2 What are LEPC s? LEPC s are comprised of members from emergency response agencies including fire, medical, law enforcement, hospitals, public health, and emergency management. Also involved are transportation agencies, media, industry, and community groups.
3 What are LEPC s? Responsibilities include: Preparation, annual review, and training of the county wide hazmat and emergency operations plan. Coordinating training for emergency personnel. Identifying facilities and transportation routes for hazardous material storage and travel through the county. Conduct hazard analysis and vulnerability studies.
4 Overall Purpose of EPCRA Citizens rights to know chemicals in their communities. To make citizens full partners in the process of preparing for chemical emergencies and managing chemical risks.
5 EPCRA Section The emergency planning section of the law is designed to help communities prepare for and respond to emergencies involving hazardous substances. Every community in the United States must be part of a comprehensive plan. In Iowa, the Homeland Security Emergency Management Division is responsible for implementing Section Emergency Planning

12 Commodity Flow Studies The purpose of commodity flow studies is to examine chemical transportation via local transportation modes for the purpose of identifying and quantifying hazardous substances moved along specific transportation routes.

14 Homeland Emergency Response Exchange HERE is a program that was created to share available environmental, health, and natural resource information with state agencies involved in emergency response planning and implementation. The following are pictures of what the HERE system looks like.

19 Computer Aided Management of Emergency Operations CAMEO is a system of software applications used widely to plan for and respond to chemical emergencies. CAMEO integrates a chemical database and a method to manage the data, an air dispersion model, and a mapping capability.
20 Mapping Applications for Response, Planning, and Local Operational Tasks MARPLOT is the mapping application. The areas contaminated by potential or actual chemical release scenarios can be overlaid on the maps to determine potential impacts.
21 Areal Locations of Hazardous Atmospheres ALOHA is an atmospheric dispersion model used for evaluating releases of hazardous chemical vapors. It allows users to estimate the downwind dispersion of a chemical cloud. ALOHA can estimate threat zones associated with several types of hazardous chemical releases, including fires and explosions.
