2 Purpose of the Position To provide professional nursing leadership and support for staff working in the inpatient area. This role ensures effective day to day co-ordination and management across the inpatient setting, working collaboratively with the operating theatre, acute services and daystay teams as well as the wider hospital services. This position has line management responsibility for the nursing and healthcare assistants and for leading and developing the ward team to exhibit best practice standards and quality focused patient centred care. The role is responsible for: Providing expert clinical leadership and co-ordination of resources for the safe, effective and efficient functioning of the service. The provision of excellence in financial, administrative, clinical and operational management Leading the implementation and monitoring of strategic and operational plans Leading the team by providing expert senior nursing advice and support Role modelling excellence in service provision for all customers internal and external To develop, implement and evaluate relevant clinically focused education systems and resources to maintain and nurture staff skills, knowledge and competencies relevant to the area of practice. Nature & Scope of Responsibilities Care Implementation and Coordination Leads and drives clinical practice improvement including: Care planning Documentation Handover Transfers Discharges Utilises up to date research and information to drive improvements in care delivery Leads review of nursing care and ensures all staff can articulate clear practice standards and expectations of service delivery to meet all stakeholder expectations Role models excellence in clinical practice and contributes to the professional development of the team Other departments confirm positive collegial relationships and spirit of cooperation exists to contribute to a safe and effective seamless service. 3 Resource Coordination and Planning To manage the inpatient ward resources effectively ensuring all stakeholder requirements are met Feedback from medical associates is that all patient services are approachable, adaptive, responsive and easy to communicate with, and endeavor to meet their requirements Manage capital requirements and forecast effectively To identify and deliver medical associates requirements To develop and maintain systems and processes that support a safe and efficient patient journey Ward systems and processes support safe, efficient and effective patient flow Enabling theatre planned start times Smart turnaround time between cases and sessions Handover practices are current and effective Clinical infrastructure meets needs of the organization and its customers Development/adherence to appropriate model of care Monitors and forecasts future workforce requirements including designation, technical and clinical skills, and FTE Recruitment and retention of key skilled personnel complies with the approved workforce plan Page 3 of 9

4 Staff Management Responsibility for staff professional/work education and development Communicates effectively with the inpatient team and the wider hospital. There is evidence of a robust communication system which is informative, factual and timely Lead the processes of performance review and management including preparation and implementation of annual appraisals for all staff and compliance with all Braemar Hospital annual update and certification policies. Work with the senior nursing team and identify deficits in clinical and professional competencies of individuals and services and take appropriate action. Work with the Clinical Nurse Educator on ensuring PDRP compliance and education planning for staff. Provide direct and/or indirect clinical support for New Graduate Registered Nurses and student nurses. Provide direct and/or indirect clinical support and facilitate the orientation process of all new staff Work collaboratively with the Patient Services Manger to address performance issues including the identification of objectives and strategies for evaluating and monitoring performance. Share information on scholarships/awards/education funding and assist nurses to prepare and submit applications. Provide formal and informal education to staff within the clinical area and lead the process of reflective practice. Ensures staff have an opportunity to contribute to team/service meetings and discussions Promote cost effective delivery of services by reducing waste and through facilitating effective and efficient use of resources. Actively contribute to the formation and review of documents, guidelines, policies and procedures. Participate in service workforce and development planning Develop workforce plan outlining New graduates, RN,EN and students Provide support and teaching to Registered Nurses to develop their supervision and delegation skills. Lead the recruitment and selection process. Manage staff budget and supplies within agreed budget. Identify and implement a succession plan for the Charge Nurse role. Work to identify current and future staffing resource requirements and develop strategies to address these. Page 4 of 9

5 Financial and Resource Management Ensures the effective and efficient use of resources and supplies within the department Identifies opportunities to improve the use of resources Monitors effectiveness of changes in care delivery Resource planning and utilization Demonstrates excellent understanding of financial and resource management and provides accurate reports as requested A 5 year forecast for equipment replacement is updated and presented annually to the PSM. There is evidence of a recruitment/vacancy management plan which considers skill mix, nursing intervention hours and available budget in line with the overarching workforce plan. Demonstrates extensive knowledge of and compliance with the CEA requirements including provision of rosters, management of sick and annual leave in line with service requirements. Contributes to the formation of the inpatient services annual work programme; implements the relevant components of the plan within own department in line with service and organisational need including certification/accreditation. There is evidence that all documentation systems to capture patient charges are accurate, current and systematically reviewed. Ensure that costs are effectively managed through reporting on monthly variances, maintaining control of ordering and checking and authorising payment of invoices Page 5 of 9

6 Health & Safety To recognise individual responsibility for workplace health and safety under the health and safety act To participate in and comply with the requirements of the Health & Safety Legislation and associated Braemar policies There is evidence that work practices ensure safety for self and others including the identification and control of work place hazards Actively supports the employee in a safe and early return to work after injury Advice or assistance is sought before commencing an unfamiliar work practice All incidents including near miss events of the relevant department are accurately recorded, investigated and corrective actions are put in place within the time frame specified in BHL Policy Systems and process support the full achievement of all relevant emergency management procedures and compulsory / compliance education and training Performance reviews assess the knowledge and understanding of relevant health and safety in practice Manager will meet with the health and Safety representative at least quarterly to discuss results of audits, investigations and other matters effecting their ability to perform their role Work place inspections are completed at least six monthly All preferred candidates will complete a preemployment screening prior to commencement of work All staff have completed the local health and safety induction within 2 weeks of commencement of their role Page 6 of 9

7 Quality and Risk Management To actively contribute to risk minimisation activities within the service Lead the department to proactively reduce the number of accidents/incidents Contribute to the identification of specifications, trials and purchase of new equipment. Contribute to the identification of possible research/quality projects and participate in the development, implementation and evaluations of proposals. Monitor national and international trends and use this as a basis for educational and operational planning. Provide support and supervision for staff carrying out research projects and ongoing education. Work collaboratively with Occupational Health and Safety, Quality and Risk and Infection Control teams, to maintain standards. Relevant quality and risk annual plans are available and understood by team members and reviewed and updated annually Review and implement systems to ensure that processes to establish monitor and review the service specific standards of practice and indicators of clinical practice for nursing are established and maintained. Ensure a safe working environment and safe working practices. Ensure that all accidents/incidents in the workplace are reported and investigated in a systematic way using the incident management system. Contribute to quality improvement activities through facilitating the collection of accurate data Utilise Quality Improvement approach to problem solving Provide a monthly report to line manager. Ensure that there is a feedback loop and action plan following incidents/accidents/unplanned events Leads investigations of incidents in the area in a systematic way Ensures that outcomes and recommendations from investigations are documented, implemented and reviewed All personnel can articulate and demonstrate understanding of and compliance with safety measures/incident and accident protocols and BH policy, procedures, protocols and guidelines Systems ensure all clinical personnel are appropriately qualified and have current practicing certificates to undertake their respective roles within their scope of practice Systems to measure and monitor clinical outcomes are in place including feedback mechanisms Systems and processes ensure all owned/loaned assets undergo preventive maintenance as per agreed schedule Page 7 of 9

11 Scope for Action The Charge Nurse will be empowered to make decisions or recommendations in their clinical area of practice, using initiative and problem solving skills to develop innovative approaches to issues on a day to day basis. Consultation will be required in relation to operational decisions, professional and clinical decisions with the Executive Management Team. Situations may often call for tact, diplomacy and will require information to be handled in a discreet and sensitive manner. In conflict situations will be required to exercise sound judgement, negotiation and persuasiveness skills, toward facilitating a workable outcome. 12 Person Specification Education Experience / Knowledge Specific Skills ESSENTIAL Registered Nurse with current NZ Annual Practicing Certificate Post Graduate Diploma leading onto Masters or equivalent in relevant clinical area completed or in progress. A minimum of five years recent clinical experience in area of practice. Current PDRP (portfolio) demonstrating senior nurse attributes The ability to work independently and be a strong team player Knowledge of current issues within nursing and in their specialty area. Basic Knowledge and understanding of medico/legal and ethical responsibilities. Previous nursing leadership experience Experience in problem solving, priority setting, and planning.
