1 Page 1 of 5 Reports to: Assistant Superintendent of Operational Support Services School/Department: Child Nutrition Pay Grade: Administrative Management Pay Grade 6 Work Days: 226 Wage/hour status: Exempt Created/revised: December 2018 Primary Purpose: The is responsible for directing and managing the food service program and supervising District food service operations. Plans and implements programs that meet regulatory and nutritional requirements for students, promote development of sound nutritional practices, and maintain a safe and sanitary environment. Qualifications: Education/Certification/Licensure: Bachelor s Degree in Foods and Nutrition, Food Management, Dietetics, Family & Consumer Science, Nutrition Education, Culinary Arts, Business or closely related field from an accredited college or university recognized by the US Department of Education. Texas School Food Service Association Certification At least 8 hours of food safety training prior to employment or completed within 30 days of employment Special Knowledge/Skills: Considerable knowledge of Federal, State and local laws, regulations, policies and best practices in areas of food service management, menu planning, food purchasing, and preparation of foods in food service environment. Extensive relevant knowledge in areas such as institutional food service operations, management, business, and/or nutrition education. Knowledge of public sector purchasing, food procurement procedures, and inventory system that meets both Federal (US Department of Agriculture) and State (Texas Education Agency) standards. Demonstrated leadership and vision in managing multiple campus food service facilities to include conducting on-site inspections districtwide. Skill in comprehending and evaluating facts and problems associated with student food service situations; exercising sound judgment; and taking decisive and timely action in accordance with standard operating procedures. Skill in conducting investigations and preparing written documentation in response to inquiries and complaints from groups such as parents, district officials and administrators, union representatives, and the general public Skill in managing, leading, and supervising staff to support the mission of school nutrition programs, team building, operations, projects, and budgets on a large scale Skill in gathering/organizing/analyzing/interpreting data, utilizing various statistical techniques, applying concepts to assist in formulating conclusions and developing recommendations and solutions Skill in presenting information in a variety of formats Skill in operating MS Office (Word, Excel, Access, Powerpoint)
2 Page 2 of 5 Ability to manage multiple complex tasks simultaneously and independently to meet deadlines. Ability to communicate effectively, both verbally and written, utilizing tact and diplomacy. Ability to maintain effective working relationships with District staff, outside organizations, elected officials, and the general public. Experience: Minimum five years management experience in school nutrition programs including three years directing a large food service operation preferably in a public school setting. o Extensive experience in areas such as institutional food service operations, management, business, and/or nutrition education. Major Responsibilities and Duties: Child Nutrition Operations 1. Directs, manages and effectively develops all aspects of the District s child nutrition programs to include but not limited to developing menus that meet established nutritional requirements for students, creating schedules, resolving personnel issues, developing department procedures. 2. Ensures compliance with all Federal, State, and local laws, policies, and nutritional requirements related to food service and advise campus and central office management accordingly. 3. Works cooperatively with campus principals to create breakfast and lunch schedules and resolve personnel issues. 4. Establishes and directs process of providing free and reduced lunch applications following United States Department of Agriculture and Texas Education Agency guidelines for meal eligibility and reimbursement of federal funds. 5. Develops and maintains written procedures for all food service operations. 6. Promotes an open, collegial environment among staff and develops a positive staff morale. 7. Demonstrates effective interpersonal skills in relating to and communicating with students, staff, school board, and community. 8. Develops long and short range objectives and goals on various food service strategic plans and projects in the District. 9. Works with other personnel in projecting needs for providing food for meals in all schools, needs for personnel to operate the food service program, and needs for physical facilities in which to operate the food service program 10. Contributes to district-wide school improvement efforts as a member of the management team 11. Promotes a positive image that supports the mission of the district; works with all food service personnel to continually improve the professionalism of the total department. 12. Defines job performance expectations of subordinate staff, evaluates job performance, conducts conferences, and develops training options and/or improvement plans to ensure the best operation of the department 13. Handles concerns or grievances of others expeditiously, with respect, and within established policies 14. Implements federal and state guidelines for distribution and utilization of commodity goods, utilization of federal subsidies and all available funds for school lunch and school breakfast programs 15. Assists in planning new food service facilities and remodeling existing food service facilities 16. Serves as a consultant and resource person on the Child Nutrition Program for the district
3 Page 3 of 5 Policy, Reports and Law 1. Implements federal and state law, State Board of Education rule and local board policy in the area of pupil food service. 2. Ensures compliance with federal, state and local standards for safety and related regulations. 3. Collaborates with municipal jurisdictions for adherence to local codes and ordinances. 4. Compiles, maintains, files, and presents all physical and computerized reports, records, and other documents as required. Prepares, processes, and maintains all documents required to verify campus kitchen areas meet health code and sanitation standards. 5. Ensures that employee time records are accurately maintained and data necessary to process food service payroll is delivered in a timely manner. Budget and Inventory 1. Administers the child nutrition budget and ensures that programs are cost-effective and funds are managed wisely. a. Monitors and evaluates departmental programs within areas of responsibility for effectiveness and efficiency. b. Updates departmental improvement plans as needed for status updates, new initiatives, etc. Provides updates to the Assistant Superintendent of Operational Support Services for inclusion in the Division Improvement Plan. c. Develops applicable budgetary packages based upon budgetary guidelines and needs identified in applicable department improvement plan(s) for submission to the Assistant Superintendent of Operational Support Services during the budget development process. d. Monitors, maintains and manages applicable departmental budgets for adherence to budgetary and purchasing procedures, appropriate expenditures, and timeliness. e. Communicates with subordinate staff information related to the District s financial planning and budget development process. 2. Compiles budget and cost estimates based upon documented program needs. 3. Participates in contract negotiations for child nutrition related services, evaluates formal bids, and makes recommendations for the awarding of contracts for Board approval. 4. Coordinates the purchase of all child nutrition items, in accordance with budgetary limitations and district policies. 5. Maintains current inventory of supplies and parts and initiate purchases in accordance with budgetary limitations and district policies. Approves and forwards invoices for child nutrition to accounting department. 6. Recommends disposal of obsolete or worn out food service equipment. Recommends purchase of equipment as necessary. 7. Develops and implements inventory and stock control program for equipment and supplies and recommends replacement and disposal of obsolete equipment as necessary. Instructional Management 1. Demonstrates awareness of the ways that the Child Nutrition Department supports instruction. 2. Ensures that the Child Nutrition Department is supportive of the instructional goals and objectives of the district. Student Management 1. Demonstrates support for the district s student management system and expected student behavior related to operational aspects of the district Child Nutrition Department.
4 Page 4 of 5 2. Supports and encourages implementation of plans for management of student behavior while students are in campus cafeteria areas. 3. Investigates reported concerns and takes appropriate action to resolve issues. Safety 1. Enforces safety standards that conform with state, federal, and insurance regulations and develop a program of preventive safety. 2. Ensures that measures are in place and operating to protect food, supplies, and equipment in school cafeterias, lunchrooms, and warehouse. 3. Investigates kitchen accidents and student safety violations. 4. Maintains safety standards in conformance with federal, state, and insurance regulations. 5. Organizes and conducts training programs to promote a safe work environment to include students. 6. Ensures that food service equipment is in excellent operating condition Personnel Management 1. Manages, conducts, and makes sound recommendations regarding supervisory activities in the areas of interviewing, selecting, and recommending personnel placement or dismissal, training, professional development, counseling, and performance evaluations with review and approval by the Assistant Superintendent of Operational Support Services and the Human Resources Department. 2. Prepares, reviews, and revises job descriptions in the Child Nutrition Department with approval by the Assistant Superintendent of Operational Support Services and the Human Resources Department. 3. Investigates reported concerns and takes appropriate action to resolve issues. 4. Ensures that personnel practices are coordinated and personnel files are maintained according to district policy. 5. Oversees work assignments and ensures completion. 6. Maintains a professional growth and development program for employees under his/her discretion, including in-service, driver training of food deliveries, and safety meetings for personnel. 7. Promotes an open, collegial environment among staff and develop a positive staff morale. 8. Coordinates continuing programs for staff training and personnel development. 9. Recognizes exemplary performance. 10. Coordinates vacation schedules for department personnel. Other 1. Demonstrates effective interpersonal skills through communications with parents, community, staff and school board. 2. Participates as a member of the District Emergency Response Team and participates in development of the district s disaster plan to be prepared to take an active role in responding to emergencies as needed 3. Actively participates in professional organizations; takes the initiative to provide leadership in addressing the challenges facing the profession. 4. Responds to after-hours emergencies as needed. 5. Performs such other duties as may be assigned. Supervisory Responsibilities: 1. Supervises and evaluates performance of professional and support staff assigned to the department.
