2 We have a duty in accordance with Health and Safety Statutory requirements to have in place an emergency recovery plan in order to respond to any emergency such as fire, flood, theft of major equipment, failure of the school s IT system, a pandemic, accidents, explosions, bomb threats, or violence. We will ensure that the disaster recovery plan will deal with all eventualities, will be kept up to date and clearly show how the school will recover from an emergency so the school can function as normal. We believe the main purpose of the emergency recovery plan is to contain and control incidents, to safeguard everyone in the school community, to reduce damage to school property and to return school to a condition where it is able to operate and return to a normal service. The emergency recovery plan will be written in conjunction with the local authority and we acknowledge that in an emergency situation the local authority has a legal requirement to provide support and will offer appropriate expert advice. All emergency situations will be handled by the appointed Emergency Recovery Team who will initiate the emergency recovery plan. All team members will be in charge of aspects of the plan. Aims To prepare, plan and train for different emergency scenarios. To contain and control incidents, safeguard everyone in the school community and to minimise damage to school property. To ensure that any impact on business continuity following an emergency situation is kept to a minimum so that the school can function as normal. To work with other schools to share good practice in order to improve this policy. Objectives Enable school to provide a swift response to an emergency Prevent and minimize injury and in the worst case prevent death Alert staff, emergency services, BMDC, parents and visiting professionals Enable the school to take control of the situation until specialist assistance arrives Minimise the disruption to the normal school routine Page 2 of 12
3 Facilitate effective working with the media Responsibility for the Plan Role of the Governing Body The Governing Body has: appointed the Head teacher to act as the director of the Emergency Recovery Team; delegated powers and responsibilities to the Head teacher to ensure all school personnel and stakeholders are aware of and comply with this policy responsibility for ensuring funding is in place to support this policy; responsibility for ensuring this policy is maintained and updated regularly; nominated a link governor to be responsible for emergency recovery and to visit the school regularly, to liaise with the Headteacher and to report back to the Governing Body; responsibility for the effective implementation, monitoring and evaluation of this plan Role of the Head teacher and Emergency Recovery Team The Head teacher and the Emergency Recovery Team will: devise a emergency recovery plan in conjunction with the local authority; keep the emergency recovery plan up to date; prepare for all emergency eventualities such as; Emergency /disaster Action Fire Flood Theft of major equipment Hardware / software failure To follow Fire/Evacuation Procedures To follow Fire/Evacuation Procedures Contact police, secure area and ensure no pupils/staff enter area until police say it is ok to do so. 8 work closely with the link governor; provide guidance, support and training to all staff; monitor the effectiveness of this plan; annually report to the Governing Body on the success and development of this plan via the Schools Financial Values Standard Role of the Nominated Governor The Nominated Governor will: work closely with the Head teacher and the Emergency Recovery Team; ensure this plan and other linked policies/procedures are up to date; ensure that everyone connected with the school is aware of this plan; report to the Governing Body when required Role of School Personnel School personnel will: comply with all aspects of this plan and will attend appropriate training sessions; report any concerns they have on any aspect of this plan Role of Parents/Carers Parents/carers will: ensure school has up to date contact telephone numbers. Raising Awareness of this Procedure We will raise awareness of this procedure via: Induction for new staff The school website and shared drive Training school personnel Page 8 of 12
9 Training We ensure all school personnel have equal chances of training. Periodic training will be organised for all school personnel so that they are kept up to date with new information. Monitoring the Effectiveness of the Plan Annually in line with the Schools Financial Values Standard the effectiveness of this policy will be reviewed by the Business Manager and the necessary recommendations for improvement will be made to the Governors. 10 Stand down and recovery check list The Head Teacher or nominee should continue to lead the response into the recovery phase. The following considerations should be assigned at the discretion of the head teacher or nominee to appropriate staff members As soon as possible after the emergency and if appropriate Stand down staff/pupils/parents and other support services e.g. BMDC Liaise with parents/staff family members regarding plans for attendance at funerals Liaise with parents regarding plans for memorial services Arrange debrief for staff and pupils Arrange debrief for School Emergency Team Identify and support high risk pupils and staff Promote discussion of the emergency in class Consider the need for individual and/or support groups Help affected pupils and staff return to school Seek advice on legal issues Seek advice on insurance Ask staff involved to prepare a written report noting events and times Liaise with Occupational Safety Unit who will advise on reporting procedures Complete the appropriate accident and reportable injury forms Contact and liaise with trade unions Review the school emergency plan, evaluating the response and feeding in any lessons learnt Share best practice with other schools Longer Term considerations Consult and decide on whether to and how to mark anniversaries The impact of some incidents can continue for years put thought into ongoing identification and support measures for those affected Remember the legal process and news stories may bring back memories and cause upset Remember to make new staff aware of the event, who was involved and how they may be affected Inform schools that pupils are moving on to i.e. secondary schools of the events that they may have been exposed to Page 10 of 12
