1 SITE DESCRIPTION FOR California Institution for Women (CIW) Mission The primary mission of the California Institution for Women is to provide a safe and secure environment for primarily Level I/III female offenders. This mission is further defined by our responsibility to provide quality health care and institution programs specifically geared to meet the special needs of female offenders. Specialized programs include academic and vocational programs, pre-release and substance abuse programming, pre-forestry and camp training, an arts in corrections program and a wide variety of inmate self-help groups and community betterment projects. The California Institution for Women accommodates all custody levels of female inmates. In addition to its large general population, CIW houses inmates with special needs such as pregnancy, psychiatric care, methadone, and medical problems such as HIV infection. CIW serves as a hub institution for the selection and physical fitness training of female firefighters selected for conservation camp placement. The institution also serves as a higher security facility for female inmates in Administrative Segregation. This facility provides both outpatient and inpatient mental health services for patients with a serious mental disorder. The licensed Psychiatric Inpatient Program at this facility is designed to provide more intensive treatment for patients who cannot function adequately or stabilize in an outpatient program. Until 1987, CIW was California's only prison for female felons. It was originally called "Frontera," a feminine derivative of the word frontier - a new beginning. The campus-like design was in keeping with the 1950's progressive notion of rehabilitation. Mental Health Programs The current population is approximately 2,000 inmates, of which approximately 40% are in the mental health system. The Mental Health Services Delivery System (MHSDS) provides inmate access to mental health services in the least restrictive environment. All inmates who enter CDCR are screened for potential mental health needs. Those inmates identified through the screening process are further evaluated to determine whether the inmate requires mental health services and the level of care best suited for the inmate. Inmates can also self-refer for an evaluation, just as any staff member can refer an inmate for an evaluation. MHSDS provides inmates services across five levels of care, with the higher levels of care consolidated within a smaller number of institutions to improve access, quality, and cost-effectiveness of care, and established standard staffing patterns for each level of care to ensure appropriate treatment. CIW is a designated institution that provides all five mental health levels of care. On July 31, 2017, CIW opened a new program called the GP Guidance and Resource Center for inmates who are not participants of Mental Health Services Delivery System (MHSDS). This program is based on an Employee Assistance Program model and designed for inmates who do not have a specified mental health disorder and/or do not yet meet criteria for services through MHSDS; however, still present with mental health needs (i.e. needed insight about committing crime, trauma history, substance related issues, relationship difficulties, etc). The GP Guidance

2 and Resource Center is intended to link inmates to needed support and/or resources to maintain adequate functioning and reduce the need for crisis intervention or a higher level of care. The Levels of Care Provided General Population (GP) This program does not fall under the umbrella of MHSDS, but individual and group counseling are offered to support inmates with their mental health wellness. These services are intended to be time-limited with the goal of equipping inmates with skills for self-advocacy and selfmanagement of problems and stressors. Correctional Clinical Case Management Services (CCCMS) Inmates/Patients receiving CCCMS services are housed within the General Population and participate on an outpatient basis. This is similar to an outpatient program in the community. Enhanced Outpatient Program (EOP) Inmates/Patients receiving EOP services are housed in separate housing units. The program serves mentally ill Inmates/Patients who experience adjustment difficulties in a General Population setting, but are not so impaired that they require 24-hour inpatient care. This is similar to a day treatment program or locked mental health unit in the community. Mental Health Crisis Bed (MHCB) Inmate/Patients in MHCB receive short-term crisis interventions up to ten days in a licensed Correctional Treatment Center (CTC). Inmate/Patients in MHCB present with acute symptoms of a serious mental health disorder, such as suicidal or self-harming behavior, or suffering from a significant or life-threatening disability. Psychiatric Inpatient Program (PIP Acute & ICF) The PIP is a 45 bed inpatient mental health treatment facility. It is licensed by the California Department of Public Health as a Correctional Treatment Center and accredited under the Behavioral Health Care standards of the Joint Commission. The PIP provides services for Inmate/Patients with serious mental disorders requiring more intensive inpatient treatment and for those that cannot function adequately at a lower level of care. Both Acute and ICF (Intermediate Care Facility) levels of care are offered.

Students must be responsible, flexible, and hard-working. They must be confident, self-aware, and practice good boundaries due to the difficult nature of the population and setting. Students must be receptive to feedback and eager to learn. Students must adhere to all ethical and legal standards set by the American Psychological Association. REQUIRED / PREFERRED DAYS Three full days per week required (7am- 3pm). Mondays mandatory for group supervision and didactic training. Flexibility with the two remaining days which will focus on providing direct clinical care to inmate-patients and individual supervision. Application Due Date: Friday, February 22 nd, 2019 Interviews and Site Tour: March 2019 Notification Date: Monday, April 8 th (2 nd Monday of April) THEORETICAL ORIENTATION Integrated eclectic approach incorporating, but not limited to, cognitive-behavioral therapy, attachment theory, systems theory, psychodynamic theory, brief/solution-focused theories, gender-responsive strategies, trauma informed treatment NATURE OF AGENCY/POPULATION SERVED Adult female offenders with violent and/or non-violent committing crimes, vary in ethnicity, diagnostically diverse (mood disorders, anxiety disorders, psychosis, behavioral issues), extensive trauma hx, high prevalence of substance abuse, wide-range in functioning and severity of symptoms, all levels of care including outpatient, day treatment, inpatient, and residential type settings DIRECT/INDIRECT SERVICES Direct clinical services hrs/week: 4-6 individual tx cases, group treatment (2-3/week), initial assessments and treatment planning Indirect services 5-6 hrs/week. This includes inmate-patient record review, clinical documentation/report writing, consultation with staff of various disciplines about inmate-patient care, treatment planning, case discussion in daily morning staff meetings, and shadowing/observing clinical staff in the performance of duties. The CIW practicum program will offer students the experience of working with adult female offenders in two different outpatient settings (GP and 3CMS levels of care) with opportunities to work in the other settings. Primary responsibilities will include providing short-term and longterm individual therapy and group counseling to the inmate-patients. Students will be expected to maintain clinical progress notes for all clinical encounters. Students will also have opportunities to conduct initial assessments, participate in interdisciplinary treatment planning process, and learn about crisis intervention/suicide risk evaluations. Students will receive support, mentoring, and supervision at every step.

5 SUPERVISION AND TRAINING Didactic training will be provided on issues specific to working with incarcerated populations, understanding the CDCR system, and various clinical topics. Students will additionally receive 2 hours of group supervision per week and 1 hour of individual supervision per week by licensed psychologists. An additional hour of individual supervision will begin mid-year by a psychology intern. Supervision will include diagnostic discussion, case conceptualization, treatment planning strategies, and addressing/processing countertransference. Live supervision will be integral portion of the supervision process with direct observation by supervisors, an opportunity to cofacilitate groups with interns/licensed staff, and shadowing of licensed staff in their performance of clinical duties. VACATION Yes, 9 days of sick/vacation. STIPEND None. DISABILITY ACCESS The institutional campus is quite spread out and requires a great deal of walking, but there are ramps/sidewalks in most areas for wheelchair accessibility. REVISED 10-18
