3 Page 3 Welcome & Introductions Jeff Najarian called the meeting to order at 10:00 am and welcomed members. Introductions were made. Public Input None Review and Approval of the December 17, 2013 minutes Approval of the December 17, 2013 minutes was moved, seconded and passed unanimously as written. Action Item(s): None Behavioral Health Director s Report Alfredo Aguirre/Piedad Garcia Debbie Malcarne reported on behalf of Piedad Garcia: LIHP Low Income Health Plan (LIHP) transition and implementation of Medi-Cal Expansion became effective January 1, The goal was for a seamless transition from LIHP to Medi-Cal. There have been issues regarding pharmacies not showing the transitioned patient as being covered and consequently not filling their prescriptions. Any issues related to the transition should be reported to the Contract Monitor. Dr. Krelstein, BHS Clinical Director, will send an with specific details for reporting the issues. Covered California website is a source of information to help determine eligibility for coverage based on income. If over income level for Medi-Cal then individual may obtain coverage from Covered California. There is a March cutoff date for that subsidized coverage with the ability to re-apply at a later date for 2015 coverage. If eligible for Medi-Cal clients will be connected to a Family Resource Center. Income cutoff is 138% of Federal Poverty Level (FPL) depending on how many people in the family. Eligibility is income based and assets are not factored. Nicole Howard reported that for the time being, FQHCs will be able to continue billing Department of Health Care Services (DHCS) directly for services provided to individuals with serious mental illness. Cultural Competence Update The County is planning to add the National Standards for Cultural and Linguistically Appropriate Services (CLAS) to new contracts and amendments for The group was given the National Standards for Culturally and Linguistically Appropriate Services (CLAS) in Health and Health Care reference sheet by the Federal Office of Minority Health. Contracts There are several new initiatives that the County plans to embed into amendments and new contracts, i.e., Trauma Informed Care (TIC), Linkages and Referrals in regards to Faith Based organizations, CLAS and Outpatient Clinics. (At least 15% of clients with planned discharges will be referred to primary care services). The pro forma section of contracts will be slightly revised and referred to as the contract template.
4 Page 4 Supportive Employment Initiative Kick Off Event. There is a new contract with the San Diego Workforce Partnership as the new Supported Employment technical consultant and CSH. A Supported Employment Workgroup is planned and names of those interested can be submitted to Piedad Garcia and/or Karen Crie. MHSA Update Adrienne Yancey The MHSA Workgroup met this morning. Adrienne Yancey clarified that the MHSA is accepting concepts for the Innovations process, not proposals. Proposals in response to those concepts will be submitted at a later date through the Department of Purchasing and Contracting. Next steps: Innovation proposed plan will be submitted for public comment as part of the 3 year Integrated Plan. After the public comment period, it will go before the Mental Health Board for approval, then to the Board of Supervisors (BOS) for approval then to Mental Health Services Oversight and Accountability Commission for final approval. No concepts will be put forth for RFP processes prior to final approval. Mental Health Services Oversight and Accountability Commission are revising regulations for how counties do prevention and early intervention as well as Innovation programs going forward. Public comment period for those regulations should be coming out soon. All the councils will be notified so they have the opportunity to review the proposed regulation changes and provide input. After public comment, then it goes back for review. The final changes will probably be implemented for FY 14/15 and may have impact on the 3 year plan if those regulations are put forward before the 3 year plan is submitted. Last week the Mental Health Services Oversight and Accountability Commission Community Program Planning Survey was sent out via from Alfredo Aguirre. A statewide evaluation of all counties on the community program funding process is being undertaken. Stakeholders are encouraged to provide feedback. At the Aerospace Museum on March 4, 2014 between the hours of 5:30 pm and 8:00 pm there will be a Wellness Fair with speakers followed by a forum for active duty and families on mental health. Attendees will be able to tour the Aerospace Museum for free. Child care will be provided and light hor d oeuvres will be served. Action item: None Healthy Living / Tobacco Cessation Workgroup Status Diego Rogers The 9 members are working on a consensus of recommendations. Action Item: None MHSA Workgroup Status Elene Bratton The MHSA Workgroup met this morning and will meet regularly. The workgroup met with Adrienne Yancey and discussed the Adult Council s history in providing recommendations to the County. The workgroup would like to be involved in looking at the 11 Innovations concepts which qualify as innovative and in general, identify ways to provide meaningful input. They would also like to receive more feedback as to how their input has been implemented and how it informed.
5 Page 5 Action Item(s): Announcements Meaningful Life Workgroup is on indefinite hiatus but may resurface after calendar conflict with Supported Employment Contract meetings with San Diego Workforce Partnership has resolved. Available members of the Meaningful Life Workgroup can join other workgroups in the meantime. The MHSA Workgroup will begin meeting in the La Vista room at Behavioral Health Services. Recovery Innovations offers mental health recovery and wellness classes at various locations throughout San Diego County to people who receive County behavioral health services including: Wellness Recovery Action Plan Wellness & Empowerment in Life & Living Medication for Success Creating Healthy Habits The United States Business Leadership Network (USBLN) has partnered with Professional Baseball Athletic Trainers Society (PBATS) with the goal to talk about inclusion to develop jobs for people with disabilities. They look at mental health issues as part of the wide range of disability groups that they advocate for.
