2 Welcome Jim Littlejohn welcomed everyone to the meeting, with brief introductions being made and apologies noted. Jim noted that there was a good attendance at today s meeting and welcomed Inspector Matt Webb as a new member of the group. 3. Minutes of previous meeting. Jim Littlejohn highlighted that there had been some developments with certain items in the previous meeting. With regards to Childhood Immunisation, some issues have arisen but unfortunately Paul Kyle was unable to attend today s meeting to explain these developments. Linda Skrastin noted that there has been some concern about Kilcreggan patients who may not be able to get to Helensburgh for immunisation, but this can be resolved by monthly drop-ins on the Peninsula for those who may have missed clinics in Helensburgh. Jim Littlejohn reported that the recruitment of a GP Service for Garelochhead Medical Centre will be re-advertised shortly. The service is to include the addition of Advanced Nurse Practitioners who will be recruited at a later stage. Jim stated that this is a good opportunity to further develop the service provided within the locality. Dr Nick Dunn highlighted the benefits that these posts will bring to the service, including that these nurses will be independent prescribers who will be able to prescribe medication without having to consult a GP. Jim Littlejohn noted that Douglas Whyte is hoping to deliver a presentation with regards to planning and housing in the area, as he feels this is a key item of discussion due to the high number of houses that aren t adapted to accommodate residents. The minutes were agreed with the proposed amendments:- Samantha Campbell requested that Coll2Talk be changed to Cool2Talk, as well as adding that the ACE development day in May was well attended and the event report was released. Caroline Champion asked that page 3 of the previous minutes noted that the community needs to be aware of the out of hours situation and have to be properly informed of any developments. The previous minutes will be amended to reflect these changes. Action: Aidan Steeples to amend previous minutes. Agenda Items 4. Comms & Engagement 2
3 Caroline Champion reported to the group that the Comms & Engagement group had met again with a good attendance at the meeting and had spoken about resources available to the community. The possibility of a press release has been explored, with a potential article in the paper being produced in order to explain to the public what the HSCP and the Helensburgh & Lomond LPG is all about. Caroline emphasised the importance of developing the plan to ensure that the public understand what work is being carried out, with future meetings planning to look specifically at this. 5. HSCP Annual report Pat Trehan explained that the report was recently published and is available on NHS and Argyll & Bute websites. As this is the first report, it is hard to benchmark where Helensburgh & Lomond (H&L) is, but over the next few years it will become clearer if H&L are meeting standards and targets. Pat noted that it would be good to compare performance and averages to another area, as this could highlight potential room for improvement but as there isn t an area similar to H&L, the only way to measure current performance is against national targets. Caroline Champion noted that she hopes to get feedback from the community to see how well the report is understood and their thoughts on what information people would like to see included, as this feedback could shape future reports. Audrey Baird suggested that next year there could be 2 reports, one for the use of the public and another which would include statuary information, Pat Trehan agreed that this can be looked into for next year s report. Councillor Lorna Douglas highlighted the good practice carried out throughout H&L and asked how this good practice is circulated throughout other localities in Argyll & Bute. Carol-Anne McDade explained that a presentation is taking place in Dunoon and Rothesay to see what can be put in place to further improve practice in other areas. Linda Skrastin explained that other localities use different models of care taking a different route to H&L, emphasising that what works in one locality might not work in others. Jim Littlejohn was in agreement that each locality has a different set of challenges and priorities, therefore one model can t be applied for every locality. 6. Mental Health Hub Update Gillian Simpson reported that there has been a good response to questionnaires and online surveys, which has helped to outline what services and resources users want to see available at the Hub, with around 130 respondents to the surveys. The Hub has received good coverage in the local paper and Gillian noted the importance of maintaining the good momentum of the Hub. The building is now ready for use and applications for future funding to sustain the service have been made. Christine Woods suggested that the Just Giving website could help to gather extra funding for the Hub. Inspector Matt Webb asked if people are able to self-refer themselves to the Hub, or whether it has to be referred by a medical professional, Morevain Martin clarified that drop-in events are available to anyone, with more focused sessions requiring some kind referral. 3
4 7. AOB Norman Muir asked for more information with regards to the District Nurse Review. Carol-Anne McDade explained that the report was carried out 2 years ago but has never been seen, a request has been made to see the report but it has never been received. Caroline Champion mentioned that if it is a public report then it should be available on NHS or Argyll & Bute websites. Linda Skrastin highlighted the importance of knowing what the recommendations of the report are. Councillor Lorna Douglas stated that she will look into gaining access to the report and will feedback on the progress of this at next month s LPG. Action: Lorna Jim Littlejohn invited Inspector Matt Webb to introduce himself as a new member of the group. Matt informed the group that he hopes to regularly attend LPG meetings and continue to be involved within the community, developing an increased understanding of the challenges faced in an area like H&L. Jim Littlejohn updated the group on recent developments with regards to Vale of Leven Hospital (VOLH) out of hours service. Jim informed the group that a meeting had taken place with Greater Glasgow & Clyde (GG&C) with various Clinical Leads in attendance, however the meeting was very Glasgow centric and it was clear that those in attendance didn t fully understand the rural elements of an area like H&L. A meeting has been planned with West Dunbartonshire s Chief Officer Beth Culshaw to discuss the ongoing issue as Argyll & Bute isn t the only area affected by a reduced out of hours service. Overall GG&C have proposed a 10% fall off of out of hours cover but Jim noted that this is a very important proportion which GG&C haven t fully understood the impact that this can have. Dr Nick Dunn conveyed his concern as the meeting and proposed plans where very Glasgow centric as well as not being patient centred. Sharon Richardson from Helensburgh and Lomond Carer s informed the group that there are going to be a few important meetings in the coming weeks. There will be a consultation event 4 th September and an annual members meeting will be taking place 28 th September. It is hoped that there will be a good attendance at these events. Sharon reported that Paul Kyle had attended the 10 year anniversary festival of Scottish Carers, which was a very positive event. Audrey Baird reported that 2 out of 4 network meetings have taken place and there has been a key focus on creating a working plan. At the next meeting it is planned that an agreement will be in place for grant awards for the next year. Action: Jim Littlejohn to meet with West Dunbartonshire Council to discuss the issues regarding out hours service. Date of next meeting: 4
