1 THE POST College/Service: Post: Reference No: Grade: Reporting To: Responsible For: College of Medicine & Health Specialist Medical Research Support (IBCS) Imaging Facility Manager P65866 G Clinical & Scientific Directors of the PET and Clinical Research Facility Professional Services and Clinical Research Staff in the PET Facility Job Description A new imaging facility will be built at the University of Exeter Medical School containing a state of the art PET and 3T MRI. The facility, which is a partnership between the University of Exeter Medical School (UEMS) and the Royal Devon and Exeter NHS Foundation Trust, will be based on the hospital site. The facility is dedicated to facilitating clinical and translational research, bringing together the research work of many of the leading clinicians both in Exeter and other centres across the GW4 consortium and Devon and Cornwall. In particular we are excited about the new opportunities that the PET will enable in brain imaging and will be dedicating our Neuroimaging to our generous benefactor Dr Mireille Gillings. We are seeking an experienced and driven Imaging facility manager to focus primarily on PET and also to ensure the MRI is working effectively and in collaboration with PET. This senior post is crucial to the success of the facility. The post holder will manage the work of the facility to meet the UKCRC aims of increasing excellent research in the UK supported by the clinical and scientific leads for research. The post holder will work with the relevant members of UEMS and the RD&E NHS Foundation Trust assisting with the development and implementation of the University and NHS research strategies reflecting local and national priorities, whilst also identifying opportunities where Exeter can build on current excellence. The post holder will lead the creation of facility reports and will ensure effective communication for the facility by developing close partnerships and productive working relationships with key individuals and groups across the facility and the wider research community. The post holder will focus on developing a marketing approach for the PET facility in particular to increase the number of studies whilst maintaining the quality of studies carried out in the facility. Main purpose of the job: Key responsibilities Facility Strategy Work with the Directors of the CRF and PET in the development, implementation and ongoing review of the PET, including advising on the identification of research priority areas and ensure alignment of these within the wider context of GW4, UEMS and Trust research strategies. Manage the infrastructure of the PET and MRI to ensure the smooth running of the imaging facility as a whole (PET and MRI). Ensure the PET meets standards and governance requirements of sponsors, seeking input and advice from research leads, radiation professionals, clinical research staff, Trust and UEMS management and external organisations as appropriate
2 In consultation with the directors develop and implement PET strategies to ensure it achieves local targets Develop strategies with clinical leads for PET research and radiation professionals, to overcome potential barriers to participation in studies and increase study participation In collaboration with the clinical leads for PET research and radiation professionals, ensure implications of research studies on clinical care throughout the facility are effectively determined and that mechanisms are in place to address issues appropriately Understand the place of the Exeter PET in the local and GW4 research infrastructure and in consultation with the Directors of the CRF and PET facility, ensure the PET has an appropriate staffing model including sharing staff with MRI where appropriate, financial and operational structure to contribute effectively, liaising with the other research support services as appropriate. Monitor future developments and technologies in relevant treatments with particular regard to PET research Portfolio development Develop the PET portfolio of studies, which are under the supervision of the Clinical leads for research, ensuring that process are in place so that all PET adopted studies meet regulatory requirements and the governance expectations and quality systems expected by the research sponsors. Liaise with the clinical scientific advisors and radiation professionals in their assessment of the suitability of proposed research. Support where appropriate the process of obtaining appropriate local research network adoption of local studies Ensure that effective PET and MRI administrative processes are in place associated with setting up studies, in particular ethical, regulatory and local R&D approval for research studies, offering assistance with submissions as appropriate. Work with staff in the PET to ensure that targets, including accrual of patients onto studies and time to recruitment, are achieved and maintained Assist in the development of consumers in research, grant applications and studies from protocol design to trial completion, presentation and dissemination Provide a central resource of information about research studies for all staff involved in managing patients in PET and MRI research, including patient information sheets, consent forms and other essential documentation Develop and implement appropriate IT systems for PET in parallel with the MRI facilities in support of the clinical research facility trials in conjunction with UEMS and Trust IT departments and the network of clinical research facilities Quality Assurance Help ensure the administrative burden for MRI and PET on researchers is minimised by developing efficient and effective internal systems whilst maximising quality assistance and efficiency In collaboration with colleagues in UEMS and the Trust, develop and implement strategies and systems for quality assurance for the facility, to include audit and review of the work of research teams providing feedback, development and support as necessary Maintain a working knowledge of current legislation regarding participation in research including Good Clinical Practice, Research Governance, Ionising Radiation Regulations, Ionising Radiation (Medical Exposure) regulations, Environmental Permitting Regulations, Human Tissue Act and Data Protection Facilitate education events to ensure staff receive appropriate training with regard to changing legislation Staff Management To help develop and manage the administrative structures for the PET in alignment with the structures in place for MRI Recruit and line manage the appropriate staff of the multi professional PET team as research increases. Develop and implement an induction programme for the facility for all users Act as facility training link to implement relevant appraisal systems and professional development planning for facility staff, including identification of training needs, and with the Directors, implement appropriate education programs as necessary Established appropriate channels for maintaining professional accountability communication and Integration Page 2 of 6
3 Assume overall responsibility for communication including preparation and delivery of presentations, reports, and newsletters to the facility research team and other relevant groups or meetings locally or nationally, detailing the work of the facility including local and national trials initiatives and recruitment Work closely with managers at other clinical research facilities and represent Exeter PET at a national level representing the directors when necessary Establish and maintain excellent working relationships with the Exeter Clinical Trials Unit, NHS Trust and regional R&D Directorates, NIHR SW Clinical Research network, Clinical Studies Group, Industry, GW4 Institutions, local PET centres, commissioning Bodies e.g. PCTs, Grant Bodies and other collaborators and other relevant groups/individuals and provide the communication infrastructure for the facility. Work with the Exeter Clinical Trials Unit, the Wales Research and Diagnostic PET Imaging Centre, RD&E Diagnostic Radiology and Medical Physics departments and the Local NHS Trusts to promote shared working processes and procedures. Promote the work of the PET and disseminate publications and information materials where appropriate Host visits to the imaging facility by academics, clinical staff, DoH, members of the public, prospective users, funders, VIPs etc. ensuring appropriate expertise and understanding to provide a meaningful experience for the visitor In conjunction with existing NHS and University IT and Web offices develop and maintain web-based systems within the PET to promote the work of the PET to health professionals, patients, relatives and other interested parties Financial and General Management Proactively manage the PET budget ensuring that research opportunities are maximised within available resources Obtain and maintain ISO 9001:2015 accreditation Liaison with Financial Services of the University and the Trust, and being aware of the financial rules regulations and procedures of both, and advising PET staff as appropriate Identify areas of research where further support (financial or otherwise) is needed and facilitate the procurement of such funds through appropriate bids Participate in the clinical research facility annual financial planning exercise and submit financial returns in relation to this process as required facilitated by financial services Prepare an annual report on the imaging facility for presentation to the stakeholders of the facility. Develop marketing material and engage in outreach with NHS, Private providers and others to maximise the use of the Imaging facility Following initial discussion with the PET Directors, prepare and write applications for future funding for the facility Education Proactively encourage the imaging facility as a learning environment for all staff, medical and professional, allied to medicine and clinical scientists Encourage engagement in research by all Main duties and accountabilities: Service Delivery (Teaching and Research Support) Initiate improvements in service delivery. Create a positive image of the Imaging facility by being prompt in responding to requests Work with partners across the University and NHS and beyond to forecast the implications of new legislation on the service and develop procedures to ensure compliance Set and maintain a high level of service delivery within the PET to teaching, research and commercial activities, including establishment of performance indicators. Pre-empt changes in stakeholder needs and anticipate future requirements. Maintain the overall service quality, balancing different demands. Ensure others have the support they need to fulfil their role. Provide regular and routine introductions. Page 3 of 6
4 Create the business case and advise senior staff within the organisation about the optimum use of resources to achieve targets for researcher satisfaction. Provide guidance and advice to team and teams with regard to the Implementation of resources and staffing to achieve key business plan objectives and maximise the use and efficiency of resources. Liaise with key stakeholders and build extensive relationships to ensure service provision is comprehensive and fit for purpose. Proactively engage with academic colleagues and service users to ensure short-term and long-term needs regarding equipment and resources are thought through during the planning of activities, and suitable alternatives or accommodations made. Provide overall point of contact within the Imaging facility for advice and define rules and policy regarding users and access to specialist equipment and facilities in conjunction with radiation professionals. Plan the use of specialist equipment and facilities with academic staff Establish and cultivate long term relationships with academic staff, radiation professionals, clinicians and other team members. Create an environment in which innovative, efficient and effective ways, employed by the team, flourish to reflect the values of the organisation and subject discipline. Responsible for liaising with academic staff to determine the parameters of input provided by PET staff to service users. Competency Essential Desirable Attainments/Qualifications Educated to at least first degree level or equivalent in Membership of relevant professional association such physics or related subject as IPEM Current Good Clinical Prince 2 or equivalent. Practice training Masters or PhD in relevant discipline or equivalent experience Membership of Health Care Professions Council register. Qualified as Medical Physics Expert, Radioactive Waste Advisor or Radiation Protection Advisor Prior Experience Management and development of project delivery teams and a track record of managing projects and programmes. Working in clinical research / clinical trials Working within a University or clinical environment Working within a research Contracting, financial and intensive organisation output monitoring A track record of working successfully and creatively with academic staff and clinical research staff Demonstrable experience of successful team leadership and people management Management of collaborative, multiorganisation activities Page 4 of 6
