1 POSITION PROSPECTUS Company Background ADMINISTRATOR, NEUROSURGERY Philadelphia, Pennsylvania Jefferson University Physicians (JUP) is a multi-specialty physician practice consisting of the full-time faculty of Thomas Jefferson Medical College. JUP is one of the largest multi-specialty physician practices in the Philadelphia area with more than 580 physicians in over 33 specialties and multiple primary care practices. JUP has 16 clinical departments and 105 practice sites throughout Philadelphia and the Delaware Valley. Its operating revenue is $300M with $500M in gross charges, and the practice has 800,000 ambulatory visits and 32,000 admissions annually. While providing the highest quality healthcare to patients, JUP trains the physicians of the future and engages in numerous research endeavors that support the mission of Thomas Jefferson University. Since its founding in 1825, the Thomas Jefferson University Hospitals (TJUH) have grown to more than 6,700 employees and 957 licensed acute care beds, with major programs in a wide range of clinical specialties. Services are delivered at five locations: the main hospital facility and Jefferson Hospital for Neuroscience, both in Center City Philadelphia; Methodist Hospital in South Philadelphia; Jefferson at the Navy Yard, just past the sports complex; and Jefferson- Voorhees in South Jersey. Formerly a division of Thomas Jefferson University, the hospital was separated from the University to become a founding member of the Jefferson Health System in The hospital expanded its services to the community with the merger of Methodist Hospital as a division of Thomas Jefferson University Hospitals in As an academic medical center, Thomas Jefferson University Hospitals embrace the importance of an excellent clinical setting for patients and as a foundation for the learning experience of Jefferson students and residents. Jefferson Hospital for Neuroscience (JHN) is the Philadelphia area s preeminent center for the diagnosis and treatment of stroke and cerebrovascular diseases, brain tumors, epilepsy, movement disorders, neuromuscular diseases, headaches, Alzheimer s disease and spine and spinal cord injuries. JHN is actively shaping the future of neurosurgery and neurology through groundbreaking clinical research. Jefferson Hospital for Neuroscience was the first in the Delaware Valley to offer such state-of-the-art technologies as: Fractionated stereotactic
2 radiosurgery (also known as stereotactic radiotherapy); Gamma Knife ; Shaped Beam Surgery ; minimally invasive neurosurgery utilizing a robotically controlled microscope; and NeuRx DPS, an FDA-approved device that helps individuals with certain types of spinal cord injuries breathe on their own again. In addition, Jefferson Hospital for Neuroscience launched Jefferson Expert Teleconsulting (JET) in connection with its Jefferson Neuroscience Network. JET, the region s first university-based high-tech mobile robotic teleconsulting system, allows Jefferson neuroscience specialists to evaluate time-sensitive neurovascular diseases, most notably stroke, in real time and without delay. JHN s measures of excellence include: Stroke: The Jefferson Acute Stroke Center is one of the most advanced centers in the United States for the prevention, diagnosis, treatment and research of stroke. Epilepsy: The Jefferson Comprehensive Epilepsy Center is among the nation s most respected, focusing on research, diagnosis and treatment for persons with seizures, performing the most surgical operations and participating in the most investigational drug trials of any epilepsy center in the Delaware Valley. Spinal Cord Trauma: Jefferson is both an accredited Level 1 Regional Trauma Center and a federally designated Regional Model Spinal Cord Injury Center. In affiliation with Magee Rehabilitation Hospital, Jefferson is Delaware Valley s only Model Spinal Cord Injury Center, as designated by the National Institute on Disability and Rehabilitation Research. Clinical Trials: Jefferson Hospital for Neuroscience partners with the National Institutes of Health and leading pharmaceutical innovators to develop advanced interventions and drug treatments for acute and chronic neurologic conditions. Patient Volume: Jefferson Hospital for Neuroscience annually treats the largest combined volume of brain tumors, spinal cord injury, aneurysms and AVMs in the Philadelphia region. 3 Position Mission The Administrator, Neurosurgery is a highly visible leader who serves as the chief business officer for the department. He or she is accountable to the Neurosurgery Department Chair, Dr. Robert Rosenwasser, as well as to JUP and TJUH for providing senior administrative leadership for all clinical, educational, research and financial functions within the department. This position administers day-to-day operations and manages the administrative, personnel, academic, budget and financial responsibilities of the department and is a member of the executive management team. In addition, the Administrator, in collaboration with other department staff, elevates the visibility of the department both externally and internally and ensures that the department continually improves its high quality of patient care and satisfaction. The Administrator interacts closely with staff in the hospital and the university in this highly matrixed organization as the face of the department. It is therefore essential that the Administrator create strong relationships with Neurosurgery department faculty and staff, JUP administration, hospital management, the Dean s office, and peer administrators. As the business manager for this high profile service line, the Administrator develops and administers the annual budgets as well as long-range projections and financial plans. He or she ensures a solid financial foundation to carry out the department s goals and reports on financial and operational matters to the Medical College, Hospital, Jefferson University Physicians and granting agencies. Neurosurgery has experienced exponential growth in the last several years and is now a large and complex department organized in three divisions, tumor, spine, and vascular, with a variety of subspecialties. The department has adopted a regional network strategy with a central office in Center City and seven additional regional locations: Bryn Mawr Hospital (Main Line Health) - Bryn Mawr, PA Lankenau Medical Center (Main Line Health) - Wynnewood, PA Kennedy University Hospital Turnersville, NJ AtlantiCare Regional Medical Center City Campus - Atlantic City, NJ St. Mary Medical Center Langhorne, PA Community Medical Center - Toms River, NJ Mercy Health System Darby and Philadelphia, PA (professional services agreement only) The regional locations, with the exception of Mercy Health System, are linked electronically and use Allscripts for electronic health records and billing. Plans for additional growth are ongoing. The Administrator, Neurosurgery reports to the Chair of Neurosurgery at Thomas Jefferson University Hospitals. Total staff for the department includes 25 physicians and 65 FTE staff. In addition, the department handles: 2,490 inpatient surgical cases 166 outpatient surgical cases 21,810 ambulatory office visits $17.5M total revenue 3
4 Candidate Qualifications The successful candidate will ideally possess the following qualifications and experience: Education & Experience A Bachelor s degree in Health Administration, Business, Finance or a related field is required. A Master s degree in one of these areas is strongly preferred. Seven to ten years of demonstrated successful progressive management experience in a complex academic medical center. Experience in Neurosurgery preferred, but other surgical specialties will be considered. Demonstrated success managing practice groups in multiple locations. Capabilities Ability to quickly establish rapport and credibility with the Chair of Neurosurgery, JUP administrative staff, Thomas Jefferson University senior staff, Dean s office staff, TJUH management staff, department faculty, and staff throughout the organization. Ability to critically assess the department s infrastructure and recommend changes in processes and staff alignment that will improve operations to support the new regional network strategy and continued expansion. Current knowledge of progressive neurosurgery practice trends to bring a more creative and entrepreneurial approach to new programs and services. Strong organizational skills to coordinate and integrate practice management systems and procedures that focus on operational excellence, staffing, office operations, information systems, management development and marketing. Strong background in finance and budgeting with the ability to develop and meet both longand short-term financial targets and goals that include maintaining the highest level of quality standards for patients while sustaining profitability. Thorough understanding of the budget and revenue cycle to recommend improvements that will reduce variation and be responsible for all departmental accounting of revenue, expenditures and transfers of funds. Solid technological skills to work successfully with financial and clinical information systems in an academic department environment. A solid track record of establishing and maintaining productive, collaborative relationships with physicians. Knowledge of and experience in designing and implementing physician compensation incentives that align clinical, teaching and research goals. Ability to improve and sustain quality clinical operations that meet or exceed provider expectations and monitor measures of success at multiple locations. 4
5 Demonstrated experience designing and managing a patient satisfaction program that continuously improves satisfaction scores. Ability to develop and execute department operations functions across all sites of care to include standard operating policies and procedures where appropriate. Experience overseeing negotiations with federal agencies and third party payers and the ability to maintain compliance with all pertinent regulations. A strong, uncompromising service orientation. The ability to communicate passion about meeting patient needs while leading and inspiring staff to do the same. The innate ability to lead by example. Excellent communication skills with the ability to clearly articulate goals and expectations both verbally and in writing. First-Year Aspirations The new Administrator, Neurosurgery will focus on the following objectives during his or her first year: Establishing rapport and credibility with the Chair of Neurosurgery, JUP administrative staff, Thomas Jefferson University senior staff, Dean s office staff, TJUH management staff, department faculty, and staff throughout the organization. 5
6 Assessing and strengthening Neurosurgery s infrastructure, policies and processes to reflect the department s size and complexity and support its growth strategy Evaluating staff throughout the department to ensure that the right people are in the right jobs to further position the department as an integral part of the Jefferson enterprise. Collaborating with the Chair, Neurosurgery in defining financial and programmatic goals and guiding the strategic and operational direction of the department in support of academic, research and clinical programs, activities and services. Assessing Neurosurgery s financial and billing operations and improving charge and collection processes to ensure a smooth, timely and efficient process, particularly in regional offices. Designing and implementing a coding training program for physicians in all locations to ensure that services rendered are being appropriately captured. Working closely with Information Technology to ensure that the electronic health records and billing systems are fully integrated into Neurosurgery operations and are effectively capturing all required information for the department. Improving communications and reporting in all locations so that information can be shared throughout Neurosurgery to strengthen operational efficiencies. Preparing and monitoring the department s budget within institutional guidelines and in accordance with strategic plans; assuming responsibility for meeting budget targets and objectives. Adhering to system compliance and risk standards, and maintaining compliance with federal, state, and local regulations and standards governing the delivery of care. Developing and executing core department practice operations functions across all practice sites to include standard operating policies and procedures where appropriate, and collaborating with hospital and university administration to ensure that space, equipment and staff needs for the department are met. Monitoring and ensuring the success of key institutional scorecard measures for Neurosurgery including financial performance, operational standards, patient satisfaction, physician satisfaction and engagement, employee satisfaction and employee turnover. Assessing department physician compensation in the marketplace to ensure that they remain competitive and putting in place physician incentives that align with the department s strategic objectives. 6
7 Working closely with the Chair of Neurosurgery to provide administrative support in physician recruitment including on-boarding and credentialing for all providers joining the department. Continuously improving and sustaining quality clinical operations to meet provider expectations, and developing and monitoring measures of success. Maintaining a close working relationship with research principal investigators to meet the administrative needs of research projects. Facilitating and managing grant proposal budgets and agreements, ensuring timely submission of proposals and accurate administration of grants that meet institutional mandates. Developing and implementing a comprehensive approach to patient satisfaction across all practice sites and coordinating targeted improvement work plans as needed for Neurosurgery practices. Continuously mentoring and developing staff. Promoting educational and professional development and training for professional and non-professional staff consistent with the demands of the position in an effort to assure competency in assigned areas of responsibility; planning strategy for division development and ongoing educational needs; serving as mentor to promote professionalism on a group or individual basis.
