Transmittal # APD-IM Issue Subject/Topic date 12/22/14 Netlink Training: Client Assessment Planning System (CA/PS) Copy and Create and Enhanced Homecare Worker (EHCW) Upgrade - In response to APD/AAA local office s increased workload, APD will be releasing a Client Assessment Planning System (CA/PS) upgrade which will be available t Monday 1/12/15, with a new streamlined way of completing CA/PS re-assessments. This streamlined method will allow case managers to copy current or past CA/PS assessments to use as a foundation for creating new CA/PS re-assessments. As part of this CA/PS upgrade, the treatment section will have a new look and feel, permitting case managers to copy existing treatments and enter new treatments as needed. Treatments will continue to generate adult foster home (AFH) and residential care facility (RCF) complex medical add-ons, and will be used to generate the enhance HCW (EHCW) rate for eligible HCWs. The EHCW rate is required by the HCW Collective Bargaining Agreement. To prepare for this CA/PS upgrade, several mandatory Netlink training sessions have been scheduled to demonstrate and discuss the following CA/PS assessment changes: Copying current or past assessments as a foundation for creating a new re-assessment; Modifying the copied assessment to reflect the current assessed needs of the consumer; Changes to the treatment section, including treatments used for the EHCW rate and other requirements a HCW must have in order to be paid at the EHCW rate. This training is mandatory for all APD/AAA case managers, staff who determine eligibility for OPI and other staff approved

2 by their local office manager or supervisor. Please register for this Netlink through the DHS/OHA Learning Center; course # C See transmittal for dates and times. SS-IM /23/14 Referring OCCS medical applicants to OregonHealthCare.gov - Right now, many OHP members are due to renew their health coverage. Many of the OHP renewals include the requirement to complete a full application. For those OHP members who need to complete a full application, please encourage members to use OregonHealthCare.gov to find the application that is best for them. Directing members to OregonHealthCare.gov will provide a better experience and help reduce workload. From OregonHealthCare.gov, members will answer screening questions: the majority will be directed to the federal website: HealthCare.gov. Most members applying through the HealthCare.gov website are given an immediate eligibility determination. Members not directed to the federal website from OregonHealthCare.gov will be routed to complete Oregon s online PDF application. General information about OregonHealthCare.gov: OregonHealthCare.gov is available in English and Spanish. For members who cannot use an English or Spanish application, do not have internet access, or who request a paper application should be given a date-stamped OHP 7210 to complete; Trained community partners are available across the state for customers who need help completing the application. Customers can visit OregonHealthCare.gov to find community partners in their area; It is important to complete the application using the correct Web browser. Failure to do so will result in difficulties completing and submitting the application. Additionally, Adobe Reader is needed to complete the online and printable application. This information is also provided on OregonHealthCare.gov once a customer is directed to the Oregon online pdf; see transmittal for system

3 DMAP-IM recommendations. The following browsers are not supported. Customers using these browsers will not be able to submit the application online: o Google Chrome; o Mozilla (Firefox); o Opera. DHS/AAA staff: If your office receives an OHP 7210 application or an Expedited Renewal form, please route the application information to OHP Customer Service (5503) through the following methods only: Remote scan (preferred method); Faxing to ; or Mailing (or shuttle) to P.O. Box 14520, Salem, OR Reminder: If the customer says they received a letter but they do not have the OHP 7210 form with them, encourage them to call OHP Customer Service at to complete the renewal process verbally. The call center is open from 7:00 am to 6:00 pm, Monday through Friday. See transmittal for staff resources. 12/23/14 NEMT brokerage change for FFS clients in multiple counties effective 1/1/ Several changes are in store for the DMAP Medical Transportation Program, effective January 1, Earlier this month, DMAP notified 116,000 households with Health Share of Oregon and FamilyCare members about Ride 2 Care assuming brokerage responsibilities for Clackamas, Multnomah, and Washington counties. To learn more, please review DMAP IM ; This month, DMAP will notify 6,000 households with Oregon Health Plan fee-for-service (open card) members about Tri- County MedLink assuming brokerage responsibilities for Clackamas, Multnomah, and Washington counties. See attached for a copy of this letter; Note: Branch offices in the Tri-County area will no longer be responsible for approving non-emergent ambulance rides or

4 APD-AR APD-AR providing reimbursement for mileage, meals, and lodging associated with non-emergent medical transportation for OHP clients. As CCOs assume responsibility for NEMT, DMAP will send out client notices to inform clients about changes that will affect how they receive NEMT services. OHA and DHS staff will also be notified on a similar time frame. See transmittal for a full list of areas and changes. 12/24/14 Actions Required for OACCESS Updates For the Department to load the new version of OACCESS on computers, several new files and programs need to be loaded and run. This process will mainly happen at night or on the weekends; however, to avoid disruption of work and to meet the timeline for implementation by 1/12/15 computers must be on and have Microsoft SCCM loaded to accept the processing jobs that will be run between now and the new release date. The Department will be releasing a new version of OAccess on 1/12/15; see APD-IM for further details. To ensure the updates can work appropriately we are asking the following actions occur. Staff should leave their computers powered on starting immediately and through 1/12/15; While software loading computers may be automatically restarted, therefore, staff should save their work regularly; Staff must check and make sure they have Microsoft SCCM loaded on their computers (see attached instructions); Staff that don t have Microsoft SCCM loaded need to send a service desk ticket requesting Microsoft SCCM be loaded to their computer. In the service desk ticket please include the following details: o Your OR number (Employee ID); o Your WorkStation Number (Computer Name); o The Office Address where the computer is located; o Your Phone Number 12/24/14 24-hour Relief care wage/rate - If a Personal Support Worker (PSW) has a service agreement, job description, or other form of

5 APD-AR APD-IM agreement/contract identifying a specific rate of reimbursement for 24-hour relief care, the identified document/contract must be amended to accurately reflect a daily rate of $ (plus tax) for all 24-hour relief care provided on or after December 1, Se transmittal for details. 12/24/14 Independent Choices Benefit Calculation form updated due to wage increase and tax rate changes - The purpose of this transmittal is to inform APD/AAA local office staff of the updated Independent Choices Benefit Calculation form (546IC). Central office just received the applicable tax rates from the Department of Revenue and the Internal Revenue Services. Effective January 1, 2015 the ADL and IADL rate is increased to $13.75 and 24-hour availability rate increased to $6.88. Also, the tax rates changed for 2015 have been updated on the 546IC form. A new 546IC form must be completed for every Independent Choices Program (ICP) case. A copy needs to be sent to the participant and the ICP Coordinator. The ICP Coordinator s address is: Aging and People with Disabilities Attn: Kelsey Weigel, 500 Summer St. NE, E-10 Salem, OR or can be ed to Kelsey.C.Weigel@state.or.us; Enter the new ICP grant amount from the 546IC form into Oregon ACCESS so the accurate ICP grant amount will be issued to the participant. It will be easier if you can update this prior to December 26th at 5pm which is CMS cutoff; If you are unable to enter the new ICP grant amount prior to CMS cutoff then you will need to complete a supple (SUPL) action to January 1st with the new benefit amount so they will be sent the difference between their old rate and new rate. This must be completed no later than January 16, The form has been updated with a wage increase for the ADL, IADL and 24-hour availability hours due to the HCW/PSW bargaining contract and the updated tax rates for /24/14 Tools for determining the correct PSW hourly pay rate - ODDS has worked collaboratively with Oregon Home Care Commission (OHCC) and Department of Administrative Services (DAS) to clarify the correct PSW hourly service rates and has developed the following overview of relevant

6 information found in the Collective Bargaining Agreement (CBA). This information should be used in the determination of correct PSW service rates beginning January 1, Further guidance will be issued regarding the correction of previously applied PSW service rates. See transmittal for details.
