1 BARNSLEY HEALTHY WEIGHT ACTION PLAN 2006 UPDATE JUNE 2008 PRIMARY TARGET Halt the year on year rise in obesity among children under 11 by 2010 (from the baseline) in the context of a broader strategy to tackle obesity in the population as a whole (PSA) SECONDARY TARGET Halt % of obese adults 1.0 AWARENESS RAISING AND MARKETING To increase awareness and understanding of the health benefits of being an acceptable weight and of good nutrition and regular physical activity for weight control Actions When Lead agency / agencies Progress/Update Rating 1.1 To locally support the national cross government campaign by developing a communication strategy to raise awareness for both clinicians and the general public of the health risks of obesity and to promote and convey clear and consistent messages about the steps people can take to prevent obesity including children & young people. 1.2 To link marketing with other relevant work such as publicity associated with, for example, the BSARP action plan and the Food Strategy to raise awareness of existing services for activity, nutrition and obesity. 1.3 Each organisation to nominate a senior officer to champion obesity to ensure that obesity is embedded within other lead strategies and plans e.g. Barnsley Sport Active Recreation Strategy Pathways to Active Participation, Children & Young People Plan, Food Strategy. June 06 Fit for the Future (Media and Communications Manager) Fit for the Future (Media and Communications Manager) Communication strategy for clinicians and general public still to be produced. Currently targeting males between who were overweight or obese (target group within Dying Too Young paper.) This is a pilot for social marketing process. 2 2.0 BASELINE DATA AND MONITORING To ensure data is available to provide a baseline measurement and to monitor progress Actions When Lead agency / agencies Progress/Update Rating 2.1 A performance management framework incorporating evaluation should be produced for the Healthy Weight Strategy and Action Plan and progress in achieving agreed milestones and targets 2.2 The Physical Activity Lead post within to coordinate the Healthy Weight Action Plan implementation supported as appropriate by Food Co-ordinator and Obesity Specialist Dietitian. 2.3 Primary Care to routinely collect BMI to enable local trends to be monitored. PRIMIS to help improve data quality and collection. 2.4 To audit BMI in patients on chronic disease registers coronary heart disease, diabetes, COPD & asthma should take place. 2.5 COMPLETED 2.6 Clinicians to use appropriate hospital admission data to identify those admitted due to obesity and refer appropriately. 3 3.0 PREVENTION To increase the uptake and range of health promotion interventions that improve nutrition and increase activity in a number of settings Actions When Lead agency / agencies Progress/Update Rating The Local Strategic Partnership, Local Authority and PCT to ensure that preventing and managing obesity is a priority for action through community interventions, policies and objectives e.g. supporting active lifestyles and the promotion of healthier foods and eating practices To identify different levels of competencies needed and levels of training required ensuring the workforce is able to deliver this agenda To develop the role of health trainers to promote consistent messages about activity and nutrition and incorporate awareness raising in relation to obesity COMPLETED To increase the number of 16+ participating in 30 minutes of moderate intensity physical activity 5 times a week To provide opportunities for all people in Barnsley to take the recommended levels of physical activity by developing and implementing a range of initiatives and programmes To ensure the sustainability of the Community Sports and Activity Development Programme. The latest monitoring indicates that this is on target for successful achievement BSARP Working towards LPSAII target 5. 4 3.1.5 To extend the use of education facilities as a community resource for sport and physical activity, including out of hours use To work with sports and recreational activity sectors to deliver positive messages about healthy lifestyles Physical Activity Lead Education, Culture, Sport & Tourism, Physical Activity Lead, Dietetic Dept, BHNFT BSAF working towards economic development of the organisation which should eventually lead to sustainability. Position still fragile. The Extended Schools Consultant post has not been continued. Partnership working is being undertaken with physical activity partners To encourage investment towards green transport methods. 5 3.2 Healthy eating Actions When Lead agency / agencies Progress/Update Rating To develop, implement and evaluate a food strategy in Barnsley that facilitates development aimed at tackling the main barriers to improving nutrition e.g. access, skills, knowledge and affordability of a healthy diet To update as required the Barnsley Food and Health Policy that contains evidence based guidelines on healthy eating for all age groups, including 0 5 policy, ensuring that all literature produced is consistent with current evidence COMPLETED COMPLETED COMPLETED Dec 06 (0-5 update expected beginning of 2006) Food Co-ordinator, Public Health, District Dietitian, Dietetic Dept, BHNFT District Dietitian, BHNFT The Food Strategy is almost complete. Paul Redgrave s comments now received. Final copy needs to be produced as a priority This document is now 12 years old but the 0-5 section was updated 2 years ago. 6 3.3 Children & Young People When When Lead agency / agencies Progress/Update Rating To encourage local support for the principles of the Children s Food Bill that aims to stop the advertising and promotion of junk foods to children and introduce a range of other positive measures to improve children s food, children s diets and their future health To implement the Breast Feeding Strategy which includes the training and education of breastfeeding peer supporters and health care workers to support and promote breastfeeding To support the implementation of Healthy Start (the reform of the Welfare food Scheme) To promote initiatives in Early Year settings that encourages good eating habits (such as weaning parties) and physical activity To be able to deliver training for staff working in preschool settings on feeding the under 5 s as well as those in voluntary sector groups To support nurseries and child minders to obtain national quality assurance standards for nutrition Returns to Commons for debate in June 2006 Public Health/ Aiming for a 21:00 watershed on high fat/sugary food advertising. Also to promote cooking information in schools Midwifery, BHNFT Breast Feeding Coordinator, Children s Starts Centre/Sure Strategy has gone to the board and is awaiting approval. Breastfeeding Peer Supporters are on hold at the moment, but 100 have already been trained and are ready to be out in the community Late 2006 Health Visitors, Healthcare Professionals Audit has now been completed. Presentations have been delivered. 7 3.3.7 To support schools to become healthy schools achieving the National Healthy School Standard. Consultant process beginning COMPLETED To support and implement the new Dept for Transport (DfT) national standard for cycle training for children & young people. 3.4 Workplace To develop initiatives that promote healthy eating in the workplace and increase the number of workplaces / establishments that obtain Food Award Barnsley (FAB) To target employers to encourage and support staff to be more physically active providing physical activity opportunities. To be agreed Transportation Dept, Bikeability Partnership now been developed. This partnership has piloted the cycle training programme and accessed funding. Funding is now being sought for further years To be agreed Dietetic Department, BHNFT Physical Activity Lead, Fruity Friday is becoming a regular event. Within the NHS locally, there are now 30 fruit bowls in place within different departments. Uptake is good. Dietetic dept working on Food at Work Award Corporate memberships to local facilities have been developed. An event has taken place at Westgate to encourage staff to partake in healthier Barnsley Obesity Action Plan 2006 June 06 8

9 3.4.3 To promote cycling locally by providing information about the taxefficient cycle to work scheme produced by the Dept for Transport (DfT). 3.5 Individual focussed prevention To promote physical activity (in accordance with NICE guidance on physical activity and to include supporting appropriate physical activity sessions for COPD) and healthy eating as standard components of longterm disease management care pathways To develop physical activity opportunities in accordance with NICE guidance on physical activity for people with long term health conditions exploring direct referral for those people with particular needs ensuring adequate opportunities are available to them To ensure that GP practices have access to regularly updated information on local opportunities for physical activity and healthy eating COMPLETED To develop appropriately qualified instructors to deliver physical activity to those with long-term medical conditions To be agreed Physical Activity Lead, Transportation Dept, lifestyle activities. Work is being undertaken via the PCT travel plan to lobby HR department to endorse and implement scheme. will have this scheme in place within 6 months Clinical Reference Group Clinical Reference Group is now disbanded. 12 ACTIONS COMPLETED 2.5 To build on the childhood information formic pilots. These will routinely collect weight, height and other core data recommended by DoH document (2006) on Measuring Childhood Obesity To implement effectively the Sport and Active Recreation Strategy with a view to increasing the number of children & young people taking part in active recreation for one hour per day and the number of adults reaching 30 minutes 5 times a week of moderate intensity physical activity To influence pricing policies e.g. Passport to Leisure to ensure that facilities and activities are socially inclusive To provide Balance of Good Health training for health professionals and the wider workforce including the voluntary and community sectors To maintain the Barnsley 5 A DAY programme that encourages increased consumption of fruit and vegetables as part of a balanced diet To promote & develop the Barnsley Food Network that provides an opportunity for people working on food issues to share information and resources, promoting and building on examples of good practice To produce a plan that recommends actions to address the recommendations made by the Children s Scrutiny Commission Inquiry on School meals and the role of healthy eating and addressing the issue of obesity and start to implement these actions To develop a play strategy alongside Pathways to Active Participation. July 06 and then annually School Nursing Service, Target for measurement of year 6 children over achieved to 2020 BSARP Sport and Active Recreation Strategy currently being reviewed and rewritten due to being at the end of its lifespan.
