Synopsis: A process for applications to bid for slippage National Delivery Plan (NDP) funding for Specialist Children s Services was agreed in Q Seventeen bids were considered by an independent panel on the 31 st October 2014 based on the criteria agreed by NoSPG. Eight were recommended to be supported at this stage and are listed in Table 1. 2 NORTH OF SCOTLAND PLANNING GROUP Funding applications for National Delivery Plan slippage 1. Background Members will remember that earlier in the year they agreed a process for applications to bid for slippage National Delivery Plan (NDP) funding for Specialist Children s Services. The proviso was the successful bids should align to the aims of the NDP and demonstrate a measurable impact on the regional child health agenda. Fourteen bids were received by the submission date of 18 th July, however, the Child Health Clinical Planning Group agreed that the bids should be assessed by an independent panel in order to ensure impartiality and good governance. Accordingly members of an independent panel were recruited (listed at Appendix 1) and the Director of Regional Planning chaired the group as a non-scoring member. An extension was subsequently allowed to receive additional bids and a total of seventeen bids were considered by the panel on the 31 st October 2014 based on the criteria agreed by NoSPG. 2. Outcomes The panel gave feedback to all of the bidders seeking clarification on aspects of the projects but agreed that eight bids could go forward to develop a Project Initiation Document (PID) with the proviso that the PID would take into account their comments. The panel made their recommendations to the Child Health Clinical Planning Group to fund these eight bids which were subsequently agreed at the November meeting. The NoSPG Executive is consequently asked to ratify this decision. These eight bids are listed in table 1. Standardised costings for staff and travel were used within each PID and the full PIDs can be found on the NoSPG website. Each project will be expected to evaluate the service and provide feedback to the Child Health Clinical Planning Group within six months of the project completion date. This post will support focussed work to develop preferred options around two key areas of paediatric data requirements; namely paediatric HDU clinical audit and Specialist Paediatric North of Scotland Networks clinical audit and clinical case management. Recruitment of Band 4 Data Officer (full-time) for NoSPG Child Health Networks (12 months). This post will provide support for NoS gastro and neurology networks and other relevant networks, to collect data, to ensure dedicated support for short and longterm regional and national audits and to produce reports for the regional networks in order to develop and improve existing and future network services across North of Scotland boards. 45,971 26,689
3 Title of Bid Description Cost Bronchoscopy/Endoscopy Allergy Specialist Services Sim Training VC Upgrading Play Specialist Paediatric Lead - Major Trauma Integrated bronchoscopy (endoscopy) documentation system using Endobase for Respiratory and Gastroenterology North of Scotland networks. This will improve documentation as part of the electronic patient record to facilitate patient management, improved patient care and cross-specialty working. Easy access to images will improve teaching and education to trainees in general paediatrics, respiratory, gastroenterology, paediatric surgery and ENT. Increasing access to allergy specialist services through a network approach and improving the quality of care for patients with a better trained workforce. This project would be in a position to create a skilled workforce in allergy and a core paediatric allergy network in the North of Scotland (NHS Highland, NHS Grampian, with outreach to Shetland and Orkney). North of Scotland approach to simulated training and assessment in Neonatology and Paediatrics with inclusion of Rural General Hospitals. This project will provide clinical time for medical and nursing staff to set up a Simulation Faculty to initially map learning needs in the North of Scotland region (NHS Highland, NHS Grampian, NHS Shetland and NHS Orkney) to sites where neonates and children are resuscitated and then develop scenarios and deliver simulation training. Provide replacement or new, up-to-date equipment, to upgrade and enhance videoconferencing use across the North of Scotland (Aberdeen, Inverness and Dundee) for child health patients and professionals. Increase capacity of existing video-conferences and future network services across NoS boards. To ensure the technical developments in equipment meet the increasing needs of key stakeholders and are fit for purpose. Proposal for joint working between NHS Grampian and NHS Shetland to increase expertise and confidence in NHS Shetland staff in the management of anxiety related behaviour in children having elective and emergency, outpatient and inpatient therapy in the Gilbert Bain hospital, Shetland North of Scotland (NoS) Clinical Lead for Paediatric Major Trauma. This project will fund the paediatric component of clinical leadership for the NoS Major Trauma Network in order to ensure that there is a 23, ,861 38,038 34,053 2,400 24,250
4 Title of Bid Description Cost robust networked approach (regionally/nationally) to ensure that paediatric patients receive high quality, responsive major trauma care and locally as possible based on their individual needs. Total 234,266 The panel felt that two bids should not go forward as they considered they were core network activity and suggested they should be funded via regional network funds. These are found in Table 2. Recommendations from this round will be brought back to the NoSPG Executive for consideration at their next meeting. Those bids are listed in table 3. Provide access to community paediatric nursing support to children and young people in Grampian, Orkney and Shetland and across the NoSPG as appropriate, ensuring continuity of care across the North of Scotland Health Boards Areas. To provide clinical leadership to the North of Scotland General Surgery for Childhood Network in order to maintain safe and secure emergency surgical services to children along with delivering local elective general surgery for children to national standards.
