3 EC INSC PROJECTS FOR T&T Main objective to strengthen the capabilities of the NRAs and their TSOs organisations in the beneficiary/partner Countries. This means to enhance the capability of NRA/TSO to: issue regulations and guides, conduct independent in depth assessment and review of safety cases, organize and conduct inspections, manage the authorization process (licensing) and related decision making. Up to know 4 INSC T&T Projects have been launched each of them with three years duration. ITER-Consult has been managing two of them: MC.03/10 started in finalised. MC3.01/11 started in still in progress. 3

4 EC INSC PROJECTS FOR T&T 5 geographical areas (outside EU) are covered in the cooperation activity: Eastern Europe & Central Asia, North Africa and Near & Middle East, Africa (English, French), Latin America, South East Asia. About 18 Partner Countries are benefitting from the T&T activity (Armenia, Belarus, Brazil, Egypt, Jordan, Indonesia, Iraq, Malaysia, Mexico, Mongolia, Morocco, Nigeria, Philippines, Tajikistan, Thailand, Ukraine, Vietnam). 4

5 Regional Training Courses TOR of the T&T Project Phase III clearly requests the implementation of Regional Training Courses (RTC). They are organized at regional level, where possible using a common regional language (with translation from and to English). Objective: allow all countries of the region to benefit (even if they are not PCs) promote exchange of experiences among beneficiaries NRA at regional level and involve as lecturers also local selected experts allow access also to no-english speaking staff (when regional language can be adopted) 5

6 Regional Training Courses Identified regions. Latin America; S-E Asia Eastern Europe & Central Asia Africa in English Africa in French North Africa-Middle East Approach: The regional courses are organized in cooperation with a regional organization (such as ANNuR) or one regional NRA. 6

8 Regional Training Course In organizing a RTC the Contractor (ITER) has to take care of all needed actions for preparation and implementation including among others: Identification of local support (reg. network or NRA), Arrangements for logistic of the course (and interpreters, if needed), Contact NRAs of all countries of the region to inform/ask for their interest to participate, Request trainees CV, evaluate and approve, Organize for travels, air tickets, visa, Establish the program considering among others the region trainees level of knowledge, Identify and contract local trainers, Assemble the EU trainers team and complement it with local trainers (have backup), Prepare training material, badges, questionnaire, minutes, interview, course report, Keep continuously informed EC Project Manager 8

18 LESSONS LEARNT In terms of activity - Importance to identify a local support (regional network of local NRA) - Significant effort from the Contractor to get in contact with the regional countries - Definition of the contact person and management of interfaces - Importance to give clear information about the course and its objective - Keep in permanent contact with EC PM (to submit questions and approvals) - Systematic work to collect CV and evaluate them - Big volume of organizational issues to manage - Organise simultaneous interpretation when necessary - Preparation of training material - Select and define a good set of trainers (EU and local) 18

19 LESSONS LEARNT In terms of effectiveness to transfer knowledge and EU approaches Conception of courses o Training courses developed specifically (dedicated) o Positive effect using also local lecturers to confirm the importance of cooperation o Focus on the role and function of the NRA and interfaces with the Licensee o Practical evidence of regulatory responsibilities during the licensing process o Familiarization with legal - regulatory framework and international references o Attention to the important regulatory management capacity o Attention to the regulatory oversight function (inspections) o Elaboration of appropriate course program content with evidence of safety requirements to be under NRA control o Make practical example and organize practical application o Improvement based on feedback from trainees and trainers 19

20 LESSONS LEARNT In terms of effectiveness to transfer knowledge and EU approaches o Setting clearly goal and objectives for T&T, o Promoting continuous interaction with the trainees, o Promoting discussion and multilateral communication o Creating a positive atmosphere where also trainees take the responsibility for effective results, o Creation of working sub-groups for practical application (PA) o Compare results of PA and allow trainees to compare results, o Performing the final evaluation at the end of the T&T courses, o Feeding back the identified improvements o Use of IAEA vocabulary or equivalent clarified Methods of delivery 20

21 LESSONS LEARNT In terms of visibility for EU o Introductory information on EU INSC Program for international cooperation o Communicate the EC objective to promote nuclear safety o Clarify why the T&T activities are performed by the EC o Shortly but clearly describe the EU legal & reg. framework in N&R safety o Adobe with EU flags and poster o Preparation of Video o Distribution of EC Welcome kit o Training material with EU logo 21

22 LESSONS LEARNT In terms of promoting international cooperation International cooperation o Networking among trainees o Exchange of information among trainees on their country status, challenging issues, future nuclear development plans, etc. o Establishing of staff contacts and relations o Familiarization of trainees with EC initiative Local lecturers o Local lecturers - a challenge to find them and organise their work o Their involvement very effective to promote local capacity and cooperation 22

23 FINAL CONSIDERATIONS RTCs are very effective to strengthen & transfer know-how to local regulators and TSO Training program shall give continuous focus on the regulatory role, functions and practices RTCs have shown to be a valid (and almost unique) instrument to promote establishment of contacts among staff of regional NRAs Organization and implementation of RTC require efforts, strong will and passion to be successfully made 23

24 FINAL CONSIDERATIONS Hiring of local trainers is an added value and requires selection and preparation Important to realize at the start of each RTC the average level of background and fill some basic concepts allowing all trainees to benefit from the lectures RTC is a powerful initiative to promote EU visibility, recommended possible subsequent formal confirmation of EC attention to each trainee by a direct communication 24

25 RTCs are much more than training in technical and regulatory topics they promote understanding of other countries, cooperation, work contacts and encourage young regulatory staff in their work and responsibility increasing their self-confidence 25
