3 Summary This report and grades represent our assessment of the quality of the areas of performance which were examined during this inspection. Grades for this care service may change after this inspection following other regulatory activity. For example, if we have to take enforcement action to make the service improve, or if we investigate and agree with a complaint someone makes about the service. Staff are positive role models. They are friendly, calm and supportive and warmly interacted with the children during play. What the service could do better The service should: Review snack times Ensure that all children wash their hands before eating Improve the hanging space in the cloakroom area or ensure children hang their belongings up Make sure children are given choice if they would like to join in large group times. 5 1 About the service we inspected The Care Inspectorate regulates care services in Scotland. Information about all care services is available on our website at This service was previously registered with the Care Commission and transferred its registration to the Care Inspectorate on 1 April Requirements and recommendations If we are concerned about some aspect of a service, or think it needs to do more to improve, we may make a recommendation or requirement. - A recommendation is a statement that sets out actions the care service provider should take to improve or develop the quality of the service based on best practice or the National Care Standards. - A requirement is a statement which sets out what is required of a care service to comply with the Public Services Reform (Scotland) Act 2010 ("the Act") and secondary legislation made under the Act, or a condition of registration. Where there are breaches of Regulations, Orders or conditions, a requirement may be made. Requirements are legally enforceable at the discretion of the Care Inspectorate. Broughton After School Club is registered to provide a care service to a maximum of 60 children of primary school age. The Board of Directors are made up parents using the club and they have overall responsibility for the running of the club. The service is run from and has sole use of a building on the grounds of Broughton Primary School. In order to be registered for 60 children, the service also has use of the school playground, swimming pool and gym halls. The service operates 2.45pm pm Monday to Thursday and 12.00pm pm on a Friday and 8.15am pm during school holidays. The aims of the service are to: "Provide an out of school service for children of primary school age which develops activities and opportunities appropriate to each child's needs and interests, through the support of a dedicated team. Support children's development socially, physically, creatively, intellectually and emotionally with elements of choice and equality for ALL child members. Support the needs of parents/guardian members by offering a flexible and safe environment which supports their childcare needs". Broughton After School Club, page 5 of 25

7 2 How we inspected this service The level of inspection we carried out In this service we carried out a low intensity inspection. We carry out these inspections when we are satisfied that services are working hard to provide consistently high standards of care. What we did during the inspection We wrote this report following an unannounced inspection visit to the service on Tuesday 26th November We also made an announced visit to the service on Monday 9th December 2013 to conclude the inspection. This inspection was carried out by Care Inspectorate inspector, Sarah Hermiston. As requested by us the provider sent us an electronic annual return. We issued twenty Care Standard Questionnaires to the service to give to parents and carers before the inspection. Twelve completed questionnaires were returned to us. In this inspection we gathered evidence from various sources, including the relevant sections of policies, procedures, records and other documentation, including: Accident/incident recording systems Additional Support Needs Policy Certificate of Insurance Certificate of Registration Child protection policy Children's personal folders Completed Care Standard Questionnaires Evidence from the service's most recent annual return Fire emergency procedures Medication recording systems Newsletters Plans for children's play experiences Risk assessments Service aims and objectives Staff support and supervision records Whistle blowing policy. 8 The manager All staff present at the inspection visit Some of the children. We observed the interaction between staff and children. We checked that the resources indoors and outdoors were safe for the children. All of the above information was taken into account and reported on under the relevant Quality Themes and Statements within this report. Grading the service against quality themes and statements We inspect and grade elements of care that we call 'quality themes'. For example, one of the quality themes we might look at is 'Quality of care and support'. Under each quality theme are 'quality statements' which describe what a service should be doing well for that theme. We grade how the service performs against the quality themes and statements. Details of what we found are in Section 3: The inspection Inspection Focus Areas (IFAs) In any year we may decide on specific aspects of care to focus on during our inspections. These are extra checks we make on top of all the normal ones we make during inspection. We do this to gather information about the quality of these aspects of care on a national basis. Where we have examined an inspection focus area we will clearly identify it under the relevant quality statement. Fire safety issues We do not regulate fire safety. Local fire and rescue services are responsible for checking services. However, where significant fire safety issues become apparent, we will alert the relevant fire and rescue services so they may consider what action to take. 9 The annual return Every year all care services must complete an 'annual return' form to make sure the information we hold is up to date. We also use annual returns to decide how we will inspect the service. Annual Return Received: Yes - Electronic Comments on Self Assessment Every year all care services must complete a 'self assessment' form telling us how their service is performing. We check to make sure this assessment is accurate. We did not receive a self assessment in preparation for this inspection. The manager thought that they had done this and that there have been an issue with on-line system. We have taken this into account and not made any recommendations about this but have asked that the manager contact the Care Inspectorate helpdesk if difficulties arise in the future. Taking the views of people using the care service into account We observed the children enjoying their play. All of the children we spoke with told us they enjoyed going to the club. Our observations and children's comments are noted in this report. Taking carers' views into account Twelve parents returned our Care Standard Questionnaires. 10 3 The inspection We looked at how the service performs against the following quality themes and statements. Here are the details of what we found. Quality Theme 1: Quality of Care and Support Grade awarded for this theme: 5 - Very Good Statement 1 We ensure that service users and carers participate in assessing and improving the quality of the care and support provided by the service. Service strengths We found the service was delivering high quality care in relation to the areas covered by this quality if statement, resulting in very good outcomes for children. This was confirmed by children who told us, "We just speak to the staff and tell them what we want to do", "I like it here because there is lots to do" and "We can write what we want in the ideas and happy books". Families were kept well-informed about all aspects of the club. The notice board provided very good written details about the day-to-day running of the club such as staff information, events, activity plans, health and safety, child protection, emergency procedures and any changes to club arrangements. There was additional printed material for families such as the registration pack, handbook and newsletters. Communication between families and staff was very warm and friendly and staff took time to talk with parents who arrived to collect their children. We heard staff tell parents what their child had been doing that day and making plans for the next session. The manager told us that before starting to use the service, parents and children were invited to come visit the service. This meant that children and parents could meet staff and the children attending. When starting to use the service, parents completed registration forms. These gave staff information about their child, including their dietary, medical and developmental needs. This meant that staff knew each child's needs and used this information to give them the correct care and support. Broughton After School Club, page 10 of 25

11 Children had opportunities to have their say in the care and support they received. We observed staff working in ways that made children feel secure in the knowledge that their contributions would be valued and respected. Children confidently told us how they planned activities and chose the resources they wanted to use. In our questionnaire, all parents confirmed that: Overall, they were happy with the quality of care their child received in the service. The service had involved them and their child in developing the service, for example asking for ideas and feedback They were kept informed of what was happening in the service, for example through newsletters and information boards Staff shared information about their child's learning and development with them and, where appropriate, their child. Areas for improvement We shared with the manager that in our questionnaire, three parents told us that they and their child were not able to visit the service before starting to use it. They should consider this response to see if they could make further improvements to the system they have in place for parents and children to visit before they start using the service. 12 Statement 3 We ensure that service users' health and wellbeing needs are met. Service strengths At this inspection we found that the performance of the service was good for this statement. The service met the health and wellbeing needs of children very effectively. The areas of strengths noted in theme one, statement also applied to this statement. Staff had training in first aid, allergy awareness including Epi Pen (medication for allergies), infection control and child protection. Children were encouraged by staff and each other to take care of the toys, equipment and to tidy up when they had finished with them. This encouraged respect and independence in children. The accident and incident recording system made sure that parents/carers were told about what had happened to their child and the actions taken by staff.. Staff were flexible and responsive to children's needs. At planning meetings staff discussed individual children's needs and this helped make sure that children received the care and support they required. Staff had begun to develop new systems to regularly gather information about each child's needs. The aim of this was to help make sure staff were kept up to date and plan appropriate support for the children. Children learned about the importance of good hygiene, through practices such as washing their hands after using the toilet. The club's approach to positive behaviour management was clearly laid out for families and the children. The children were clear about the club's rules and were encouraged to be mannerly, helpful and to show kindness and consideration to each other. Positive behaviour was acknowledged and celebrated verbally. A parent told us,"the children thrive under BASC care which is firmly supportive and encouraging. Each child is treated fairly, with the love and respect and it's a valuable part of my son's life". A 'tuck shop' was managed by the children and they used the money raised to buy resources and equipment. This gave children an opportunity to gain an understanding of the use of money in the real world and develop their life skills such as decision-making, leadership and team work. In our questionnaire, a parent told us, 'The involvement of the children in taking responsibilities and leadership is really positive'. Broughton After School Club, page 12 of 25

13 Snack consisted of a good range of fruit. Children had continual access to fruit and drinking water. This contributed to children having a healthy diet. The relationship between staff and children was supportive, respectful and friendly with a lot of humour. Children were clearly happy, confident and well settled in the club. In our questionnaire, all parents confirmed that the service: Provided a healthy and well-balanced diet which met their child's dietary and cultural needs. Had a clear code of behaviour for children, and worked with their children to make sure they understood it. A parent told us, 'the safety, well-being and interest of the children come first and foremost'. Areas for improvement Not all children washed their hands before snack. The snack arrangements meant that children walked around the club room eating. Furthermore, children arrived at the club eating chocolate cake and crisps. We felt that the manager should now consider the snack arrangements to ensure they are meeting the needs of all the children and that they are able to sit and spend time eating their snack. See recommendation one. At the beginning of the session on our first visit, children were sitting in a large group for 35 minutes. The manager told us that this was not normal practice and on that day all the children wanted to sit and listen to a child who was keen to share their book with the group. However it was clear that children were becoming restless and we heard staff telling children to sit down. We have asked the manager and staff to review the arrangements for story telling/group times to ensure they are meeting the needs of all the children. In our questionnaire, a parent told us that they were not happy with the tuck shop. This tuck shop involved children buying sweets from the club and the funds went towards purchasing new resources. They manager should consider this response to see if healthier options could be available in the tuck shop. 14 Recommendations 1. It is recommended that the manager and staff review the snack arrangements. They should make sure that children are able to wash their hands before eating. They should assess if it would be more beneficial for children sit down to have snack and consider if it is fair and appropriate that children are able to eat their own, less healthy snacks. 16 Statement 2 We make sure that the environment is safe and service users are protected. Service strengths At this inspection we found that the performance of the service was very good for this statement. In our questionnaire, all parents confirmed that the service was a safe, secure, hygienic, smoke free, pleasant and stimulating environment. The service had sole use of a building within the school grounds and access to the school toilets, playground, swimming pool and gym halls. Parents commented that the club used the spaces well and in our questionnaire, all parents told us that there was enough space for the children to play and get involved in a range of activities. There were various policies and procedures in place to support this statement such as health and safety, infection control and child protection. Children's art work was displayed around the club room. This helped children feel valued and was successful in celebrating and recognising children's achievements. A procedure was in place for staff and children to follow in the event of an emergency in the service. There was an emergency escape plan that was practiced with children regularly and recorded. All staff were trained in Child Protection. The service policies told staff what they should do in the event of having a concern about a child's welfare. Areas for improvement The door to the club room was not locked which meant there was the potential for people to arrive in the club unnoticed. At the time of the inspection we did not see risk assessments or policy and procedure to demonstrate how this was managed by staff. We have asked the manager to forward us a copy of this. The cloakroom area for storing bags and coats was not kept in an orderly fashion which resulted in children's coats and bags being on the floor. The manager should consider if more pegs are needed or if children need reminding to hang their belongings up. We will check the progress of this at the next inspection. 18 Statement 3 We have a professional, trained and motivated workforce which operates to National Care Standards, legislation and best practice. Service strengths At this inspection we found that the performance of the service was very good for this statement. We looked at staff records, meeting minutes, spoke with staff and observed their practice to assess this statement. To make sure they employed the right person to join their team, at interviews, management asked candidates questions to assess their qualities and experience. This meant that from the very start the service made sure that new staff members were suitable to join the team. Before starting to work in the service, new staff went through an 'induction'. The induction checklist showed us that new staff were given lots of information about their job and in particular what their role was in protecting children. The policies and procedures told staff about documents which were important to work they did. This included the National Care Standards, The curriculum for Excellence and The Scottish Social Services Council (SSSC) Codes of Practice. The 'whistle blowing' policy told staff about the importance of being confident to report any concerns they might have about other staff's practice or behaviour. Staff confirmed to us that they did feel able to speak to the manager about anything they were concerned about. Staff received good support in their roles by access to training, staff meetings and regular appraisals. Regular policy and procedure quiz's helped ensure staff were aware of and following the service policies, thus ensuring consistency of good practice. All staff were registered with the Scottish Social Services Council and knew about their responsibility to follow the codes of practice that aim to raise standards of care and increase the protection of children. Staff told us they were happy in their work and felt a valued member of the team. During their work we heard staff give each other praise, support and encouragement. All of this helped to create a friendly, happy place for staff to work and children to be cared for. In our questionnaire, all parents confirmed that: Broughton After School Club, page 18 of 25

19 They had confidence that the staff had the skills and experience to care for their child and support their learning and development. There were always enough staff to provide a good quality of care. Their child appeared happy and confident with the staff. Parents gave us positive comments about the staff. For example: "The staff are caring, skilled and fun. Both my daughters enjoy the after school club. Cannot praise them highly enough". "The club employ a varied skill set of staff who encourage the children with a wide variety of activities". Areas for improvement The service should continue to monitor and maintain the very good standard of quality. They should ensure they continue to identify areas of improvement and implement action plans to address these. 21 Statement 4 We use quality assurance systems and processes which involve service users, carers, staff and stakeholders to assess the quality of service we provide Service strengths At this inspection we found that the performance of the service was very good for this statement. We looked at records, meeting minutes and spoke with staff and management to assess this statement. The club was managed by a committee of parents of children who used the service and had established good communication lines for everyone involved. Families had very good information about the club, how it was managed and what their children were doing. Committee meetings meant that the performance of the club was reviewed and assessed on a regular basis. The children felt that the club staff listened to their views. The children we spoke to described how they made decisions about their club. Staff support and supervision meetings helped staff reflect on their own performance and think about how it affected the children and the service. Staff meetings were held which allowed staff to share information and discuss any issues which had arisen. The manager's personal development plan took account of feedback from parents and children, organisational needs and lessons learnt from the previous year. A matrix of staff training gave the management team oversight of staff training needs and helped ensure that staff training was updated on a regular basis. The manager and chairperson had attended training to ensure they were clear about their roles and responsibility in relation to employment law. The manager worked in the service so was able to assess the quality of staff performance by observing them while working. This meant they were able to praise staff and offer guidance to make things better. Parents told us, "The manager provides excellent and clear leadership of the service" and "BASC is an amazing club - well run". Questionnaires gave parents the opportunity to give feedback about the service. A summary of action taken by the service instilled confidence that suggestions and comments would be taken on board.
