2 1. Welcome and apologies Dr Sinclair welcomed everyone to the meeting and introductions were given around the table. 2. Matters arising from previous minutes The steering group agreed that the record of the last meeting was accurate. 3. SCIN 2014/2015 work plan The group discussed the work plan and everyone agreed that the current workplan RAG status was positive. Mrs Speirs advised the group that the layout of the Annual Report and Workplan could not be changed because it was a standard template that all the Networks used. The group discussed the papers that accompanied the workplan and recommended that changes be made to the Direct Access to Imaging paper ACTION: Dr Anne Marie Sinclair 4. Feedback from working group 4a. SCIN Quality Improvement Dr Sinclair reminded the group that the SCIN Quality Improvement (QI) group established to explore what SCIN could do with the minimum data set. The QI group reached the decision that the minimum data set was not fit for purpose. The SCIN QI group had received a presentation of the NHS Forth Valley Imaging dash board that had been created by Dr Raj Burgal. The steering group were informed that the dash board was being trialled in NHS GGC and Dr Burgal and Mr Mike Conroy were also exploring the possibility of the dash board being used in NHS Lothian. This would demonstrate the dash board s compatibility with the current RIS, Care Stream and TRAC CARE systems that were in place across the country. The SCIN QI group was currently exploring what else was required to enable the dashboard to be implemented in Health Boards across Scotland Dr Sinclair informed the group that the SCIN Quality Improvement Group had identified that in the future SCIN should explore Demand Management, part of this process involved Dr Burgal writing a user manual for the Health Boards. Dr Sinclair informed the group that a National Demand Optimisation Group had been established and SCIN had been asked to contribute to this work. Dr Sinclair asked the group if SCIN should establish a Demand Management work stream in Imaging, since Demand Management was different in Imaging compared to Laboratories. The Steering Group agreed that this would be the right time to establish this group; the NNMS agreed to invite SCIN Steering Group to participate in the Demand Management Imaging work stream, arrange the first meeting in January 2016 and update the workplan accordingly.
3 ACTION: NNMS 4b. SCIN Seven Day Working Dr McRitchie reported that the SCIN Seven Day working Group had met on 5 occasions. The outcome of these meetings had been the production of a written document that had key recommendations of what a seven day adult and paediatric Imaging services should provide. The completed document had recently been submitted to the Scottish Government Seven Day Taskforce, although this meeting had been postponed until January The group was informed that paper was also being shared with the Diagnostic Steering Group in November. It was agreed that the resource required for a seven day working provision should be quantified and examined. The group noted that there a reference had not been included in the document; Dr McRtichie agreed to make the amendments that were discussed: to provide reference for recommendation 10, scope a workforce panning group Page18- skill mix Final sentence instead of admin tasks amend to certain tasks. The steering group agreed that until they had received feedback from the Scottish Government Seven Day taskforce that the SCIN Seven Day group would cease until further notice. ACTION: Dr McRitchie 4c. SCIN Direct Access to Imaging The SCIN Direct Access to Imaging group has developed a pathway - A Scottish Imaging Pathway for Primary Care Direct Access to CT of Chest/ Abdominal/Pelvis for Patients with Unidentified Suspected Malignancy- which will provide a colleges with a guidance with what patients should be placed on the pathway in order to be seen within Imaging Services. The steering group commended the pathway as it narrowed the reasoning for the request of the scan. As well as detailing the need for Radiology and Primary care communication. Dr Sinclair advised that the A Scottish Imaging Pathway for Primary Care Direct Access to CT of Chest/ Abdominal/Pelvis for Patients with Unidentified Suspected Malignancy referral pathway will also be presented to the November meeting of the Diagnostic Steering Group. Dr Sinclair informed the steering group, that the next action for the Direct Access to Imaging group was to conduct an audit of the pathway; which aimed to find out whether the patient pathway improved as a result of implementing the pathway. The steering group wondered whether an outcome measure should include whether or not a patient returns for a follow up scan. The Group agreed that a timeline for audit across the health boards should be established The steering group agreed that until they had received feedback from the Diagnostic Steering Group that the SCIN Direct Access to Imaging group would halt until further notice. ACTION: Direct Access to Imaging Group 4d. SCIN National Procuring of Imaging ACTION: Dr Sinclair Ms Kate Henderson informed the Steering Group that the Project Initiation Document (PID) had been accepted on the National Procurement workplan. Ms Henderson advised that the next step for the group
4 was to establish a panel of experts who would be involved in the evaluation of resources in order to develop the necessary requirements and specifications that met the needs of NHS Scotland. Ms Henderson informed the group that completing the information would take between six and twelve months to complete, as she still needed to liaise with some Health Boards to ascertain what services they were outsourcing. The group were informed that legal advice would be sought from the Central Legal Office (CLO). The Steering Group agreed to recommend colleagues who had experience of procuring to become a member on the SCIN National Procuring of Imaging Group, NNMS advised that a terms of reference document would be created. It was also agreed that robust evaluation criteria should be established to reflect quality indicators. The group felt it prudent to inform NHS Scotland Shared Services Portfolio Board of the ongoing work of the SCIN NPI group; NNMS advised that Shared Services would be tabled for discussion at the next NPI meeting. Ms Henderson will share the PID with the steering group ACTION: NNMS: Update National Procurement work plan Action: Ms Henderson (TOR) / PID ACTION: NNMS- Evaluation criteria to be drawn up to reflect quality indicators. ACTION:Ms Henderson will inform NHS Scotland Shared Services Portfolio Board of the ongoing work of the SCIN NPI group.
5 5. Shared Service Dr Sinclair referred the group to the SCIN Shared Services discussion document that the Chair and Vice Chairs of the SCIN working groups had written. She informed the group that the SCIN document, along with documents from the other diagnostic networks was being presented to the November meeting of the Diagnostic Steering Group Dr Sinclair informed the group that she had met with Dr Brian Montgomery and Mrs Linda Kerr the Health Support Portfolio Programme Director and Programme Manager respectively, who were looking to facilitate visioning workshops with SCIN, the Radiology Community and its stakeholders in January The purpose of the workshops would be to explore what Imaging services should look like in five and ten year s time. To support the NHS Scotland Shared Services Portfolio Boards work, Dr Sinclair wondered whether it would be prudent to establish a SCIN Shared Services working group, who would be able to contribute to the NHS Shared Services Portfolio Board. The Steering group agreed that SCIN should establish a shared services working group. Dr Sinclair informed the group that their Interventional Radiology colleagues were also being supported by SCIN to contribute to NHS Scotland Shared Services agenda. It was agreed amongst the group that a new Shared Services work stream should be created, NNMS would facilitate recruitment and arrangement for the first meeting in January for this group and update the SCIN workplan accordingly. ACTION: NNMS 6. SCIN Communication and Engagement The steering group were reminded of the re-launched SCIN website The steering group was invited to contact Mr Liam Anderson ( SCIN Programme Support Officer) if there was anything that they would like to be included on to the website. Dr Sinclair asked the group if a quarterly SCIN newsletter should be sent to the Imaging community and its stakeholders. The purpose of the newsletter would be to keep raising the profile of SCIN and share the work that SCIN was involved in. The Communication strategy will be clarified with the Network Management Service then issued to the Steering Group for feedback on the document; NNMS agreed to take these actions forward. ACTION: NNMS To develop SCIN Demand Optimisation and SCIN Shared Services Distribution lists and include Patricia McKay in the shared services distribution list.

AOCB The group queried if the diagnostic steering group could advise who to approach at the Scottish Government about funding and external body audit in order that the network may establish where identify where etc. is lacking. Action: Dr Sinclair 8. Next Meeting The next SCIN Steering group meeting is scheduled to take place in June 2016 a date and a venue are to be confirmed. The SCIN Annual Education Day will take place on the 02 nd June 2016
