2 Self-Sufficiency Sufficiency Standard The Self Sufficiency Standard is a tool that calculates how much families must earn each year in order to meet their basic needs. How is the Standard different from the Federal Poverty Line The standard incorporates regional and local variations in cost. The Standard assumes that all adults, whether married or single, work full-time and includes all major costs associated with employment The Standard includes the net effect of taxes and tax credits The Standard is based on the cost of each basic need, which allows each cost to increase at its own rate

4 Delaware County Healthcare Employers Consortium Healthcare Sector Initiative An Industry Partnership program funded by the Pennsylvania Department of Labor and Industry Consortium comprised of healthcare facilities, educational institutions, non-profits and workforce entities who work together to develop the skills of health care workers and create career options for Delaware County Residents that lead to Self- Sufficiency
5 Population Served Low-income Direct Care Workers and other non-health related workers account for 80% of the workers served in our training programs. The target population includes: Nursing Assistants Home Health Care Aides Housekeeping Staff Dietary Aides 91% of low income workers self-report as being non- white (including Hispanic), 93% self-report as being women, and 32% self report as being legal immigrants
6 Self-Sufficiency Sufficiency Standard How do we use the standard with our sector program? The standard frames the economic situation of our target population. Standard informs our sector programs goals and objectives Utilize the Standard as a one on one tool with healthcare employees who take our classes. The Standard helps us recognize policies that support or counter our program s s goals.

10 Direct Care Work and Self-Sufficiency Sufficiency According to Pennsylvania s s Self-Sufficiency Sufficiency Standard (2006): a single parent in Delaware County with one preschool age child would need to earn $16.94/hour ($35,782 annually) to meet their basic needs. At $10.72/hr and $11.62/hr respectively, nursing aides and home health aides fall short of the standard and must move up to RN or LPN levels in order to earn self-sufficient sufficient wages.
11 Trainings Math and English Preparatory classes for the nursing entrance exam Basic Healthcare Terminology/English as a Second Language (ESL) for the workplace College Credit Based Trainings at Delaware County Community College in: Skin Care/Nutrition Geriatrics and Mental Health Geriatric Wound Care and Prevention Physical Therapy Skills Communication and Leadership Skills Training
12 Outcomes DCCC Trainings Each student received a college credit per training to go towards a degree in allied health Math/English Preparation 12 students have gone on to pass the Nurse Entrance Exam and 15 more are scheduled to take the test in the next 4 weeks. BHT/ESL According to qualitative data, employers noted that students had increased their customer service skills and were able to better meet the needs of their patients Communication and Leadership Training Enhanced customer service and workplace skills
