2 Item Action PC 15/111 PC 15/112 Welcome and Apologies Stephen Storr (ST) welcomed all and apologies were recorded as above. Declarations of Interest JB uses podiatry service which will be discussed under item 117. PC 15/113 Minutes of the Previous Meeting held on 22 September 2015 The following amendments were noted: Page 1 attendees list to read Lorraine Robinson Unwin (LRU) and to record David Comerie as an attendee. PC 15/114 Matters Arising and Outstanding Actions from Previous Meeting 15/076 Phlebotomy HB informed the group that the CCG are working with GP practices on managing the phlebotomy service provided by CHP and will need to clarify how the current contract will be managed. The item will be removed from matters arising and updates will be given when changes are made. 15/075 Community Pharmacist SS updated the group on his findings following a discussion with a local pharmacist who supplies to 55 GP practices. A small percentage of prescriptions are sent via the electronic prescription service (EPS) the rest are sent by van and post which is found to be time consuming. GPs need to work the same sending prescriptions and that patients need to authorise repeat prescriptions. JB informed the group that a meeting has been arranged between the practice and a representative from a pharmacist and agreed to report the outcome from the meeting to Hazel- Action 15/074 Shared Decision Making CF attended the shared decision making training as a PPG representative and feedback to the group. - SDM enables the patients to be more involved in clinical decision making which could reduce appointment time, enables patients to manage their own condition and better quality clinical decisions. - The White Paper 2010, Health and Care Act 2012, The Power of Information 2012 and Accessible Information Standard Act 2015 all gave a direction and is strong towards patient relationship. - GPs concerns with time pressure and what happens if patients and GPs prefer different options. Action: Emma Pooley to circulate the URL link to show percentage pictorially JB EP PC 15/115 Primary Care Strategy Sharon Pickett informed members that the Strategy had been discussed at Septembers Governing Body and Clinical Cabinet and asked People s Council members to feedback any comments on the strategy to SM by the end of October- Action. The final version will come to the People s Council for information at the end of November. SM Page 2 of 5

3 Comments CF advised that bottom of pg18 re care records White Paper doesn t say summary care it says health record. JB feels that the strategy is short on detail in terms of what patients can expect from their practice and details of priorities of practices for the future. Reference page 16 re quality- nothing is mentioned about PPGs and no mention of sharing expertise between GPs and practices The strategy is a high level plan, with the understanding that it is an internal working plan. In turn to create a detailed planning strategy a detailed commissioning strategy is needed. Discussion focused around frustrations with premises in the county that aren t fit for purpose. SP advises that practices are independent of the CCG, however, there are conditions set through CQC who will assess practices to look for any issues. A draft estate strategy will be produced by end of December 2015 focusing on Primary Community Care and the core 3 priorities. PC 15/116 Carers Federation Michael Ellis (ME), Stakeholder Engagement Manager, Hazel Johnson and Janet Lee from the Carers Federation gave a presentation on working with the 21 GP practices and 60 schools across the area to raise awareness to the needs of unpaid carers informing the group that the service aims to ensure both young and adult carers are identified within their GP practice and have access to support and information. The service will designate a Carers Champions in every NNE medical practice and will encourage a maintained functioning carers register and will equip the Carers Champions and the practice with knowledge and resource The Carer s Federation agreed to produce a list of identified Care Champions from each practice and to circulate to the group via SM Action SM PC 15/117 Podiatry Review Michael Ellis (ME), and Joe Lunn, Commissioning Lead presented the ongoing review of services. NNE CCG have agreed to review services to explore options for change which could deliver financial savings, one of these services was Podiatry. The review will deliver core services to only patients identified as high risk and in-growing toe nails. However, all Specialist Community Podiatry Services will be retained for patients with more complex needs. Currently NNE CCG provides some podiatry services for patients identified as medium risk or low risk. Thus delivering services above and beyond the core services to patients who could be directed to other care solutions such as self-care or chiropody. GPs will receive guidance and support on the proposed referral criteria and how to support patients to self-care or access other services. Patients will receive information of changes. Comments Parkinson s sufferers will be included in the service and are classed as high risk. Page 3 of 5

4 The savings will come from the reduced activity levels as the current contract is based on activity acting as a tariff. Approximately 59% (roughly 1800 patients) patients will be excluded from the service. SS in Clinical Cabinet it was decided that vulnerable patients are included as high risk patients. However, independent chiropodist is around 40% cheaper than NHS service. PC 15/118 PC 15/119 PC 15/120 Bowel Cancer Item deferred Patient Transport Service Item deferred to January meeting Older People Living with Frailty Programme Reena Devi (RDe), Research Fellow at the University of Nottingham gave a presentation on the research work carried out around improving future healthcare services for older people and for those living with dementia. RDe asked that the People s Council give opinions on ways that the research is carried out to ensure it is relevant to the public. RDe invited PPG leads to attend the next meeting of the Dementia, Frail Older People and Palliative Care Patient and Public Involvement Advisory Panel. At each meeting patients and carers offer their opinions on the design and delivery of specific research projects. The meetings take place on Friday morning and are held at the University of Nottingham. The research is not yet open to other CCGs in the south of the County. In the future RD would like to liaise with GPs surgeries re the connecting link with care homes. Dr Sam Taylor will be attending the meeting in January to discuss this further. PC 15/121 PC 15/122 Partnership in Health Charter Item deferred to November meeting Any other business Following the AGM in September SJ asked if the funding for the Parkinson s nurse is funded by Parkinson s UK and local Parkinson s group, when this funding runs out, would nurse still be in place? SP explained that the funding is for 2 years and then there would be an evaluation to see if the model is appropriate in terms of annual leave commitments. The model is fragile and, if someone is off, there s no one to fill the place in the interim. ME informed the group of the winter themed event which is taking place on the 25 November 6:30pm 8:30pm and will be focusing on sharing tips on keeping warm in winter, winter illnesses and benefits. PB announced to the group that he is stepping down as PPG lead and October will be his last meeting. Page 4 of 5

5 JB notified the group that on the 22 October the Care Quality Commission awarded Calverton GP as outstanding. Details can be found on PC 15/123 Feedback on meeting November s meeting will be extended to 4:15pm to accommodate regular People s Council items.
