level in my capacity as the Assistant Director-General responsible for the Health Systems and Services Cluster, discharging those functions with excellence, utmost transparency, prudence and the highest accountability. Effective leader and convener of strategic partnerships for extending the reach of and enhancing our technical cooperation and for bringing added value for example, PAHO s response to the Zika epidemic and its unfolding sequelae.
