The Northern Adelaide Local Health Network (NALHN) provides care for around 341,000 people living in the northern metropolitan area of Adelaide and services to those in regional areas. More than 3,000 skilled staff provide high quality patient care, education, research and health promoting services. The Northern Adelaide Local Health Network (NALHN) provides a range of acute and sub acute health services for people of all ages and covers 16 Statistical Local Areas and four Local Government Areas (one of which crosses the CALHN) and includes the following: Lyell McEwin Hospital Modbury Hospital Sub-Acute GP Plus Health Care Centres and Super Clinics Aboriginal Health Care Services Mental Health Services (including two statewide services Forensics and Older Persons) NALHN offers a range of primary health care services across the northern metropolitan area of Adelaide, with a focus on providing preventive and health promoting programs in the community, and transition and hospital substitution and avoidance programs targeted at chronic disease and frail aged. Clinical leadership of care systems is central to the current national and state wide health reforms. NALHN care delivery is configured within clinical divisions that are patient focused, clinically led groupings of services. Clinical Divisions are responsible for managing service delivery activities across NALHN campuses and units, bringing together empowered experts to directly make relevant decisions.
2 SUMMARY OF THE BROAD PURPOSE OF THE POSITION and its responsibilities/duties The Director Allied Health & Community Mental Health (AH&CMH) has responsibility for strategically managing a multidisciplinary workforce to ensure the delivery of high quality allied health services within community mental health services and allied health mental health services across NALHN. The Director AH&CMH will be jointly responsible for leading the development and implementation of strategies to meet the health needs of the Region s population consistent with the SA Health Strategic Plan 2017 to 2020 as well as the achievement of NALHN s strategic and operational objectives, performance agreements, targets and key performance indicators in relation to Mental Health Services. The Director AH&CMH will ensure frameworks and plans are in place across the NALHN Mental Health Division that: establish and ensure the advancement and integration of Allied Health professions within the Mental Health Division in line with state-wide and national policies lead the embedding of core principles of consumer participation, clinical effectiveness, workplace innovation and management of risk identify and address key workforce issues in the Mental Health Division and participate in planning and implementation of regional workforce solutions, promoting a culture of excellence and positive workforce management drive achievement of NALHN and state-wide key performance indicators related to mental health and/or allied health REPORTING/WORKING RELATIONSHIPS (to whom the person reports, staff for whom the person is responsible, and other significant connections and working relationships within the organisation) The Director, AH&CMH: Accountable to the Chief Executive Officer and Chief Operating Officer, NALHN, in partnership with the Divisional Director (Medical) and the Director of Nursing (Mental Health) responsible for strategic and operational leadership of the division, including the Strategic Operation Plan, strategic operational performance, and service and business plans. Reports professionally to the Executive Director Allied Health NALHN. Has direct line management for the Allied Health Professional Leads and the Team Managers for the Adult Community Mental Health service Has professional responsibility for Allied Health Professionals and will provide professional leadership for all Allied Health matters across the NALHN Mental Health division Participates as a core member of the NALHN Mental Health Executive representing the Allied Health professions in Mental Health Services Maintains effective working relationships with other Professional officers throughout NALHN, the Department for Health and Wellbeing, other LHNs, other government agencies, universities and key community stakeholder organisations Establishes and maintains a strong professional relationship with other LHN allied health professional leaders in MH Is directly responsible for ensuring appropriate professional support mechanisms exist for all Allied Health staff within NALHN, both in acute and community based settings, and will address problems proactively Manages, advises and supports matters related to performance management issues within the allied health workforce. Promotes and supports clinical education of future and current workforce, research and use of best evidence to ensure safe quality practice.
3 SPECIAL CONDITIONS (such as non-metropolitan location, travel requirements, frequent overtime, etc) Appointment will be subject to satisfactory credentialing as an allied health professional including satisfactory Criminal History Report Some intra and interstate, including overnight stays, may be required Some out of hours work will be required Required to participate in the organisation s Performance Review and Development program which will include a regular review of employee s performance against the responsibilities, performance outcome measures associated with their position and demonstration of appropriate behaviours which reflect a commitment to NALHN values and strategic directions May undertake a small clinical caseload commensurate with their workload Required to enter into a performance agreement for the achievement of specific outcomes Required to work across all sites of the NALHN Mental Health May be required to serve on Department for Health and Wellbeing and other South Australian and national committees Must support values consistent with the aims of SA Health and the LHN, including honesty, respect and integrity STATEMENT OF KEY OUTCOMES AND ASSOCIATED ACTIVITIES (group in to major areas of responsibility / activity and list in descending order of importance) Corporate Leadership As a member of the NALHN Mental Health Executive Team develops NALHN vision and strategic directions, consistent with the SA Health Plan and Government policy, as it relates to allied health and community mental health services in Mental Health, including: In collaboration with the Divisional Co-Directors, assist the COO and CEO in leading the development of the NALHN s strategic directions and development of strategies to improve performance as it relates to allied health in Mental Health Participating in the NALHN Mental Health Executive Team processes using intellectual rigor, strategic influencing and informed analysis and decision making skills Undertaking consultation as required with staff and other stakeholders on divisional priorities Representing the division at relevant forums and on appropriate working parties at local, state and national levels as it relates to allied health in mental health Reconciling priority needs against available resources and opportunities by ensuring the delivery of services within allocated resources Identifying and facilitating the development, implementation and evaluation of reform projects aimed at enhancing existing models of care and developing new models that support an integrated and connected health system Leading on agreed portfolio of work relating to strategic objectives of allied health services in Mental Health. Allied Health Strategic Leadership Will provide expert leadership to Allied Health and Community Mental Health Services. This will be demonstrated specifically by: Providing expert leadership to a strategic planning framework for the advancement and integration of Allied Health and Community Mental Health Services across the division in the longer term Providing strategic leadership, advice and advocacy on Allied Health issues to the Co-Divisional Directors and where appropriate the CEO and COO. Ensure the delivery and achievement of NALHN key performance indicators as it relates to Allied Health and Community Mental Health Services in the Mental Health Division Identifying and promoting best practice service models in consultation with relevant stakeholders Providing support and leadership to Allied Health professional leads and team managers on management issues, planning and development of Allied Health and Community Mental Health services in the division. Ensuring the implementation and monitoring of network wide Allied Health professional standards and processes within the division.
4 Organisational and Service Development Responsible for ensuring the ongoing development and integration of Allied Health and Community Mental Health Services in the division, including: Leading the allied health contribution to the strategic direction, operational standards and objectives for clinical services in the Division to ensure consistent, high quality delivery of care Leading effective implementation of policies and strategies to support the integration of Allied Health and Community Mental Health services across the Division Developing strategic frameworks for the review of Allied Health and Community Mental Health services in the Division in line with the agreed organisational structure and make recommendations on effective and efficient organisational structures Allocating and delegating appropriate human resources to ensure representation in clinical planning and delivery within the Division Leading the Allied Health and Community Mental Health governance and planning functions within the division which may include workforce planning, recruitment and retention, education and research, service development and change Participating in Clinical Networks where appropriate Providing expert services within the division to provide consultancy and / or training across Division Fostering the continued growth of clinical education and research Ensuring effective relationships with clinicians, managers and support staff are developed and maintained Ensuring culturally appropriate services for Aboriginal and Torres Strait Islander peoples and other culturally and linguistically diverse populations Health Service Management Responsible for the management of designated day to day operations of Allied Health and Community Mental Health services within the Mental Health Division as follows: Ensuring effective delivery of Allied Health and Community Mental Health services across the Division Promoting integration of Allied Health and Community Mental Health services across the continuum of care through the implementation of evidence-based organisational structures Monitoring the activities of Allied Health and Community Mental Health services in the division to ensure compliance with all SA Health and NALHN policies and directives Providing strategic leadership for innovation, change processes, and coordinated responses to emerging service and workforce needs within Allied Health and Community Mental Health services; Ensuring the development of an inspiring, relevant vision for the division and lead others with these goals to create an effective work environment. Integrating contemporary information and research evidence with personal knowledge and experience to support decision making; Providing effective strategic leadership within the division to ensure allied health are contributing to policy development and service improvement initiatives by Implementing the corporate administrative and risk management frameworks within frame of responsibility; Ensuring that policies, standards and practices comply with all professional, industrial and legal requirements of the SA Health system. Responsible for the allied health in mental health implementation, monitoring and reviewing of SA Health Mental Health Plan and NALHN based mental health plans. Effectively exercising financial and HR delegations within the guidelines from NALHN Executive Working with the Planning and Performance Unit, SA Health to ensure effective monitoring and reporting systems to comply with the Health Service Agreement and NALHN Performance Management reporting requirements Undertaking regular performance reviews of professional directors / leads to ensure delivery of agreed outcomes May undertake a clinical caseload commensurate with management responsibilities Financial Management Accountable for the effective management and allocation of finances for the Community Mental Health Services in the Mental Health Division including: In collaboration with Divisional Directors, developing resource and budget allocation processes across the professions/disciplines in line with the Mental Health resource and budged allocation processes and financial delegations Monitoring and controlling the expenditure in compliance with NALHN budgeting and legal requirements Supporting and assisting to drive achievement of the Mental Health Division s key financial performance indicators
5 Quality, Safety and Risk Management Accountable for ensuring that Allied Health and Community Mental Health services in the Mental Health division is delivered according to contemporary, culturally appropriate best practice models of care including: Leading a culture of performance accountability, review and evaluation, team work, collaboration, risk management, and continuous improvement for Allied Health within the division Leading service provision that places the safety of clients first while ensuring the safety of staff providing care Promoting mental health as everybody's business and supporting education of all staff on mental health in allied health best practice Establishing and ensuring systems are in place to identify and implement evidence-based practice and service redesign Maintaining a clinical workload commensurate with other responsibilities where possible. Establishing auditing of the systems and processes that are in place for the appropriate credentialing of all Allied Health staff in Mental Health to ensure all staff comply with the NALHN requirements Ensuring compliance with all statutory requirements, Department of Health and Wellbeing and NALHN policies and procedures Leading the Allied Health Mental Health continuous quality improvement program within the NALHN and linking with the Allied Health Directorate s program Ensuring that risk management programs and processes are implemented, monitored, reviewed and reported where appropriate Leading the monitoring, reviewing and evaluating compliance with standards of care, quality and safety performance, patient journey outcomes Ensuring effective deployment of Allied Health education and clinical resources to address future changes in service delivery through the implementation of the SA Health Strategic Plan, SA Health Mental Health Plan, the Health Performance Agreement, and the National Patient Safety Education Framework. Workforce Contribute to an evidence based approach to Allied Health and Community Mental Health workforce planning, development and reform including: Actively engaging with state-wide and national Allied Health workforce planning initiatives, for example, National Allied Health Benchmarking Consortium, National Allied Health Advisors and Chief Officers and National Mental Health committees Actively engaging with current and future industrial processes to effectively negotiate and implement industrial awards and conditions, for example, Allied Health Peer Assessment Process, Cross-regional Classification Process, Continuing Professional Development funding Analysing current workforce profile, future needs and past trends to ensure sufficient numbers of appropriately trained Allied Health staff to deliver and support Allied Health services, in liaison with tertiary education partners and state and region-wide workforce planning processes Establishing or leading an Allied Health Workforce Committee to ensure effective solutions to recruitment, retention, education and training issues are identified and implemented Leading the implementation of Allied Health workforce initiatives within Mental Health Services NALHN Leading redesign of Allied Health services in the NALHN Mental Health Services in line with state-wide service plans In conjunction with the Director Allied Health NALHN, the Workforce Division and the Planning and Performance Directorate, provide for clinical service planning and directions to be supported by a sustainable Allied Health workforce. 7 PERSON SPECIFICATION Essential Minimum Requirements (those characteristics considered absolutely necessary) Educational/Vocational Qualifications Psychologist Appropriate Degree or equivalent qualification and general registration with the Psychology Board of Australia/ or Social Worker Appropriate Degree or equivalent qualification which gives eligibility for full membership of the Australian Association of Social Workers/or Occupational Therapist Appropriate Degree or equivalent qualification which entitles registration as an Occupational Therapist with the Occupational Therapy Board of SA (up to July 2012) or Occupational Therapy Board of Australia (post July 2012).
