1 Invitation to Tender and Specification Introduction Hospice UK is seeking an organisation/s and/or consultant/s to deliver the proof of concept for its National Data Programme. We welcome responses from organisation/s and/or consultant/s currently working in hospice care, health care or data development. We are also open to secondments from appropriate organisations. This tender is on behalf of the following organisation: Hospice UK Hospice UK was founded in 1984 and is the leading charity for hospice care throughout the UK. Our vision is hospice care for every person in need and our mission is to enable hospice care to transform the way society cares for the dying and those around them. We believe that everyone matters throughout their life right up until they die, and that no one should die in avoidable pain or suffering. We support the work of more than 200 hospices across the UK who collectively deliver vital care to 200,000 people with terminal or life-shortening illnesses every year, as well as providing support for many of their loved ones. Proof of Concept National Data Programme Hospice UK (HUK) is testing our ambition to deliver a national data set for hospice care based on routine data collection in hospices, centred on patient demographics. With the end of the Minimum Data Set for Specialist Palliative Care Services (MDS) there is a gap and an opportunity to redefine a national picture of hospice care in the UK. The project is intended to support two of Hospice UK s four strategic objectives: Tackle inequality and widen access to hospice care Empower a strong, dynamic and responsive hospice sector The project is specifically concerned with moving from an activity-based analysis of hospice care to patient-focussed analysis arising from routine data collection and reporting. The outputs of this work should prove that a national data set can be developed from routine data collection in hospices. The resulting data and analysis should yield useful insights for local, regional and national development and decision making. It is an action research model, whereby we identify and resolve the challenges alongside projects partners as they arise, and document these to inform potential UK-wide roll out of the project. 2 Aims and objectives The overall goal is to for hospice care providers to reach more people who need hospice care and improve patient experience and outcomes through improved insights driving better service design and delivery. Our objectives for the proof of concept are to: 1. Define and agree with hospice partners the data points to be included 2. Define and agree an outcome measure of hospice care for purposes of the proof of concept 3. Identify and resolve ethical and legal data collection, transfer, storage and processing issues 4. Work with the technical specialist to resolve technical data collection issues, including reporting from third party systems 5. Work with the technical specialist on collection of the data 6. Work with the technical specialist on publication of reports from resulting dataset (eg dashboards for participating hospices 7. Undertake analysis of resulting data to determine its usefulness to a UK-wide picture of hospice care 8. Identify key challenges that could impact UK-wide roll out of programme, both technical and cultural (eg this may include systems issues, change management within organisations, data quality, etc) Deliverables Ensure appropriate project and data sharing agreements in place with hospice partners Ensure project is compliant with relevant data protection and research ethics laws and frameworks Publication of reports for hospices (eg dashboards) reflect needs of hospice partners and drive project objectives Report on learnings from identification of challenges that could impact UK-wide roll out of programme and how they were resolved in the delivery of the proof of concept to support a change management strategy and national roll-out planning Report on the resulting data with regards the opportunities it provides at local and national levels Evaluation of proof of concept (with Hospice UK team) Key skills Supplier should demonstrate: Detailed understanding of patient recording systems in hospice care, specifically SystmOne and general understanding of EMIS Ability to co-ordinate and communicate with multiple stakeholders Understanding and experience of data governance issues and responsibilities Ability to design a dataset that will have far-reaching uses and impact Ability to interpret data, create datasets and a design a methodology to drive insight Intellectual curiosity and a problem solving approach Project stages We have divided the project into two main stages. These stages may not be mutually exclusive or progress in a simple linear manner. 2
3 Stage 1: Project Implementation Co-ordinate partner hospices around standardising of data points in scope, data collection, reporting and data transfer Address relevant data protection and governance issues Collection and analysis of the data Co-design reporting from resulting dataset (eg dashboards) Stage 2: Data analysis and reporting Undertake analysis of resulting data set Deliver report on value of data to a local and national picture of hospice care Deliver report on learnings from the proof of concept with regards data quality, change management and technical challenges Contribute to evaluation of proof of concept Timings and resource estimates Stage 1 to be completed by 30 November 2018, requiring an estimated 20 days work Stage 2 to be completed by 31 January 2019, requiring an estimated 30 days work 3
4 Contract Management The Supplier will be managed via the nominated project manager at Hospice UK and a project steering group. Performance will be measured against the stated KPIs. Timetable Date Milestone 20 July 2018 Tender documents submitted 27 July 2018 Successful supplier/s notified 13 August 2018 Project start date 30 November 2018 Deliver stage 1 31 January 2019 Deliver stage 2 Tender details Characteristics of the organisation/s or consultant/s Skill/expertise in: Project management Project evaluation Relevant patient recording systems Health inequalities, causes and impacts Data protection and ethics in research Data analysis and reporting Identifying and presenting insights from data Selection criteria Any organisation submitting a tender should demonstrate: Skills and experience in relevant patient recording systems Capacity to deliver the required listed outputs/deliverables A creative and intellectually curious approach to meeting the objectives and outcomes Effective quality and financial control mechanisms Tender requirements Tenders must include specific background information: Evidence of the ability to meet the above criteria and project specification. Details and examples of recent work of a similar nature 4
5 The names, addresses and telephone numbers of previous clients for whom those tendering have provided similar services. A separate authority to approach them in order that we may take up references should accompany the tender. Tenders should also include details about how the project will be delivered: The tender submission cover page (at the end of this document) which shows the cost of the work undertaken and by whom Detailed costing against milestones and outcomes. VAT must be shown separately from the tender price. Overview of how the project will be delivered. An outline on how the proposal meets the specified objectives, criteria and tender requirements. Tenders must be signed on behalf of the company or individual submitting the tender. Timing for receipt of tenders The tender must be received at Hospice UK by 17:00 on Friday 20 July The tender should be sent to: Craig Duncan, Chief Operating Officer, c.duncan@hospiceuk.org Late submissions will not be considered. Response to tenders A tender panel will assess the proposals using the criteria laid out in this commissioning brief. The contact for the successful tender will be notified within 7 working days of the tender panel and will be required to enter into a contract with Hospice UK. Ends. 5
