Overview by Gale Bataille This is a year of major crisis for the prison system in California (overcrowding, prison health care system in receivership); this has major implications for mental health. The State prison system as a whole could be placed under Federal Court control if overcrowding and poor conditions are not addressed. The Governor s Budget proposal includes initiatives related to reform in of the California corrections system. The California State Association of Counties (CSAC) is supportive of efforts to improve the prison system and to promote programs that support rehabilitation and

2 appropriate health care including mental health and substance abuse treatment. Gale is serving as the Ca Mental Health Directors Association representative to the CSAC Corrections Reform Work Group. Changes in State Corrections will have major impact at the local level as well both potentially positive and high risk. For example, the state has to reduce the number of people in prison and is proposing developing community based rehabilitation facilities for inmates being prepared for release. This might provide essential rehabilitation and community/family re-connections for prisoners who are transitioning back to their home communities. However other strategies for reducing crowding might include early release or requiring County jails to house anyone sentenced to three years or less which will simply transfer the issue of overcrowding down to the local level and local jails, including SMC jails are already overcrowded. San Mateo County has several different groups working on prison/jail issues including the Board of Supervisors Jail Overcrowding Task Force, and the Reentry Committee. The potential positive is that this is the first time that there has been serious statewide discussion of prison reform and rehabilitation in the past 20 to 30 years. Mental health and substance use as well as real rehabilitation including education and job training are again being recognized as critical to any meaningful reform effort. We anticipate much legislation and focus on corrections initiatives over the next 6 months a year. Pathways Mental Health Court Pathways is a partnership of the San Mateo County Courts, Probation Department, District Attorney, Private Defender Program, Sheriff s Office, Correctional Health, and the Mental Health Services Division. It s purpose is to improve the outcomes for seriously mentally ill and dually diagnosed offenders through integrating judicial and criminal justice sanctions/approaches and treatment to address individuals underlying behavioral health problems that contribute to their involvement in the criminal justice system. To participate in Pathways, the potential client must meet the following criteria: Statutory eligibility for probation San Mateo County residency Have a diagnosis of a serious mental illness Voluntarily agree to participate in Pathways Once a person agrees to be in Pathways they receive peer support mentoring and responsive treatment. The various treatments include: treatment planning and medication services, housing, employment education, drug and alcohol services, case management services, and family services. A team of probation officers, private defenders office, and mental health staff meet weekly to review current and new cases and prepare for Friday morning court. Court meets Friday morning at 9:00 a.m. with Judge Forcum. To date there are 7 people participating in the Pathways program and 3 potential participants. Pathways for Women Pathways for Women is a new program that is funded through the Mentally Ill Offender Crime Reduction (MIOCR) State grant program. Pathways for Women was designed as a collaboration with the Sheriff s Office, Probation and Mental Health. Pathways for Women is a gender responsive designed to address the needs of female mentally ill offenders by expanding and enhancing the existing Pathways Mental Health Criminal Justice Court to provide gender-focused services to 35 female mentally ill offenders, who may also have a cooccurring substance abuse disorder. A post custody program, Pathways for women will offer:

3 1. Outreach, engagement and re-entry planning. 2. Intensive service coordination provided by an integrated mental health and probation team. 3. Connection to a network of culturally, trauma-informed, and gender-focused treatment services and supports. STANDING COMMITTEES A. Committee for Older Adults Jim Fields reported 1. Public Health Conference Room, San Mateo, CA DIRECTOR S REPORT MHSA Update Annual Update-The state has released the requirements, the update is due to the state June 30 th. At the same time we will be working on the expansion of some of our existing services based on our already approved three year community services support plans. We need to schedule a planning team meeting with the Chairs of the aged focused workgroups (workgroups that met to do the original plan), Matt Jacobs, and the MHB Executive Committee to map how we are going to get things accomplished over the next six months. Here s a tentative schedule: March the preliminary update will be presented to the MHB. April The Annual Update and Expansion plan will be presented to the MHB for endorsement for public hearing. May Have public hearing. June Public Forum, where the Board adopts and approves the update so that it can go to the Board of Supervisors by the third week of June. Prevention & Early Intervention Prevention & Early Intervention framework and timeline was adopted by the MHSA oversite commission on January 27; we will not receive guidelines until August. External Quality Review

4 This is an annual review of Medicaid program by an agency contracted with the state. They will be here February th to review our data systems (data integrity), cultural competence initiatives. They will also visit Heart & Soul, some of our regions; they will speak with staff, clients and families. It will be several months before we receive a report back from them, when the report is received a copy will be given to Board to review. Mental Health Information System Update We are close to having a contract with Netsmart Budget: Governor s proposal and local process Proposed cut for Mental Health s Telecare Transitions Program. The program supports 75 transition aged Older Adults who have been homeless. The Telecare Transitions Program is a very successful program and is the basis on which we built the MHSA program. Liaison, Task Force, Ad Hoc Committees CALMH/C (California Association of Mental Health Boards and Commissions) No report. New Business Tony Hoffman Community Service Awards Selection Committee Valerie Gibbs and Carol Marble have volunteered to be on the selection committee. Committee on Aging & Committee on Disabilities Joint Housing Commission MHB liaison Would like a MHB member to attend the meetings The committees meet on the third Thursday of the month from 1:30-3:00 in room 100. Old Business Announcements: Jim Fields announced his resignation from the Board MHB Annual Retreat is scheduled for April 21 st, from 10 3:00.
