Welcome and Introductions Laura Long welcomed members and the meeting began at 1:02 p.m. Attendance was taken, followed by individual introductions. II. Minutes from Previous Meeting Laura Long directed attendees to item II on the agenda and asked the group to bring forward any suggested edits to the May 21, 2015 meeting minutes. No changes were requested. It was moved and seconded, and the minutes from the May 21 meeting were approved. III. Landscape Update Laura Long asked for emerging issues from members. None were brought forth. Cathy Martin provided an update regarding the Healthcare Laboratory Workforce Initiative (HLWI), stating that while the group was originally hosted by the Hospital Council of Northern and Central California, moving forward CHA would be coordinating the work of this group and it would become a CHA committee. She asked that members of the CHA Workforce Committee check the roster to see if their organization is represented and if not, members are welcome to put forth names of individuals who may be interested and willing to serve on the HLWI. Denotes Action Needed 9
10 CHA Workforce Committee Meeting Monday, August 3, 2015 Cathy Martin will share the HLWI roster with the Workforce Committee for review, Cathy Martin will update the description and purpose of the HLWI and distributed to the Workforce Committee members. Laura Long announced that she would be transitioning to a new role effective August 17. Her new title will be Executive Director of Diversity and Inclusion. Laura also announced that Monica Morris would be serving as her replacement as Director of National Workforce Planning/Strategic Workforce Initiatives. Laura expressed her interest in continuing to serve as committee chair, and will advise the group on or before the September 10 th meeting of her ability to continue her service as chair. IV. RN Role Transformation BJ Bartleson updated the group on the transformation of the role of nursing and explained how new skills and regulatory frameworks should be updated to optimize the contributions of nurses in transformed care delivery models. BJ then updated the committee on the development of a toolkit which would provide guidance on this transformation of the role of nursing in the health care system. BJ s ask of the committee was for members to share with her best practices that may be happening in the field relative to RN Role Transformation. Several examples were brought up and so BJ will be following up with those members individually in the future. V. Legislative Update Cathy Martin provided a brief update on pending legislation relative to workforce. Cathy explained that workforce bills were either held up in appropriations or had been retracted by the author(s). She further explained that that the legislature was currently on summer recess and would reconvene on August 17 th. VI. VII. Upcoming Meeting Cathy Martin reminded the committee that the next workforce committee meeting is scheduled for September 10, 2015 in Sacramento. She reminded the group that the meeting will be a joint meeting with the CHA Workforce Committee and the CHA Human Resources Committee. Agenda items will include a review of the apprenticeship model and potential for applicability to nurse specialties and other occupations, a final report of the workforce study currently being led by HSI Consulting on ACA implications on labor force, a final report regarding the CHA/James Irvine Grant project, and a discussion item with the HR Committee about alignment and coordination between human resources, operations, and workforce planning and development. Committee members should send additional agenda recommendations to Cathy. Adjourn Laura Long adjourned the meeting at 2:00 p.m. 10
11 September 10, 2015 TO: FROM: SUBJECT: CHA Workforce Committee Cathy Martin, Vice President, Workforce Policy Legislative Update Workforce and Education Bills I. ACTION REQUESTED None. Discussion Item. II. SUMMARY AND BACKGROUND A list of priority workforce and education bills being tracked by CHA can be found on the following pages. September 11 is the last day for any bill to be passed. 11
12 Legislative Update: Workforce Bills 2015 AB 174 (Gray) AB 599 (Bonilla) SB 22 (Roth) SB 66 (Leyva) AB 288 (Holden and Olsen) University of California: medical education- (SJ Valley PRIME Program/UC Merced): This bill would express findings and declarations of the Legislature relating to the role of the University of California with respect to access to health care in the San Joaquin Valley. The bill would appropriate $1,855,000 from the General Fund to the regents each fiscal year, commencing with the fiscal year, for allocation to the University of California to support expansion of the San Joaquin Valley Program in Medical Education, as specified. CHA Position: Follow Hot Cytotechnologists Scope of Practice: Existing law provides for the licensure, registration, and regulation of clinical laboratories and various clinical laboratory personnel, including cytotechnologists, by the State Department of Public Health, subject to certain exceptions. Under existing law, only a licensed cytotechnologist may perform examinations of cytological slides. This bill would additionally authorize a licensed cytotechnologist to perform all tests and procedures pertaining to cytology, including, but not limited to, microscopic and non-microscopic methodologies and tests and procedures that utilize molecular or genetic methodologies, such as the HPV virus. CHA Position: Support Graduate Medical Education Trust Fund: The bill would create the Graduate Medical Education Trust Fund in the State Treasury, to consist of funds from public-private partnerships created to fund grants to graduate medical residency training programs and any interest that accrues on those moneys, and would require that moneys in the fund be used, upon appropriation by the Legislature, for those purposes, as specified. The bill would require the Office of Statewide Health Planning and Development, in consultation with the California Healthcare Workforce Policy Commission, to develop criteria, upon receipt of private donations of sufficient moneys to develop the criteria, for distribution of available funds. CHA Position: Follow Hot Career Technical Education Pathways Program: Existing law, until June 30, 2015, establishes the Career Technical Education Pathways Program, which requires the Chancellor of the California Community Colleges and the Superintendent of Public Instruction to assist economic and workforce regional development centers and consortia, community colleges, middle schools, high schools, and regional occupational centers and programs to improve linkages and career technical education pathways between high schools and community colleges, as specified. This bill would extend the operation of the program until July 1, CHA Position: Follow Hot Dual enrollment authorization for high school students: Existing law authorizes the governing board of a school district to allow pupils whom the district has determined would benefit from advanced scholastic or vocational work to attend community college as special part-time or full-time students, subject to parental permission. This bill would authorize the governing board of a community college district to enter into a College and Career Access Pathways partnership with the governing board of a school district with the goal of developing seamless pathways from high school to community college for career technical education or preparation for transfer, improving high school graduation rates, or helping high school pupils achieve college and career readiness.
