2 Aims of today s workshop No decision about me without me To describe the Clinical Commissioning Group s vision, values, clinical priorities and leadership structure To update you on the Clinical Commissioning Group s Strategic Plan To further develop your ideas about the Membership Scheme from our February 2012 Workshop Putting the Membership Scheme into action, your thoughts and ideas on NHS 111 Future actions
3 West Cheshire Clinical Commissioning Group 37 GP practices 3 localities - Chester, Ellesmere Port & Neston and Rural 253,000 registered patients Delegated Budget 300 million (70% of total budget) Clinically led commissioning organisation Expect to be fully operational by April 2013
4 Clinical Commissioning Group Functions To commission healthcare to meet the needs of patients registered with the GP practices who are members of the Clinical Commissioning Group To commission healthcare for other patients including: People who live within the our defined geographical area who are not registered with any GP practice. People present in our geographic area who need access to emergency care.
5 What is commissioning? Committing resources, particularly but not limited to the health and social care sectors, with the aim of improving health, reducing inequalities, and enhancing patient experience To shift decision-making as close as possible to patients, power and responsibility for commissioning will be devolved to groups of local clinicians Good commissioning places patients at the heart of the process. It is about improving peoples lives and providing high quality services, that are designed around the individual
6 What we commission Community health services e.g. district nurses, physiotherapy, chiropody Maternity services Elective hospital care- outpatients, day cases, inpatients Urgent and emergency care including A&E, ambulance and out-ofhours services Healthcare services for children Rehabilitation services Healthcare services for people with mental health conditions Healthcare services for people with learning disabilities Continuing healthcare and NHS funded nursing care Prescriptions written by GPs
7 Key Achievements So Far Put in place clinical leadership structure that reflects our priorities Established a Clinical Senate that brings together health and social care clinical leaders from across West Cheshire Developed a new five year strategy to improve healthcare reflecting local health needs and feedback from the public Started a new Hospital at Home service a GP-led service that provides an alternative to hospital for patients who can be managed at home. Feedback is good on the quality of the service
