Planning and Emergency Preparedness 15 th Annual Birth to Three Institute June 21, 2011 Emergency Preparedness Recent and Current Events Broad perspective: not restricted to one area or population or weather related disasters Dynamic issue that crosses all program areas What Do We Mean By Preparedness? THE STATE OF HAVING BEEN MADE READY OR PREPARED FOR USE IN ACTION Knowledge and planning as a strategy to allay fears 1

Types of Emergencies Natural Disasters: Floods, fires, hurricanes, earthquakes, etc. Acts of Terrorism Random Acts of Violence Environmental Disasters Public Health Emergencies Emergency Preparedness Continuum Preparedness: plans, partnerships Impact Relief: food, clothing, shelter Recovery: housing, employment, life planning Levels of Response and Impact Personal/Family Community State Regional National 2

Related Head Start Program Performance Standards Emergency plans, routes and exits Crib spacing Emergency or crisis assistance Collaboration with community providers Planning and Community Assessment Record keeping systems Communication Infants/Toddlers Considerations Home visits/family child care Budget allocations Developmental stage of child Alternate emergency routes Staffing ratios Personnel considerations: Personal Preparation is a first step in Program Preparation Reduces stress in times of crisis Offers personnel practice in planning Identifying and staffing personnel during crisis Matching responsibilities to personal reactions to crisis Creating opportunities for all staff to offer support Creating systems to support all personnel during times of crisis Staffing protocols that provide down-time Mental health consultation that helps staff process crisis 3

Developmental Considerations Infants: React to trauma by being irritable, crying more than usual, wanting to be held of cuddled. Respond to adult expressions of emotion. Developing a sense of object permanence and attachment. Toddlers: May act out traumatic event in play. Look to adults to determine boundaries or appropriate behaviors and reactions. Begin to develop language to share observations and feelings. Require transition time and respond to consistency and routines. Emergency Preparedness Manual OHS Emergency Preparedness Workgroup Strategies, Tools, and Resources Planning through baby steps Case Studies Assign a recorder, facilitator, and presenter Consider your own scenario or one from the Manual: Review the section of the Head Start Emergency Preparedness Manual related to the phase your group has been assigned. Choose and complete tools that will help you plan for the scenario. Refer to any of the reference materials related to specific emergencies, child development & mental health, program planning, community partnerships, etc. Share your experiences with the group 4

Action Planning Using the case study, reflect on your own emergency plans What are your plans strengths? Which HSPPS are included in your plan? What is missing from your plan? What are some challenges to the planning process and what will you do to solve them? What recommendations from the Manual will you start to integrate into your plan? Share broad themes for next steps for planning Additional Resources Early Childhood Learning and Knowledge Center Emergency%20Preparedness NCCIC State and Territory Emergency Preparedness Plans: AAP Children & Disasters: Contact Information Robin Brocato Health Specialist Office of Head Start Amanda Schwartz Senior Training Specialist ZERO TO THREE 5
