1 Laws and Regulations Relating to Organized Camps Pre-Opening Checklist (for guidance purposes only) Section (Sections , Title 17, California Code of Regulations) Definitions Limitation of Scope 1. This subchapter does not apply to camping activities, away from the main camp, where conditions lack facilities such as water, sewage, bathing, food, or housing, and 2. This subchapter does not apply to camping activities where government regulated campgrounds, beaches, or parks are used and have equivalent physical facilities as those required by this subchapter General Camp Safety Requirements Camp and established trails are properly drained Camp and established trails are free or protected from natural or man-made hazards such as: Mine pits Quarries High-speed roads Large numbers of insects, and Venomous snakes Poison Oak is controlled Excessive dust is controlled by suitable means Notice of Intent to Operate Notice of Intention to Operate sent to Local Health Officer at least 30 days prior to date of operation Acknowledgement of Notice of Intention to Operate received from Local Health Officer Copy of Notice of Intention to Operate sent to State Fire Marshal by Local Health Officer Requirements for Camps Director has submitted the annual accreditation or Operating Procedures that describe the program of activities in the following areas: Supervisor qualification and training Staff skill verification criteria and process Participant eligibility requirements Staff-to-participant supervision ratios Equipment needed Safety procedures Emergency procedures specific to location Environmental hazards Access and equipment control, and Equipment and maintenance repair Statement from the Director that the Director has reviewed: The criminal history record check for all applicable individuals The voluntary disclosure statement for all applicable individuals, and Documentation of the criminal history record check of the Director Water Supply Water System inspection completed Wells properly constructed Springs (if used) properly constructed and >= 200 feet from any uphill contaminant source Surface water (if used) is filtered and treated

2 50 gallons per person per day 30gallons per person per day if pit toilets are used Drinking Water Drinking water provided Centrally located in the camp Complies with Safe Drinking Water Act Handwashing Facilities Handwashing facilities adjacent to all flush toilets Single service soap dispenser provided at handwashing facilities Showers Showers provided when campers are present for 3 or more consecutive days and nights Toilets Flush toilets provided (1 for each 15 persons) Pit or chemical toilets used only in remote areas Located so as not to endanger water supplies Constructed so as to exclude flies and vermin Building Structures Plans and specifications approved for every building or structure prior to start of construction Sleeping Accommodations Head-to-head sleeping id prohibited Minimum space of 18 inches or Physical barrier provided between bed units including sleeping bags Repair, Safety, Maintenance and Sanitation Structures (buildings, tents, tent structures, cabins, premises ) In good repair Safe and sanitary Clean and free from accumulations of paper, litter, rubbish or standing water Appliances, equipment, devices, facilities, electrical and mechanical equipment, plumbing, refrigeration and ventilation systems maintained in Good repair Safe and sanitary Bedding Mattresses, mattresses covers, blankets, sheets, pillows, and/or sleeping bags maintained Sanitary In good condition Covered with waterproof material Covered with washable covers so as to be easily cleaned and sanitized Bedding laundered Bedding sanitized prior to issuance Overhead Electrical Line Construction Overhead electrical lines installed in accordance with applicable standards and codes Food Service Facilities Food facility inspection completed Complies with California Retail Food Code (Section , et seq., California Health and Safety Code) Garbage and Refuse Deposited and stored in fly-tight containers

3 Removed and disposed at an adequate frequency and in a satisfactory manner Vectors and Pests Control plan available for excessive mosquitos, flies and other insects Equipment available for control of mosquitos, flies and other insects Control plan available for rodents Equipment available for control of rodents Where there is a special risk of transmission diseases to humans from insects, rodents or other animals the camp shall initiate special measures, under guidance of local Health Officer, to protect campers Swimming Facilities Pool inspection completed All swimming pools, pools, wading pools and special purpose pools in camp shall be designed, constructed, maintained, and operated in accordance with applicable standards and codes Lake, Stream, River or Ocean Swimming Use plan for swimming areas developed and maintained by camp Director Use plan for swimming areas submitted to local Health Official prior to use Use plan for swimming areas implemented with special conditions as specified by local Health Official Lake, Stream River and Ocean Lifeboat or equivalent water safety device available Used for no other purpose Kept in good repair Readily accessible Complies with Section 652, California Harbors and Navigation Code Depth Soundings taken and Hazards and Dangers identified Warning signs posted and indicate: Depth Pools and eddies Direction of current Warning signs legible Warning signs visible from bathing area Lifeguard Services Adequate (complies with Section , California Health and Safety Code) Aquatics Supervisor at least 18 years of age Name Aquatics Supervisor certified American Red Cross Lifeguard certification YMCA Swim Lifesaving certification Equivalent certification One lifeguard per every 25 campers in the water Health Supervisor Health History and Health Status Summary completed for and signed by Each Staff Member Each Camper (or guardian thereof) Each Summary kept on file Summary contains or identifies: Health condition requiring medication, treatment or special restrictions or considerations Immunization record with date of last tetanus shot Record of any allergies Signed permission to seek emergency medical treatment for all staff Signed permission to seek emergency medical treatment for all campers Full time adult Health Supervisor at camp when campers present Name All Staff screened prior to arrival of campers

4 All campers under 18 and unaccompanied by parent or guardian screened within 24 hours of arrival Health screening conducted under supervision of Health Supervisor by qualified staff Physician Registered Nurse Licensed Vocational Nurse Trained Staff If Physician is not on site when campers arrive, Physician is available on call Infirmary on-site Isolation area provided Arrangements made for medical emergency evacuation to point of adequate medical care Medical log book maintained by Health Supervisor containing: Accident or illness information Name of injured or ill Dosage and intervals of any medication dispensed First aid or medical treatment rendered Name person administering first aid or medical treatment Date and time of treatment Date of parental notification of accident, illness or injury Food borne or suspected food borne illness reported promptly Other reportable diseases reported promptly Medications dispensed by Health Supervisor Medications in original containers and labeled Medications accompanied by specific written dispensing instructions Medications stored in locked container Written health care plan developed and maintained by Health Supervisor includes: Responsibilities and authority of Health Officer and other qualified health staff Procedures for camp health care and sanitation Record keeping process Plans for provision and maintenance of supplies and equipment Relationships and agreements with Local medical personnel Hospitals Providers of emergency care Other emergency care providers Plan to prevent and control pandemic flu Other communicable diseases among campers General and Safety Supervision Director at least 25 years of age Director has at least 2 years of camp administration or supervision experience Provides staff for the care, protection and supervision of campers Completed criminal history check of Director and all camp counselors prior to contact with campers Completed voluntary disclosure statement for Director and all camp counselors Verified that all counselors are trained in Principals of first aid and CPR Counselors are high school graduates and at least 18 years of age One counselor is provided for each 10 campers under the age of Fire Arms All firearms and ammunition are stored in a cabinet designated as a gun cabinet and is locked The key is in the possession of the Director or a qualified designee Emergency Plan A site specific, written plan, approved by the Director is retained on site Plan outlines procedures to deal with:

5 Natural disaster Lost campers Fires (forests & structures) Transportation emergencies Severe illness and injury Strangers in camp Aquatic emergencies Other emergencies Plan contains procedures for: Evacuation of camp Control of vehicular traffic Communications from site of emergency and medical facilities, fire station, administrative staff and health staff Staff trained to implement to implement procedures set forth in emergency plan Questions?
