The last few decades have shown an increased frequency of disasters resulting in a large numbers of human causalities and huge economic losses. In the case of many such disasters, human and economic losses can be minimised to quite an extent even though they may not be totally preventable. In the aftermath of a major disaster/accident, a trail of misery is left in the form of injuries, death and short term and long term medical disorders among a large number of people. One of the major stakeholders in Disaster Management is the Home Guards. Their services extend from being an auxiliary to the Police to assist in maintaining internal security, to assist the community in any kind of emergency like air-raid, fire, flood, epidemic and so on, to organise functional units to provide essential services such as Motor Transport Unit, Fire Fighting and Engineering Groups, Pioneer Services, Nursing and First Aid, Operation of water supply establishments, etc. There has been paradigm shift in government focus from rescue, relief and recovery centric approach to a planning, prevention, mitigation and preparedness driven approach. While long-term preventive and preparedness measures are taken up, the unprecedented nature of the disasters calls for nationwide response mechanisms with clear-cut assignment of roles and functions by various institutions/ Departments at each level. To keep these issues as well sensitisation about Disaster and Disaster Management Act, in mind Disaster Management Institute has organised three days training programme on Page 1

3 Disaster Management for Home Guards, Government of Madhya Pradesh from June 4-6, 2013 at DMI hostel conference hall. Altogether 11 Participants (Table 2) from different parts of Madhya Pradesh attended this programme, The Training schedule is attached in Table 1. Training Objectives To understand the importance of Disaster Management with a focus on anticipatory preparedness, prevention and mitigation. To develop the understanding of Effective interagency and intercommunity communication and educating the stakeholders, help in facing and mitigating the calamity effects.
