APOLOGIES ACTION Apologies were received from Wendy Hedgecock and Margaret Moss. 2. MINUTE OF MEETING HELD ON THURSDAY, 20 JANUARY 2005 It was noted that Jean McCulloch had tendered apologies for the meeting and the Minute should be amended to reflect that. The Minute of meeting of 20 January 2005 was otherwise Approved. 3. MATTERS ARISING 3.1 Palliative Care Group Presentation Claire Wood advised that Hazel Smith was to be invited to address the Committee with an update at the meeting to be held in May. 3.2 Orthopaedic Redesign of Services Dougal Sim advised that Helen Robertson was currently meeting relevant groups and would be invited to a future meeting of the Committee. 3.3 Additional Support for Learning Mary MacLeod advised that she had accepted a one-year secondment Working with you to make Highland the healthy place to be
2 appointment for a co-ordination role. 3.4 CPD Claire Wood stated that the amount of 9,000 was for developing a CPD strategy and that spending on Care Aims training would not be appropriate. There had been prepared, by Borders, a questionnaire looking at CPD needs for AHP s and as such the previously given deadline for reporting no longer seemed to apply. There were attempts to ring fence the relevant funding for next financial year as appropriate. More clarification on spending was required and Susie Johnston had volunteered to assist. Dougal Sim expressed the view that there was a requirement for someone to lead this matter in order that work could be coordinated to link in with that being done elsewhere in the country and push forward a Highland strategy. Moira Slater volunteered to try and obtain additional information on what exactly the funding could be used for. MOIRA SLATER 3.5 Protected Learning Mary MacLeod advised that the collation exercise was ongoing although it had been agreed that an allocation of one half day per month be the minimum requirement. On the point raised by Dougal Sim, Mary MacLeod confirmed that eradicating inconsistency across the Region would be the aim. 3.6 Senior Management Structure/ Nurse Director Claire Wood suggested that informal invitations be issued to address the Committee so that a fuller understanding of the issues might be gained. Mary MacLeod stated that it was essential that dual options be considered. 4. CLINICAL LEADERSHIP PROGRAMME Presentation/ Report by Stuart Caldwell, Head of Redesign Stuart Caldwell advised that he was speaking to managers to establish what the longer course being offered brought to the organisation as a whole and whether it had been targeted at the correct staff level especially in light of this now being offered to AHP s as well as those previously considered. He also questioned whether managers would have preferred feedback on their staff that were attending. Mary MacLeod expressed the opinion that the course was useful for team leaders but did require a large time commitment. While it was appropriate for team leaders this would not be the case for Heads of Service. She further stated that for those delivering the course there was a requirement for them to appreciate the knowledge and skill base of those attending as this could allow for condensing of the training given. In addition, access to the course did not seem to be consistent between Primary and Acute Care which was unfortunate as this would 2
3 allow good links between them to be forged. Personal Development and Self-Awareness was very much part of the Programme and gave those who attended increased confidence, ability and knowledge of available resources. All appreciated the value of staff support and training. There were issues to be considered if feedback on staff was to be given. Both Claire Wood and Moira Slater echoed the point made regarding access to the course adding that forward planning was made easier by having a mixture of people and disciplines. The availability of information was an issue especially in relation to Occupational Therapy staff. Stuart Caldwell advised that Acute staff had never been given access to the course but had been made aware of its existence. On the point being raised, Stuart Caldwell advised that the course was delivered on a modular basis with 60 points being allocated in educational terms. Stuart Caldwell thanked the Committee for their consideration and left the meeting at 3.30 pm. 5. AGENDA FOR CHANGE Donald Shiach addressed the Committee with respect to the job evaluation aspect of the implementation of Agenda for Change, in particular concerning responsibility for producing and approving job descriptions. Where staff were managed then there was a requirement for professional input in creating descriptions. Whilst professional leads would be involved in the process an Operational Manager should be signing descriptions off as appropriate. It was key that both operational and professional elements of job descriptions be included so as to include matters such as essential qualifications. In terms of the current position, all appeared to be progressing well with 1 October 2005 being the key date for capturing the required information. Further information was to be held back until all aspects including matching, assimilation and timescale became clearer. Mary MacLeod stated that in some cases Managers would not be in a position to determine whether a job description was accurate. She had prepared descriptions for staff and passed these to them for personilisation after which they were not seen again. Given that a joint sign-off was required there needed to be agreement as to whether this would be the responsibility of either the Head of Service or a nominated representative. Moira Slater stated that meeting deadlines had proved challenging although agreed the need for a professional input as accurate descriptions were the key for the outlining of the role of any position. On the point being raised by Moira Slater, Mr Shiach confirmed that he would arrange for information to be included in Team Update given that not all staff had access to Intranet facilities. He also undertook to write to the Specialised Service Unit (SSU) and Managers of Community Health Partnerships to keep them up to date. D SHIACH 3
4 The Committee Noted the position. Donald Shiach left the meeting at 4.05 pm. 6. AHP COMMITTEE MEMBERSHIP Claire Wood advised that she anticipated a request to attend the Committee by the Professional Lead for Operating Department Practitioners, including Clinical Physics, and this would require consideration. The Committee Noted the position. 7. COMMITTEE CHAIRMANSHIP Mary MacLeod advised the Committee that she was to resign her position as Joint Chairman. She indicated Moira Slater was willing to take on the role if the Committee was so minded. Claire Wood expressed the view that, despite there having been a PowerPoint presentation on the outcome of integration projects to the Area Clinical Forum, the Committee needed to see both models and projects for consideration so as to get more familiar with the issues. After discussion, the Committee Noted the resignation of the Joint Chairman and Agreed to appoint Moira Slater to the role. 8. FAIR TO ALL, PERSONAL TO EACH Claire Wood advised that she had received documentation from the Scottish Executive regarding further proposed reductions in waiting times, such as four hours in Accident and Emergency. She had been invited to a meeting to discuss the issues and felt that AHP s had a key role to play. Claire Wood suggested to the Committee that Margaret Brown and Helen Robertson be invited to the informal meeting in April of the AHP after which the Committee could then undertake the necessary action required in relation to extended roles. The deadline for completion was The Committee Noted the position and Agreed that Margaret Brown and Helen Robertson be invited to the April meeting of the AHP. CLAIRE WOOD 9. WORKFORCE PLANNING BASELINE REPORT Claire Wood advised that the report had now been published on the Intranet and that if anyone wished to make comment then this needed to be relayed to Hamish Johnston by the end of next week. 10. EXTERNAL COMMITTEE REPORTS Claire Wood stated that there needed to be greater clarification as to which external Committees members had been appointed to in order that this information could be easily accessible. In response those present advised as to their external Committee 4
5 involvements. Moira Slater had circulated to the Committee a document relating to two-day Facilitator Training courses led by the Knowledge and Skills Framework (KSF) Manager. The course would allow those involved to be able to hold awareness sessions in their role of supporting people locally. The course would also be related to the relevant job description as part of the KSF. In the words of the Implementation Officer, Linda Harris the course was an exemplar of what was happening in Scotland. The Committee: a) Agreed that the Committee Administrator write to all members requesting confirmation of their external Committee involvements. b) Noted the dates for the Facilitator training course. 11. DATES FOR INFORMAL MEETINGS Claire Wood advised that a meeting of the MCN Coronary Heart Disease Group was to meet on 30 March at am to establish Sub Groups on training and education. The Committee Agreed to place the matter in the hands of Dougal Sim. D SIM Dougal Sim left the meeting at pm 12. AOCB It was reported that the Independent Newspaper would be publishing an Allied Health Care Supplement on 24 March. Claire Wood advised that the Maternity Services Special Interest Group that had been submitting reports to the Committee had been disbanded. Claire Wood stated that she had received from the Director of Human Resources a letter from the Scottish Executive Health Department requesting nominations for Mentoring for Lead AHP s. This would be copied and circulated to members by the Committee Administrator. It was reported that a query relating to a meeting Making it Work Norway Conference had been passed to Mary MacLeod to consider. M MACLEOD Claire Wood advised that Wendy Hedgecock would be retaining her role in relation to the North of Scotland Workforce Planning Group. Claire Wood advised that there had been received from the Director of Human Resources documentation relating to a short course for front or middle managers in relation to modern leadership responsibilities. This would be copied and circulated by the Committee Administrator. 13. DATE OF THE NEXT MEETING The next meeting will be held on Thursday 19 May 2005 at 3.00 pm in 5
